EU Policy towards Eastern Partnership Countries. A Gap between Goals and Achievements

This study seeks to examine and assess the effectiveness of the Eastern Partnership Policy (EaP) of the European Union. Beside introduction of positive novelties of the Eastern Partnership, this paper gives a premium attention to scrutinize the possible limitations and shortfalls of EaP. Hence, the study aims to analyze some internal and external factors that complicate the effective functioning of the EaP. The inconsistency of the EU policy structure, the role of Russia and its Eurasian Economic Union (EaEU) in EAP, the ambivalent policy of some Member States (Germany and Italy are examined) toward the EaP, unconsidered discrepancy of eastern partners are analyzed and considered as prime reasons of ineffectiveness. In addition, examined case studies of Ukraine and Azerbaijan reveal that the EU's commitment to their "shared values" are controversial. This paper presents that the EU should find a balance between its economic/energy interests and normative values vis-a-vis Eastern Partners in order to fill the gap between its goals and achievements.

Who Governs? The Participation of Ministers in Council Meetings

Tématem této diplomové práce je účast ministrů členských států Evropské unie na jednání Rady EU. Práce si zaprvé klade za cíl prozkoumat účast jako takovou, tj. jak často se ministři účastní a jaké jsou rozdíly mezi jednotlivými členskými státy a konfiguracemi Rady. Za druhé má tato práce ambici odhalit faktory na institucionální (evropské), národní a vládní úrovní, jež účast ministrů ovlivňují. Z teoretického hlediska se práce opírá o teorii racionální volby. Po metodologické stránce byla zvolena kvantitativní analýza založená na rozsáhlém datasetu sestaveném pro období 2009 - 2014 a logistické regresi. Práce dochází k závěrům, že ministři na jednání Rady jezdí poměrně často - průměr za dané období činil 64%. Z hlediska jednotlivých faktorů je konstatováno, že ministři reprezentující předsednický stát jezdí na setkání Rady častěji. Stejně tak je účast vyšší, pokud se na agendě konkrétního jednání nachází mnoho bodů či pokud daný ministr reprezentuje proevropsky orientovanou vládu. Naopak, pravděpodobnost účasti ministra klesá, pokud se v dané zemi blíží legislativní volby. Výsledkem analýzy také je, že postoj veřejnosti vůči Evropské unii nehraje v této otázce žádnou roli. The Influence of Ownership Structures on Socio-Ecological Conflicts in the Peruvian Mining Sector

I The analysis of ownership structures as aspect in the relationship of natural resources and intrastate conflicts is a relatively new field of study. This thesis contributes to this debate, by analyzing the case of Peru with its specific socio-environmental conflicts. Based on comprehensive literature, a logistic regression model will be applied in order to account for the specific effects of different patterns of ownership. With the distinction between local and national private actors, a new approach is offered. The results suggest that local ownership significantly decreases the likelihood of civil conflict, while foreign ownership increases it. However both statistical evidence and the conducted case study of the La Bambas mine suggest, that the relationship is more complex than originally expected.
