Analysis and Aggregation of Czech Parliament Data

The aim of this work is to create a variety of statistics and reports on the functioning of Parliament of Czech Republic. Data for these statistics are gathered from the pages of the Czech Parliament and stored in to a database. Results are presented mainly in the form of tables, graphs and other methods on a publicly accessible Web site. Results should be as clear as possible, comprehensible and provide interesting and unusual information.

Parliament of the Czech Republic and the European Union ABSTRACT What are the effects of European integration on the functioning of the Parliament of the Czech Republic and how does the European law set the boundaries for the involvement of this key constitutional institution in European affairs? To what extent do the Chamber of Deputies and the Senate deal with the European agenda and engage in European Union policy-making, and are there differences between them in this respect? What is the role of both chambers in the European legislative process and what is the level of their activity compared to the activity of parliamentary chambers of other EU member states? The search for answers to these questions is the focus of this thesis. The first part of this thesis defines the concept of a parliament and its functions and powers as understood in theory, followed by a general characterisation of the Parliament of the Czech Republic, its two chambers and the constitutional basis for their involvment in European affairs. The second part introduces the major milestones in the history of European integration that have shaped the relationship between the Parliament of the Czech Republic and the European Union and an assessment of their impact on the functioning of national parliaments. Position of the Senate in the Constitutional System of the Czech Republic

The bachelor thesis deals with the issue of the Senate's position as one of the chambers of the Parliament of the Czech Republic. The basic question pervading the whole thesis is whether the Senate in the Czech Republic has legitimate position. This question is considered in several connotations, both in comparison with second chambers of other countries and their functions, and in terms of the position of the Czech Senate in its partial powers. The thesis is presented with a brief overview of the evolution of legislative bodies in the period from the First Republic to the early nineties when the formation of the current form of bicameral parliament took place. Other chapters focus on its subsequent development which is marked by the period when the Senate was not established and its functions ensured the Chamber of Deputies. Furthermore, the thesis is focused on issues related to constitutional and legal embodiment of the Senate, the question of the extent and effectiveness of the use of its powers and the thesis deals with critical views too. The conclusion summarizes the results that came from the analysis, answers the research question and determines the possible subsequent development. Předkládaná bakalářská práce se zabývá vznikem vlády volbách do poslanecké sněmovny, které se konaly na začátky června roku 2006. Kromě samotných povolebních jednání se pozornost věnuje i na období předvolební kampaně. Představeny jsou základní přístupy ke zkoumání koaličního vládnutí a typologie (koaličních) vlád. Tento teoretický základ je v závěru uplatněn k analýze vlád, jež působily v České republice v letech 1992-2006. Obstructionism in Czech Legislative Process

This Diploma Thesis deals with obstructions within the legislative process of the Parliament of the Czech Republic, more precisely in hearings at the Lower House. The aim of the thesis is to describe the phenomenon of obstructions and their importance in the legislative process. In the beginning, the author establishes three basic research questions, which he then tries to answer through quantitative methods. Firstly, the author answers the question whether either site of the ideological spectrum tends to use the tactic of obstruction more often. Secondly, he inquires whether there are any differences between the obstructions of a right-wing or a left-wing party. Finally, the author aims to clarify if the long-established parties in the Chamber of Deputies have an advantage in the practice of obstructions and thus are more successful in it than new parties are. The text is divided into three separate chapters with a logical structure starting from theoretical themes and continuing with an empirical analysis. The first part, which is purely theoretical, is followed by a chapter dealing with the legislative process which can be considered as a transition between the theoretical and empirical parts. The following chapter is based on empiricism and analyses stenographic records and interviews with the representatives of political parties. The carried out analyses suggest that it is impossible to state clearly which site of the ideological spectrum tends to use the tactic of obstruction more often, as in the majority of cases parties using this tactic find themselves in the opposition. However, while obstructing, both left-wing and right-wing parties use almost identical tools. Ultimately, it can be stated that parties represented in the House of Deputies for a long period are not more successful in practicing obstructions than other parties, even though they use strategies that are more sophisticated.
The role of Parliamentary Diplomacy in the bilateral relationship of the Czech Republic and South Korea

The bachelor thesis deals with the role of Parliamentary Diplomacy in the bilateral relationship of the Czech Republic and South Korea. The term "Parliamentary Diplomacy", which presents a new kind of diplomatic relations, begins to gain its status within the international relations. The thesis is divided into three chapters, one of which deals with the definition of Parliamentary Diplomacy and development of this term. The second chapter examines the function and abroad activities of the Parliament of the Czech republic. The final chapter applies theories and assumptions, contained in the thesis, to the function of the Czech Parliamentary Diplomacy in practice.
Stability of Incumbents in the Parliament of the Czech Republic

The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.
Establishment and statue of Senate in political system of the Czech Republic

This bachelor thesis describes the role of the Senate of the Czech Republic in the Czech political system, the development of the Upper Chamber from its first negotiation to its establishment and further functioning. Historical development of the political system in the Czech Republic and the history of the Senate is presented in the first place. In the following part the contemporary political system, its division and election system of both chambers of Parliament of the Czech Republic are described for better comprehension. Our country as a member of the EU expresses its opinions about European issues, therefore I will also look into the role of the Senate in the international affairs. Main part of the thesis describes circumstances of establishment, origin of the contemporary Senate of the Czech Republic and its possible reforms.
