This master thesis deals with the mapping and analysis of Russian-Georgian relations in the period between 2004-2011. It focuses primarily on the development of relations after the onset of the new Georgian President Mikhail Saakashvili and after his transformation of Georgian Policy. The work is divided into chronological historical axis of events, from the history of Georgia and Georgian people, the author gets to the problems of August war in 2008. The main objective of this work is to find the causes of the war between Russia and Georgia, to map out its long-standing hostile relations and try to find its solutions. Starting point of this work is the assumption that Georgia and Russia have always been nations culturally very similar and therefore its friendly relations are essential for the regulation of conflicts on Georgia's borders. Russia as a powerful neighbor, has always had a superiority over Georgia. Therefore, in subsequent chapters is enhanced the need for intervention by international organizations such as NATO, OSCE, EU, etc. issues in Russian-Georgian conflict, in order to offset the forces of power on both sides. In the last chapters the thesis deals with the intervention of the international community, whether their pressure on Russia will be still intense and if in the future...

Migration governance. External migration policy of the European Union in flux
Gahurová, Jaroslava ; Barša, Pavel (advisor) ; Kratochvíl, Petr (referee) ; Koutek, Ondřej (referee)
This paper studies the dynamics of the EU external migration policy by applying the external governance theory on the Global approach to migration (GAM) while exploring the nature of migration relations between the Union and the third countries. The Global approach to migration is based on the integration of migration issues (based on four thematic dimensions) in the EU external relations and on strengthening cooperation and dialogue with partner countries. The aim of the thesis is to clarify by the theory of external governance the relations between the EU and partner countries with which the EU cooperates in the management of migration flows. More specifically, the thesis focuses on mutual relations, which are reflected in cooperation on migration issues and answers the question whether GAM raised a qualitative change in relations between the EU and partner countries. Further, the text aspires on the reflection of the international role of the EU in its external relations of migration. The thesis identifies 10 major platforms of cooperation between the EU and third countries: (1) The European Neighbourhood Policy, (2) The Euro-African Process on Migration and Development, (3) The EU-Africa Partnership on Migration, Mobility and Employment, (4) The Union for Mediterranean, (5) Dialogue on...
Democracy is agon: on Machiavelli's populist republicanism
Bíba, Jan ; Znoj, Milan (advisor) ; Barša, Pavel (referee) ; Velek, Josef (referee)
The present dissertation deals with the relationship between democracy and agonism. It attempts to defend the idea that certain problematic aspects of contemporary liberal democracies are not due to their origin primarily in the change of social conditions (the massification of democracy, the growth of complexity in modern societies), that made the original democratic promises unrealizable, but in certain oblivion of the agon. The agon is understood as a constitutive feature of democratic society and its oblivion is seen not to be accidental. To defend this proposition I focuse on an interpretation of the dialogue between populist republicanism (Machiavelli) and elitist republicanism (Guicciardini). This dialogue is usually understood as one of the sources of modern democratic tradition. I try to explain that in Machiavelli's political theory two notions of agonism are present - pragmatic agon that sees conflict as a basis of social cohesion and strategic agon that is described as a ferocious egalitarianism employed by the second class citizens in order to gain equality from the first class citizens. These two forms of agonism are explained to form the axis of Machiavelli's notion of the political and also of a free republic and democracy. Guicciardini's elitist republicanism is shown to stand in opposition...

Geopolitical orientation of foreign policy Turkey : possibilities and perspectives
Dimelis, Konstantinos ; Barša, Pavel (advisor) ; Slačálek, Ondřej (referee)
1 Abstract The aim of this thesis is to analyze the contemporary Turkish foreign policy and to determine whether it is becoming increasingly distant from the West. To answer this question, the thesis maps and analyzes the Turkish international relations with the three main geopolitical regions of the Turkish foreign policy direction: the European Union, central Asia and the Muslim world, especially the Middle East. The direction of the Turkish foreign policy is also illustrated by the empiric part of the thesis - a quantitative event data analysis of the second half of 2012. The analysis leads to the conclusions that negotiations for accession to the European Union gives the impression that Turkey is not being invited. In central Asia Turkey promotes itself in the economic and culture areas only. The contemporary Turkish foreign policy, when Turkey increasingly identifies itself with an Islamic identity, is becoming more independent and its main focus is on the Middle East region. Turkey's ambition is to represent the whole Muslim world. Despite this fact, it cannot be said that Turkey is completely breaking away from the West. On the contrary, Turkey is now closer to the West, facing the increasing influence of Iran.
The tragedy of persecution, the romance of success. Historical narratives and politics of identity in contemplorary jewish communities of Prague
Schreiberová, Zuzana ; Storchová, Lucie (advisor) ; Barša, Pavel (referee)
The submitted master's thesis deals with the topic of creating a group identity of Prague Jewish communities based on the fact how these Jewish communities perceive Czech Jewish history and their role in it. The key concept of this work is Hayden White's Narrative Theory and also authors dealing with memory, as Maurice Halbwachs, Pierre Nora or Jan Assmann. The main sources of this work are numerous articles following up historical topics, published in four magazines issued by Jewish communities (Roš Chodeš, Obecní noviny, Maskil, Židovské listy). The sources have been touched by analysis of half structured interviews with representatives of the communities. The aim of the work is to discover if the narrative form of Czech Jewish history is influenced by the fact, that the given community considers itself reform or orthodox, or if we should include any other factors. One of the factors may be politics of identities and internal conflicts. The thesis asks if the conflict that takes place within the Prague Jewish Community can be felt on the way of perception and narration of the Czech Jewish history. Keywords: Jews, jewish communities, jewish magazines, czech jewish history, memory, narativism, conflict Powered by TCPDF (www.tcpdf.org)
Impact of the international community on ethnic conflicts in the Western Balkans
Hrušík, Michal ; Barša, Pavel (advisor) ; Stojarová, Věra (referee) ; Polišenská, Milada (referee)
The dissertation is aimed at the analysis of various strategies and approaches of the international community in solving conflicts having originated due to the dissolution of former Yugoslavia since 1991. It is divided into two sections - the former being devoted to the historiographical description of events taking place in the particular countries with main focus on various peace plans and other initiatives proposed and suggested by the international community, while the latter emphasizes potential security threats that might be faced by the region. At the same time it is trying to offer lessons from the mistakes and failures made in the past, since these could become relevant for the international community when dealing with potential new conflicts. Current probability of the origin of new security threats in the form of ethnic conflicts was selected as the main criterion for the selection of countries analyzed in the dissertation - this is also why Croatia is excluded; although it was a significant player of ethnic conflict in 1991-95, due to considerable elimination of Serbian minority representation as a result of the Operation Storm this country does not further constitute a relevant melting pot, where ethnically motivated tensions could rise again. Hence, the analysis is targeted at two...
