Public Opinion on Performance of President Petr Pavel - June/July 2023

In its regular survey in June and July 2023 the Public Opinion Research Centre focused on questions concerning the Petr Pavel's presidency.\n\nIn all areas examined, positive evaluations prevailed over critical ones.\n\nRelatively most favorably, the Czech public rated how the president takes care of the seriousness and dignity of his office (78%) and how he represents the Czech Republic abroad (76%).\n\nCzech citizens were the most critical of how the president influences the internal politics (30%) and how he is in contact with citizens and knows their problems (29%).\n\nCompared to his predecessors Václav Havel, Václav Klaus and Miloš Zeman the current assessment of president Petr Pavel is relatively good, as a better evaluation of any of examined aspects of presidential performance was just rarely seen.
The Head of State in the constitutional system of the Czech Republic: de iure and de facto

Diploma thesis "The Head of State in the constitutional system of the Czech Republic: de iure and de facto" discourses both provisions, which integrate the institution of the president of the republic in constitution, and the virtual implementation of this uppermost authority in the state. At the beginning, the thesis deals with the historical dimension of the issue. It speaks of the general development and history of the office in Czech lands. Hereupon a depiction of the theoretical extent of this office follows. A large verge is devoted to the placement and the powers of the president in the constitution. The pragmatic part of the thesis consists of two case studies. The first one deals with the presidency of Václav Havel. The second one deals with the execution of the office by Václav Klaus. An extra attention is paid to the analysis of the accordance between the theoretical and pragmatic pursuance of the office of president of the Czech Republic.
Impeachment in Europe: constitutional models and practice

This thesis presents and analyses the process of impeachment relating to the Presidents of European Union Member States. The thesis presents and analyses individual constitutional models of impeachment across Member States based on the constitutional players involved in the impeachment process, who decides on the initiation of the whole process and how, under what conditions the impeachment process can be initiated, for what offences the President can be impeached, which authorities have the power to decide on the outcome of the complaint, what penalties the President faces and whether it is possible to reverse the decision of these authorities in some way. The thesis also analyses impeachment processes that have taken place against European Presidents thus far, namely, the impeachment of Lithuanian President Paksas, Romanian President Basescu and the only attempt at a constitutional complaint to date against Czech President Václav Klaus. Three main models of impeachment can be identified in the framework of European constitutions, depending on which authority has the power to remove the President from office. Political visions of Václav Klaus

The basic task of this thesis is to analyse the political visions of Václav Klaus. The start point is Klaus's entry into high politics in 1989 and the final is the period of his presidency, i. e. the present time. The first part briefly discusses Klaus's professional career before 1989. The following chapter discusses the input Vaclav Klaus in politics, his role in the division of Czechoslovakia and subsequently his position after the establishment of the independent Czech Republic (the position of Prime Minister of the Czech government and since 1997 head of the main opposition party). Next part of the thesis is concerned to the position of the President in relation to the government, the legislature and the judiciary. The President's powers are defined in terms of both constitutional theory and in relation to how the powers developed in conjunction with the practice. There are such examples of presidential vetoes. The thesis also discusses Klaus' attitudes towards selected key issues such as internal politics and presidential powers under it, the relationship with the European Union, relations with Russia, relation to environmental issues, the views of the civil society and NGOism). The aim is to answer the question of how developed during the time of Klaus' political visions, and analyse their consistency. The thesis does not discuss the evaluating or analysing the Klaus's views as such, but only examines the sources of these ideas, their development and their integrity.

Diplomová práce analyzuje česko-slovenské a slovensko-české vztahy od vzniku samostatné České republiky a Slovenské republiky v r. 1993 do vstupu obou republik do Evropské unie v květnu 2004. Cílem je nastínit základní tendence a vývoj ve vzájemných politických vztazích a ve vztazích národů. Práce vzájemné vztahy analyzuje na bilaterální a regionální úrovni (V4, SEI, CEFTA), nastiňuje také význam vztahů mezi ČR a SR pro stabilitu a prosperitu medzinárodního společenství.
