Havelková, Markéta ; Novotný, Vilém (advisor) ; Potůček, Martin (referee)
Political parties in the Czech Republic have a dominant position in decision-making and nomination of public representatives. At the same time they must deal with complex problems, such as pension reform. I suppose therefore that they need an expert opinions for building their decision-making. Therefore, I would like to figure out my research how to deal with this, how they are able to generate the requisite expertise and how that expertise is used in the final decision. I wonder how institutional arrangements of political parties affects the process of creating professional views on public policy, namely to focus on the reform of the Czech pension system. Where and how exactly are formed the expert views on the functioning of the pension system in different political parties? I would like to reveal the basic criteria that determine who is considered an expert, and how this person is related to the organization of political party. I also focus on mainstreaming expertise during the subsequent political decisions. The basic methods of research will document analysis, interviews and observations.

It also affects job opportunities. Since its inception the retirement age in the Czech Republic has gone through many modifications. Based on the theory of actor-centered institutionalism, the diploma thesis addresses the determinants that influenced the development of retirement age institute, including its institutional framework and actors involved in its changes. Šťastná, Jaroslava ; Matoušek, Oldřich (advisor) ; Dohnalová, Marie (referee) ; Potůček, Martin (referee)
The dissertation focuses on the potential of social economy for the community development and strives to answer the question which methods are to be used to monitor and prove impacts of social enterprise. The dissertation discusses social entrepreneurship in a broad theoretical context and it is complemented by the empirical research of social impact in a selected local community. The theoretical part focuses on selected perspectives of communitarian ideas that emphasise communities as the particular entity anchoring its members emotionally, morally and support their practical civic attitudes and political habits. These characteristics clash with the current request for individual accountability and moral choice, typical for modern society. The chapter also analyses relations between global economic processes and local activities and consequently points at vulnerability of local communities. The submitted work indicates new ideas that respond critically to some features of economic globalisation and that provide local solutions to a variety of aspects of social life: economic, social, political and ecological. Social economy finds itself among these alternatives: the dissertation indicates and analyses role, potential and limits of social economy. The empirical research tested the impact of social...

Czech labour market for foreigners and the situation of Vietnamese employees
Nguyen, Anh Dung ; Potůček, Martin (advisor) ; Kuchař, Pavel (referee)
Most of the European countries are now facing the common challenge from aging population. This affects the labour market and consecutively the economic engine. As a matter of course the Czech Republic has to welcome workers from outside sources to supplement its labour shortage. I've found that the majority of the migrant workers going to the Czech Republic are low skill ones and they concentrate in the lower tier of the labour market. The efforts of the Government to attract high skill workers have not been much successful in bringing more qualified foreigners to the country. The Vietnamese is the third largest migrant community in the Czech Republic with 60.301 registered people. For those who came here in the 70s and 80s, they have been legally and pretty successfully residing in the society. But for the new workers who were sent to work in Czech factories since 2006, the global crisis turned their lives into hardship. They lost jobs but they couldn't or didn't want to go home. They must hold on in this land with a hope to change their lives.

The (un) success of the change in the organizational and legal form of Czech hospitals
Angelovská, Olga ; Potůček, Martin (advisor) ; Dlouhý, Martin (referee) ; Hnilicová, Helena (referee)
In the last thirty years, since the transformation period, several attempts have been made to change Czech hospitals' organizational, legal form. The thesis targets two such efforts after 2000. Only one was successful both in the agenda-setting and decision-making process and led to the enactment of a new organizational form. The main aim of the thesis is to identify contextual factors of success or failure of efforts to change the organizational and legal form of hospitals. The thesis is based on the Multiple Stream Framework to explain how different streams (policy, politics and problem stream) couple and open a policy window that allows a policy change. It works with the modified framework, which broadens the concept by including agenda-setting and decision-making and offers two coupling processes. Comparing two cases of the policy process led to the identification of the factors causing closing the window before the agenda was set.
