Options of Preventing and Tackling Social Exclusion in Housing in the Czech Republic

This thesis focuses on describing the setting of the Czech system of prevention and assistance to persons excluded from the standard housing or directly threatened by this exclusion, while attention is paid to social work, social services, social benefits and social housing, which is then given special emphasis. In addition to the general description of these four parts of the system, formal institutions in the form of laws, regulations and conceptions related to them are also described in this thesis. Another objective of this thesis is linked directly to the issue of social housing. The thesis describes the functioning of the social housing sector in the Czech Republic, drawing attention to a problem related to the lack of an institutional framework relating to social housing. The thesis also describes The Conception of Social Housing in the Czech Republic 2015-2025 (Koncepce sociálního bydlení ČR 2015-2025), which primarily defines a system of Czech social housing. Evaluation system of prevention and assistance to persons at risk of losing their homes in the Czech Republic

This thesis covers the main problems related to loss of housing in the context of the institutional setting in the Czech Republic. The aim of this thesis is explaining the institutional setup of the system of prevention and help people / households that are at risk of losing housing and evaluate the system in terms of the possibility of prevention of social exclusion.The introductory part describes the characteristics of the key concepts in housing policy in relation to social housing and various approaches to social housing in selected countries (Sweden, Germany, Great Britain). The thesis focuses on the institutional analysis of the existing legal framework and possible solutions to the current housing shortage (welfare, social work, social services). In the research part of this thesis a case study of Louny municipality has been chosen as a model sample of resolving the current shortage of housing. Results of the analysis had been confronted and evaluated by perspective of people solving housing problems and relevant social workers working with poor people. In the end of the thesis, a SWOT analysis is delivered identifying strengths, weaknesses, opportunities and threats of the system.
Socio-political analysis of the causes of indebtedness of citizens

The thesis "Analysis of the Causes of Over-Indebtedness" consists of a detailed analysis of issues leading up to over-indebtedness. It also aims to point out the most serious consequences of over-indebtedness. The thesis brings attention to the relation between causes and effects which, in many cases, take the form of the opposite and vice versa. The boundary between cause and effect can often be indistinct, and it is essential to distinguish between the two in order to find a solution for an over-indebted client. The theoretical part of the thesis deals with the issue of a loss of income which may lead to over-indebtedness, draws attention to the important role of education in the area of financial literacy, and notes on the most serious consequences of over-indebtedness, which it sees in the loss of housing, homelessness, and other negative effects. The research part concentrates on a social group which belongs to one of the most threatened with social exclusion, welfare applicants. The research attempts to analyse their debt situation in relation to their age, education, housing, unemployment period, willingness to change their situation, and willingness to repay their debt.
Social Housing in the Czech Republic - The Story of one Law

Diploma thesis "Social Housing in the Czech republic - a story of one law" deals with an issue of attempting to adopt a law of social housing in the Czech Republic. The thesis is based on historical institutionalism approach that identifies institutions as the essential factors on development of an enviroment where the formulations of design of the social housing policy come from. The analytical part follows a pattern of social constructivism and applies the features of discoursive analysis. The conclusions drawn from the analysis indicate that there are two dominant discoursive frames which influence the public policy debates on how to deal with the problem of non-existence of social housing in the Czech Republic. One discoursive frame points out the liberal perspective which is based broadly speaking on economical calculus and importance of individual deservedness. The second - social - frame promotes the principles of social cohesion and solidarity with the most vulnerable groups in society. These perspectives influence the shapes of suggested policy arrangements that are presented as a solution of an inaccesability of housing for specific groups in society and most likely determine possible controversions in the future.
Social housing in Prague

This thesis is focused on the social housing as a housing policy instrument in the territory of Prague, the capital of the Czech Republic. The thesis evaluates the concept from the two comparative advantages of the social housing policy - the first is increase in availability of housing for households that are disadvantaged on the housing market; the second is the possible prevention of development of social- excluded sites. Here in the thesis, those aspects of social housing are investigated on the base of the policy of the Municipality of the capital Prague and on the policy of the particular city-districts. More in detail the impacts of social housing policy are presented for the case of Prague 14 and especially in the case of housing estate Černý Most. There is a high ratio of the municipal housing. Social housing - segment integral housing policy and its conceptual solution in statutory city of Opava

The diploma thesis "Social Housing - an integral segment of the housing policy and its conceptual design in the Statutory City of Opava" deals with the problem of increasing numbers of individuals or groups who have problems with obtaining decent housing or with the maintenance of the current housing market in the Czech Republic. After 1989, the transformation of housing and significantly changed its ownership structure. Social rental housing segment, however, in our almost non-existent, the concept of social housing is enshrined in our legal framework and no common concept and function for the Czech Republic as a country. In Western Europe, while social housing tradition since the 19th century and is now the total number of rental housing for 18 % allocated as social housing. In the current situation and economic context, it is clear that a stable population will be unable to provide themselves and maintain their own housing. Housing is yet one of the basic social needs, which is not possible without the development of both individual and society. Housing is considered as a specific asset to which not only can be viewed through the lens of economic criteria. Social housing - comparison of Concept of Social Housing in the Czech Republic 2015-2025 and Austrian social model

The thesis is focused on social housing - public policy, that is applied in many countries of the EU. Czech Republic is currently trying its implementation. Due to rising household's costs of housing, rising expenses on demand-oriented housing policy in form of housing benefits and difficult to solve social exclusion, social housing appears to be one of the more accessible ways of solution. The goal of the thesis is at first to analyze and evaluate known forms of social housing and its application from the economic perspective, then to form reccomendations for the Conception of Social Housing for the Czech Republic in the period 2015-2025 using comparison to already-existing Austrian model. This text answers the main research question how does functioning model of social housing look like and what are the economic impacts of it on households.
Policy development and implementation: case study of social housing

The diploma thesis focuses on the process of creation and implementation of public policy which is examined on the social housing policy. The aim of this thesis is to explore how is a certain policy prepared and put into use, considering the social housing policy as an example. Therefore, the key research question inquires how the process of creation and implementation of public policy looks like. The first chapter of the thesis deals with theoretical background of the public policy process, stressing the role of public policy documents. The second chapter describes the area of Czech social politics and policy as a cover for social housing policy development. The third chapter examines the history of Czech housing policies. The final chapter focuses on the development of social housing policy and examines its connections with certain public policy documents.

This bachelor‘s thesis is based on a project created at the studio AG 32. The task is the project of social housing for a Romany ethnic group. The project seeks to respect the specifics of a Romany housing, especially the high number of family members. Location of the project is in Brno – Maloměřice, near the river Svitava, at the end of an area of family houses. The project is composed of 13 family houses, grouped into duplexes and one group of three houses. Housing is complemented by public spaces, such as small parks or playgrounds. The duplexes are chosen as a compromise between the requirement of high utilization of the land and the aim to respect the character of the surrounding buildings. All the houses have the same layout. According to the changes caused by different position, the houses are divided into the house “A“, house “B“ and house “C“. House “A“, which is in the south-eastern corner of the complex, is the subject of this bachelor’s thesis. The houses have two floors. The houses are oriented from the east to the west. The layout of the houses is a longitudinal three-tract. There is a corridor in the middle of the house and the bedrooms are on the east side and on the west side of the house. The house is meant for a family of 12 members (parents and a high number of children). There are several bedrooms, one living room, bathroom and toilet in each floor. Considering the social aspect of this housing, there is only one kitchen in the house, which is situated in the second floor.
