Anticorruption Policy and Political parties in Czech Republic

The bachelor thesis on the topic of "Anticorruption Policy and Political Parties in the Czech Republic" is focused on evolution of anticorruption policy of three political parties ODS, TOP 09 and VV, which gained a confidence in the Chamber of Deputies on 10th August 2010 and formed a coalition named "Coalition of Budgetary Accountability, the Rule of Law and Fight against Corruption". The beginning of this thesis is devoted to the definition of the concept of corruption and phenomena connected with this problem. The aim of this thesis is the examination of the evolution of anticorruption policy of all three political parties from their electoral programmes through the enforcement of this policy into the Coalition Agreement and the Policy Statement of the Government of the Czech Republic to Anticorruption Strategies from 2011 to 2014. In the implementation of policy contained in the electoral programmes into the Policy Statement of the Government of the Czech Republic was the most successful ODS, as 10 of the 12 proposed measures also found itself in the Policy Statement, which corresponds to 83.3 % of success. New understanding of corruption and EU legitimacy

This research aims to investigate the causal linkages between the EU democratic legitimacy and the crises of representative democracies in the field of anti-corruption. The threats of corruption to the EU democratic legitimacy and the approach in handling this negative phenomenon is seen as a symptom of a more profound crisis of the EU integration project. The mutual interdependence between the EU and it is member states in delivering the standards of democracy, it's values and principles is seen through legitimation as an act of actual justification. This actual exercise of the EU indirect legitimacy in normative terms is translated into action through the key actors of representative democracies on a national level, the national parliaments and the political parties. However, the role of the parliaments and the party democracy in the broader EU context, especially evident in Central-East Europe (CEE), has been challenged and weak, suggesting hollowness of democracy. This status has been also challenged by the misuse of political power for private gains, as a general understanding of corruption, also adopted by the EU. Public procurement in systemic corruption environment

The dissertation aims to examine the phenomenon of systemic corruption in the Czech public procurement environment and to propose a theoretical concept that would help to identify the causes and risks of this phenomenon. In parallel, the dissertation elaborates on the basis for proposing an effective anti-corruption policy that would address the underlying systemic causes. Methodologically, the dissertation builds on the analysis of public procurement by the Office for the Protection of Competition and the Supreme Audit Office, on the court case analysis and media discourse and also on interviews with respondents from the Czech public administration, academia, non-profit sector, and investigative bodies.
Anti-Corruption policy gap: The case of Azerbaijan

Systemic corruption remains a challenge to good governance and development in many parts of the world, while anti-corruption policies have largely been failing to prove success, despite increased international efforts. The growing scope of research literature suggests that ineffectiveness of the fight against corruption is caused by the inadequate theoretical ground that anti-corruption activities are developed on. Principal-agent model of anti-corruption interventions, which have been dominant, fall short in targeting the roots of systemic corruption and its informal institutions. As a result, a policy gap emerges between the reality of corruption and practice to curb it. By presenting the main indicators of systemic corruption and features of the anti-corruption policy gap, this thesis probes into the nature of corruption in Azerbaijan and analyzes the anti-corruption policies in place. It concludes that systemic corruption continues to prevail as a norm in Azerbaijan, while measures to fight against corrupt practices remain largely unsuccessful, due to lack of political will of principals, in contrary to the assumptions of the principal-agent framework.
The corruption rate in the Czech Republic: Government's political solutions in 2010-2017

The bachelor thesis "The corruption rate in the Czech Republic: Government's political solutions in 2010-2017" deals with anti-corruption policy at the governmental level. The first part pays attention to corruption from a theoretical point of view. The analytical part focuses on the activities of governments in the fight against corruption as well as on the development of Corruption Perception Index (CPI) in the monitored period. During years 2010-2017 there were four governments in the Czech Republic, including two caretaker ones. Jan Fischer's government did not explicitly determine anti-corruption policy objectives, so they acted according to current need. Caretaker government of Jiří Rusnok acted similarly, because in addition this cabinet lost vote of confidence in the Chamber of Deputies. In contrast to it, the government of Petr Nečas called itself "A Coalition of Budgetary Responsibility, the Rule of Law and the Fight against Corruption". Systemic corruption in Liberec

The thesis "Systemic corruption in Liberec. How to deal with it?" focuses on the problematics of systematic corruption and clientelism in post-communist society. It is launched as a case study (Yin 1994, 2003, Flyfbjerg 2006, 2001) whose frame remarkably exceeds ordinary corruption models (public office, market centered theory, public interest) and is based on systematic corruption model theories (Caiden, and Caiden 1977, Caiden 2003, Johnston 1998, Wallis 2006, Stefes 2004, 2007, Jowitt 1992 etc.), and eventually their effect emerged in the areas of the government system, civil freedom, social cohesion and public economy. Empiric part consequently covers both phenomena showing the case of the Liberec city hall, the research itself is bounded by the years 1998-2010, when the connection between the city government and construction lobby reveals in an intense political and medial point of view. The research is made to identify and prove the figures of systematic corruption and clientelism based on the individual affairs of political representatives, office workers and various economic entities. The Institutional Framework of Anti-Corruption Policy: International Comparison of Anti-Corruption Agencies and Situation in the Czech Republic

The subject of the thesis is the institutional framework of anti-corruption policy, in particular its anchorage in the form of specialized anti-corruption bodies, referred to as anti-corruption agencies. The aim is to address three main research questions: What specialized anti-corruption bodies exist in the world? How do specialized anti-corruption bodies operate in individual countries? What anti-corruption bodies do exist currently in the Czech Republic and what recommendations can be drawn from the foreign institutional arrangements? To answer them, the current state of research, recommendations and standards for the design and operation of specialized anti-corruption bodies is analysed first. The comparison of anti-corruption agencies in Lithuania, Latvia and Slovenia follows. On this basis, the current situation in the Czech Republic is assessed and recommendations are made. Partial aim of the thesis is to present international discussions and documents, the current state of reseach on this topic in the Czech language, as a comprehensive professional processing of this field is still missing.
Anti-corruption policies in the Czech Republic – Government's strategy in the fight against corruption between the years 2011 and 2012

The purpose of the thesis is to evaluate the real impact of anti-corruption policies of the Czech Government. Therefore, the thesis firstly deals with the phenomenon of corruption and the fight against it in general. Subsequently, various anti-corruption strategies from 1999 to 2010 are introduced. Fundamental part of the thesis is devoted to an analysis of the Government's strategy in the fight against corruption between the years 2011 and 2012. Measures taken according to this strategy are examined in the light of the recommendations of NGOs that are engaged in the anti-corruption fight. The thesis sets out the strengths and the weaknesses of the strategy and points out the major flaws that need to be resolved as soon as possible. The third part suggests a solution to each of the problems that have emerged from the analysis. The proposals are mainly based on the recommendations of the anti-corruption organizations in the framework of the Reconstruction of the State and the Government's strategy in the fight against corruption between the years 2013 and 2014. Conclusion of the study shows to what extent is the current Czech government's anti-corruption policy successful.
The Conflict of Interest Law as one of the tools of anti-corruption policy: Analysis of asset declarations of Members of Parliament during the Nečas cabinet period

The main goal of the thesis is to find out how the Law no. 159/2006 Sb. on conflict of interest is fulfilled with special focus on asset declarations of the Members of Parliament of the Czech House of Assembly. An analysis of completeness of MP asset declarations from the period of Nečas' Government is a part of the thesis. Furthermore, the analysis deals with other questions, such as whether MPs engaged in other activities during their term in office, whether they disclose acquired property and whether they gained monetary income, donations or if they made liabilities. The bachelor thesis is organized into three chapters. The first chapter deals with the social phenomenon of corruption and anti-corruption policies. The second chapter deals with the Conflict of Interest Law, specifically its development until the present time, its interpretation and main drawbacks. The last chapter analyses the asset declarations of MPs.
