Contemporary Educational Legitimation Ecology: positions, knowledge, and critique
Wirthová, Jitka ; Balon, Jan (advisor) ; Veselý, Arnošt (referee) ; Fučík, Petr (referee)
This dissertation focuses on the current Czech space of legitimation practices in education as a variable sphere of justification and critique of educational goals rooted in global transformations of educational institutions, autonomies of the nation states and transnational comparative data. Since the debate on educational reform (2004), the Czech legitimation educational ecology has been diversified by different types of knowledge and actors (state, non- profit, private sector). In this work, I argue that legitimation as a critical action is today, in various ways and processes (knowledge regimes, patterns of actorship) derived from traditional jurisdictions (state and professional structures) and moves to more flexible structures, which I call topologies. In jurisdictions, mostly passive audiences remain. New legitimation topologies connect values and data and, in many ways, replace dysfunctional state structures, using specific disconnections, but also question the public nature of negotiating educational goals. Based on relational ontology and sociological topological studies and through a qualitative relational analysis of legitimation practices in three fields (published normative documents, public debates and semi-structured interviews with state and non-state actors) I show in the period...
Pupils' mobility at Prague grammar schools from the teachers' perspective
Rokosová, Anna ; Kohoutek, Jan (advisor) ; Veselý, Arnošt (referee)
In this thesis I deal with the issue of pupil mobility through a case study of selected grammar schools in Prague. Here I focus mainly on a deeper examination of teachers' attitudes to grammar school leaving, their insights and causes of departures or their consequences. I also try to focus on the preventive measures of the schools and the function of the teacher as an actor of prevention and intervention. Last but not least, I am interested in teachers' awareness of the issue of pupils' leaving the grammar schools. I will analyse the data that I obtain through qualitative questioning and look for answers to my research questions. In order to get a more detailed view of the issue, in my work I use the technique of semi-structured interviews with five teachers from Prague grammar schools. I analyse this data and interpret the results. The main benefit of my work is enabling a more detailed insight into the issue of pupil mobility. This can contribute to further research and the creation of new measures. Teachers' views on the issue are diverse. They differ either in terms of the causes or consequences of pupils' departures, the importance of preventive measures or in terms of the role of the family. I divided the statements that answer my research questions into categories according to similarity...

Teachers as actors of education policy: A conceptualization of actors in public policy and an application of selected approaches on the example of teachers
Mouralová, Magdalena ; Veselý, Arnošt (advisor) ; Malíková, Ludmila (referee) ; Winkler, Jiří (referee)
The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.
A Twilight of the Welfare State? Pre-Crisis, Crisis and Post-Crisis Development Trajectories of the Welfare State in Sweden
Hanuš, Karel ; Šubrt, Jiří (advisor) ; Keller, Jan (referee) ; Veselý, Arnošt (referee)
In the long term the issue of the welfare state is one of the most debated political topics and it concerns almost all members of society. In the last few decades the advanced welfare state has been more frequently perceived as an obstacle for competitiveness in the globalized economy and issues of its economic sustainability and societal impact are widely debated. Sweden is generally considered to be a country with the most advanced model of welfare state, but it is also a country which suffered from a deep economic crisis in the early 1990s. Development of the Swedish model of welfare state in the context of the crisis presents a critical case for assessment of welfare state vitality. In this thesis, welfare state is defined as a multidimensional phenomenon that includes both social expenditures and institutions of social policy and power structures and legitimacy. For analyzing of transformations of the Swedish welfare state in all four dimensions is applied a theoretical perspective based on the power resources theory, the institutional approach, the transnational perspective, the dependency and the world-systems theory which whose complementarity is theoretically substantiated. The thesis with this approach should contribute to better understanding of the development of the welfare state in...

Brych, Jan ; Veselý, Arnošt (advisor) ; Kotrusová, Miriam (referee)
This bachelor thesis deals with The Support of youth football at the amateur level in Prague. Youth football is run by sports non-profit organizations. The support of youth secures the availability of football for children and youth. The main aims of this thesis is to describe the support of youth football at the amateur level, to discover and understand the real problems that clubs face in running youth teams, and to compare the goals of organizations providing the support of youth football with the goals of clubs themselves. The first part is devoted to the theoretical framework. Theory of Street- level bureaucracy by Michael Lipsky predicts that mainly public service workers, the street-level bureaucrats, have a great influence on the performance of their profession, because they interact directly with citizens in the course of their jobs. Problem indicators and conflicts of goals are often in street-level bureaucrats work. The intention of this thesis is to find out if there are typical problematic indicators of activities of street-level bureaucrats in the Support of youth among public service workers of football clubs. The second intention associated with theory is to find out whether there is a conflict of goals between the clubs and youth football support organizations. To investigate...
Policy Failure and Policy Success: Case Study of Labor Offices Organizational Reform
Hiekischová, Michaela ; Veselý, Arnošt (advisor) ; Paulík, Karel (referee) ; Malíková, Ludmila (referee)
This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). The second stage included changes in the content of the public employment services provided by the labor offices (the newly introduced services were all non-insurance social benefits). The analysis of labor offices reform seeks to answer the following questions,...
