The Legislative Process of the Bill on the Children Group. A Case Study of the Intervention of the Participants.

This thesis deals with an implementation of a new public policy tool - child care in the children's group - particularly it examines its origin, evolution and the reasons for its implementation. As the "Children's Group Act" became a new form of the childcare (in the Czech Republic), my participation in the legislation process of the bill adoption served as a motivation for the topic selection of this thesis. The opening part introduces the topic, specifically it studies the past and the present childcare system within the current area of the Czech Republic. Further it acquaints us with tools and remedies allowing for a greater harmonization of a family and work life of parents of infants. In other words, there are discussed theoretical concepts of a private work life harmonization of parents and concepts of equal opportunities of women and men. Moreover, the thesis introduces participants who were entering the negotiation and the adoption processes of the bill in question, either directly or indirectly. The aim of the thesis is to present a case study that would characterize both, the adoption process of the bill and the participants' determination of the final form of the act.

NÁZEV / TITLE: Vysílání ozbrojených sil se souhlasem parlamentu / Deployment of the armed forces with the consent of parliament Abstract This diploma thesis deals with the issue of deploying the armed forces of the Czech republic on foreign missions and similar events and with the role of parliament in the decision-making process. Its main objective is to analyze intentions of the creators of the current Constitution of the Czech republic in matters of deployment of the armed forces, but also can not omit matters that are in broader or narrower sense related to this topic, such as stays, transits or flights of the armed forces of foreign states through the territory of the Czech republic. In its first part, this diploma thesis provides a definition of basic sources and a definition of terms related to the topic of the thesis. In the next part, it discusses the historical development of the constitutional regulation in the territory of Czechoslovakia and the Czech Republic in the given issue and the possible influence of these historical experiences on the current form of the Constitution. Armed Forces and Identity: A Constructivist Analysis of the Role of the Czech Airforce Figters

The study examines the arguments raised for or against possessing supersonic aircrafts of the Army of the Czech Republic. The aim is to identify the arguments primarily during deciding on the acquisition of new aircrafts, because the old ones were retired in 2005. In the first part, the author analyzes various approaches to purchasing and possessing weapons systems (nuclear weapons, supersonic aircrafts and tanks) and defines three approaches, which he expects in discourse and which he will examine. The main part of the study deals with analysis of the arguments for and against the acquisition of supersonic aircrafts through discourse analysis. As a frame of reference author establishes the deputies and senators of the Parliament of the Czech Republic, the professional public and official documents of the Ministry of Defense and Army of the Czech Republic. By analyzing the discourse the author concludes that the official documents of the Army of the Czech Republic looks at supersonic aircrafts as a means of national defense strictly, professional public also looks at supersonic aircrafts this way in most of times. The aim of this thesis is an analysis of activities of the Parliamentary Institute (PI) which serves as an expert base for the Parliament of the Czech Republic. The Parliamentary Institute resolves the tasks of scientific, informative and educational nature for the Chamber of Deputies as well as the Senate. The PI originated from an initiative of deputies who lacked apolitical and unbiased information of a professional nature in the early 1990s. Nevertheless, the need for objective information persists to this day. The importance of the PI thus lies primarily in the fact that it enables legislators to create good quality laws and control the executive by providing them with the specific unbiased information. The text focuses on the establishment, development, structure, functions and outputs of the institute.

Development of Women's Representation in the Parliament of the Czech Republic

The under-representation of women in national politics has been mentioned for many years either by certain individuals or periodical short-term political campaigns. While there is evidence to suggest that more women are now being elected to local and national politics, without a doubt women continue to face barriers to their entry and their subsequent progression. In this thesis, I focused on elements of existing equal opportunities policies (e.g. bureaucratic, civil society and electoral systems) and their efforts towards the greater participation of women in politics; at the same time identifying the sources, characteristics and the weaknesses in the system. The conclusion of the thesis provides the basis from which I have made certain recommendations concerning the possible changes and future strategies in this field.
