Should the Czech Republic Implement the English System of Higher Education Funding?
Zichová, Markéta ; Schneider, Ondřej (advisor) ; Valenčík, Radim (referee)
The object of this thesis is to evaluate whether it is desirable to implement the new English system of higher education funding in the Czech Republic. The English system based on income contingent loans is the youngest system of higher education funding. Chapters two and three put forward criteria sets to determine suitability of education system. The first set of criteria reflects the unique role of human capital, its levels and quality necessary for sustainable economic growth. Second set of criteria includes requirements for the system to be economically efficient. It is further shown that the current Czech system does not fulfil almost any of the criteria in their entirety, indicating a clear need for reform. Upon its confrontation with the two criteria sets on the other hand, the English system is tested as a candidate to be considered in the Czech reform. Also other countries' experience with income contingent loans is provided in order to find out the options to fulfil all the criteria for case an English system fails to do so. Although it is shown that the income contingent mechanism meets both criteria sets it is concluded that the English system includes a number of weaknesses, for example it suffers from low adaptability to labour market needs, suboptimal quality of education or...
Institutional restructuring Czech Agricultural Research
Šlajs, Jan ; Ševčík, Miroslav (advisor) ; Dyba, Karel (referee) ; Valenčík, Radim (referee)
This dissertation entitled The Economical Implications of Institutional Restructuring of Applied Czech Agricultural Research solves the issue of effectiveness of applied national agrarian research, which is financed from public funds. The purpose of this thesis is to describe the current basis of applied agricultural research funded by the governance, respectively those scientific institutions that are eligible for an annual institutional grant to long-term development. Describe their focus and structure of results. Another purpose is to look for possible reserves in the system and to propose the restructuring of national applied agricultural research in organizations established by the Ministry of Agriculture of the Czech Republic. I have focused on comparing the outputs of scientific institutions in the periods of science and research support programs since 2007. In the data evaluated by the research institutions, I have been using bases in the last five years. From the point of view of the effectiveness of applied agricultural research, I am using data from 1989, respectively 2003. I solved the chosen topic of the dissertation by progressive steps. First, I evaluated the individual research institutions in terms of their outputs within the announced programs of support for science and research. I was looking for the argument that there is a substitute in the form of a private research organization in the current system of public research institutions. Which I didn´t find. State established applied agricultural research is unique in its content. For a comprehensive view, I have analysed the structure and types of research results achieved in the announced support programs. Problematics was solved mainly by comparison analysis based on literature, data and their aggregated results. The economic and social policy impacts are processed on the performance of the agriculture - food industry complex in terms of gross added value, socio-demographic data about workers in the field and complex. The dissertation proposes a new organization structure of applied agricultural research established by the state. A system of the central agriculture research organization is designed on the base of the current geographical distribution on the territory of the capital city Prague and Brno. The solution provides a more complex use of the existing unused potential of agriculture public research organizations. At the same time the standard elements of modern management are applied. Research has shown that the current system of funding science and research, which prefer quantity rather than output quality, is a major failure. At the same time, the work has shown that there is a way-out from the current fragmented system of the organization of applied agricultural research while preserving its unique possibilities. The results of this work enable, in the case of political will, the realization of greater efficiency of applied agricultural research established by the state in the Czech Republic.
Critical Theory and Dialectics of Contemporary Economics
Maialeh, Robin ; Chytil, Zdeněk (advisor) ; Pavlík, Ján (referee) ; Valenčík, Radim (referee) ; Yagan, Danny (referee)
The subject of this dissertation thesis is a confrontation of contemporary economic thought with critical theory. Based on the holistic critique of the production process, the author deals with elementary principles of wealth creation and allocation, mirroring themselves in the issue of economic inequality. An applied transdisciplinary approach leads to dialectical understanding of market mechanism which accentuates an antagonistic character of its actors´ aims and reveals its non-empirical causalities. These abstract connections then become a viable explanatory complement to already advanced empirical apparatus of economic inequality. The goal of the thesis is to formulate an economic model that takes into consideration both empirical findings of contemporary studies on economic inequality and reflection of the critical theory. The value added lies in the fact that the economic model presents an interaction of economic agents and through probabilistic drive towards deepening economic inequalities exposes market mechanism as the diverging factor of social reproduction. Further, the model shows that Pareto-optimization, a frequently used analytically-normative tool of contemporary economics, principally does not suffice in grasping market-based inequalities. The contribution of the thesis is researching particular economic phenomena from the unique perspective which has not been yet fully accomplished in the context of modern economics.
Educational aspirations of primary and secondary school students in the Czech Republic within an international context - who is interested to study in the fields of naturals sciences, technology and engineering and who does really study these fields
Basl, Josef ; Matějů, Petr (advisor) ; Kalous, Jaroslav (referee) ; Valenčík, Radim (referee)
This thesis deals with an interest in educational and occupational career in natural sciences, technology or engineering. With reference to knowledge economy concept, I suppose that high-professionals in natural sciences, technology and engineering significantly contribute to development in science and innovations of a country. Therefore two groups with the highest potential to become high-professionals are of my focus - university students and 15-year old with university aspirations. I did not found any significant effect of family background on interest in future study and/or career connected with natural sciences. Effect of attended secondary school, in particular effect of information on science careers students get at school, was found very strong. However, at the tertiary level, natural sciences, technology and engineering students, compared to students in other fields, recruit from rather lower socioeconomic backgrounds. The findings presented within this thesis are in agreement with declared provisions and current activities done in the Czech Republic to support interest in natural sciences, technology and engineering. My suggestions stress two issues - career guidance and study programme lyceum.
The theory of redistribution and its application
Mihalčinová, Hana ; Dlouhý, Martin (advisor) ; Valenčík, Radim (referee) ; Peško, Štefan (referee)
The theory of redistribution systems is a practical extension of a game theory, which deals with a redistribution within a social system of more than two players with di?erent performances and ability to create coalitions. This thesis is divided into three chapters. The ?rst chapter describes the known knowledge of a game theory. The second chapter deals with the theory of redistribution systems. Using an elementary redistribution system and its generalization group behaviour when dividing a payment, achieved by a collective performance, is described. This part introduces the extension of the redistribution system to a compound redistribution system with a fractal structure. Furthermore the theory of discriminatory equilibrium and the theory of commonly acceptable equilibrium are veri?ed using the elementary redistribution system and utility theory. The third chapter deals with an application to the allocation of funds among faculty departments. A game theory approach was used to reduce the game to a non-cooperative game of two players by using the forming of coalitions. Also the theory of redistribution systems was applied when a reduction was used to create a non-cooperative two-player game. This reduced non-cooperative game between two players was converted to a cooperative play of more than two players by changing the rules of the game and allowing a formation of coalitions. In the practical part both of these approaches are compared with real data and a current state.
