Limits to Global Tax Cooperation: Unsuccessful Negotiations in the United Nations
Březovská, Romana ; Parízek, Michal (advisor) ; Karlas, Jan (referee)
In view of the adopted SDGs in 2015 and their focus on domestic resource mobilisation, this diploma thesis attempts to fulfil two main objectives. First, it aims to describe and analyse the current tax system often labelled not only by developing states as unfit for the 21st century's globalized economy. Second, it tries to provide deeper understanding of reasons that lead certain countries not to support the creation of a UN Tax Body, the only platform where all countries could participate in the negotiating of tax harmonization on an equal footing. Three hypotheses based on a neorealist, liberal and functional regime theory are put forward. Using data obtained from interviews conducted with delegates at the UN, it can be concluded that the organisational infrastructure is the power reflection. While the OECD BEPS mechanism is recognised by many as efficient and sufficient, this is possible due to the enabling power relations that exclude more than hundred developing countries from the negotiation of international tax rules. It can thus be concluded that the current OECD mechanism does not address existing policy loopholes that cause losses to developing countries. To match the SDGs' rhetoric with reality, policy-makers should create a more inclusive and universally agreed on standard-setting...
Who Governs? The Participation of Ministers in Council Meetings
Vlček, Václav ; Parízek, Michal (advisor) ; Plechanovová, Běla (referee)
The thesis deals with the participation of ministers in the Council of the European Union. The first goal is to explore the participation as such, i.e. how often the ministers attend the Council meetings and what differences there are among the member states and the Council configurations. Secondly, the thesis seeks to reveal factors at the institutional (European), national and governmental level which have an impact on the participation. From the theoretical point of view, the thesis is framed by the rational choice approach. In terms of methodology, a quantitative analysis based on extensive dataset for the period 2009 - 2015 and logistic regression have been employed. The thesis concludes that the ministers attend the Council meetings quite often - the average for the period was 64%. Regarding the individual factors, it is argued that the ministers representing the presidency country attend the sessions more often. Similarly, the participation is higher if there are many points on the agenda or if the minister represents a pro-European government. On the contrary, the probability of the participation is lower if the ministers face upcoming legislative elections at home. The analysis also shows that the public attitude towards the EU is irrelevant in this case. The results are, finally,...
IMF Quota Formula
Habalová, Veronika ; Parízek, Michal (advisor) ; Kučerová, Irah (referee)
The IMF has been facing criticism in recent years. Its legitimacy has been undermined as some members, despite their economic performance, are still underrepresented in IMF's decision making and its activities leave mixed evidence about their success. Being a crucial condition for institution's existence, legitimacy of the Fund's governance needs to be restored. This thesis tries to find such specification of formula, which would make allocation of votes more credible and fair. Based on the assumption that perception of the Fund's legitimacy would improve if developing countries were better represented and allocation of votes could not be subject to manipulation, a new procedure of vote allocation is designed. New formulas include population as one of the variables as a solution of the emerging powers' insufficient involvement. Using principal components analysis allows automatic assignment of weights, which results in more objective mechanism of votes allocation. As there is a significant discrepancy between voting weights and actual voting power measured by Banzhaf index, also formulas incorporating power indices are investigated. Based on quantitative and qualitative criteria, these four different mechanisms are assessed. Thesis concludes that any of these formulas would be an improvement in comparison...
