Electromobility, today and vision

The main target of this bachelor thesis is to create an overview of current and future status of electromobility in the Czech Republic, including an analysis of possible impacts of this developing field to other sectors, especially energy industry and ecology. This work is divided into several sections. The first part is research and it deals with general knowledge related to electromobility at first and then it analyzes the current situation in our country. The electric vehicle charging and electromobility support are discussed in detail. The second part of the thesis focuses on the influence of electromobility growth on the power system and on the electromobile emission footprint. These chapters are based on self calculations and the results are evaluated at the end. The conclusion summarizes the findings and there is a comment about upcoming development of electromobility in the future.
Safety Study of Electricity Blackouts in the municipality České Budějovice

Electrical energy is a very important part of our society. Every household needs electrical energy for its daily routine, every company needs it for its production, our entire society can not do without electrical energy, it is literally the spine, the alpha and omega of everything. Modern products, such as mobile phones, storage media, computer sets, but also light, all of this is possible thanks to electrical energy, which is an integral part of life and no one can imagine a life without it anymore. Electrical energy is very important for the operation of a country, it is integrated in critical infrastructure and an electrical power blackout will endanger everything across our society. It is for this reason that society should learn to use electricity sparingly, and it also should ready itself for the possibility of a blackout coming at any moment, hitting anyone. The topic of this thesis is electrical energy. The thesis explores the question whether the Police of the Czech Republic is capable of an appropriate response in the event of a blackout in the wider area (ORP) of České Budějovice and whether the readiness for such an event is high. The goal of the work is the creation of a safety study on possible risks in the wider area (ORP) of České Budějovice. The research question of the thesis has been articulated as "In what manner will the wider area (ORP) of České Budějovice be secured in the event of a electrical power blackout?" In its theoretical part, the thesis discusses crisis control in general, the terms Crisis Situation, Regional Crisis Plan, Crisis Command are explained, components of the integrated rescue services (IZS) and their main activities are listed, the definition of responsibilities of the hetman and the scope of his authority within the IZS, his conduct during threat periods, the explanation of terms such as infrastructure and critical infrastructure. The current legislature in all the mentioned fields is listed here. The next part deals with electrical energy, how it is created, what types of power plants produce electricity, electric power transmission and distribution networks, what companies produce and distribute electrical energy, the activity of the Ministry of Industry and Trade, regulatory authority and state energy inspection activities, the activity of energy producers in the event of an electrical power failure during a crisis threat period or when a crisis situation arises, the activity of electrical energy operators when a crises situation arises, the activity territorial administration authorities during crisis situation threat periods and when crises arise. The practical part of the thesis discusses police procedures in extraordinary events, the number of district departments in the wider area (ORP) of České Budějovice, approximate numbers of police officers in the district departments, the definition of basic procedures within Police Law. The research part of the thesis focuses on the wider area (ORP) of České Budějovice, which contains various companies, selected for this thesis, which are compared using multiple-criteria assessment, with regards to possible safety risks in the extraordinary event of an electrical power blackout. The next point of the research was the approaching of experts from the ranks of the Police of the Czech Republic, Regional Section České Budějovice, who were then asked about police readiness, police material supplies, possible reinforcements which could secure buildings in the wider area (ORP) of České Budějovice, in the event of an electrical power blackout. The conclusion of this thesis focuses on the research question, which was to the effect of "Safety Study for the Event of an Electrical Power Blackout on the Wider Area Municipality of České Budějovice".
Public awareness about the oil shortage in the South Bohemian region

The diploma thesis is focused on the assessment of the level of public awareness on the issue of oil shortage in the territory of the South Bohemian Region and the comparsion of the obtained data with the results obtained in the region of Pilsen. The results of this research are linked to the second objective of proposing measures to improve the information system on the given issue. For the needs of the thesis, quantitative research was chosen as a questionnaire survey. The questionnaire itself consists of 17 semi closed questions, with 3 filtering questions in the introduction, ranking respondents by sex, age and municipality, followed by 14 specific questions. The purpose of the research is to determine the level of public awareness of possible regulatory measures related to the declaration of the state of oil shortage, focusing on fuel shortages, powers of state administration and self-government authorities and a general overview of the oil security of the Czech Republic. The data obtained suggest that the average knowledge of the correct answers averages around 65 % on average, but succes rates vary from 30 to 94 %. Questions with a low average success of the right answers are potential topics for improving awareness, for example through short TV spots, training courses, or information brochures. The diploma thesis can be used for educational purposes as a starting material for follow-up research, or it can serve as an inspiration for finding a suitable way of communicating with the public in the field of crisis management.
Specifics of consumer protection in the field of energy industry

The name of the thesis: Specifics of consumer protection in the field of energy industry The thesis deals with the specific consumer protection in the field of energy industry - in the market with electricity, gas, and thermal energy. The goal of the thesis is a detailed analysis of the legal regulation of the most important consumers' rights and related obligations of the license holders and eventual problems of consumers occurring in the market with energy commodities, followed by an analysis of relevant jurisdiction. The first part is focused on the definition of primary participants entering the energetic market where the attention is focused on the customer - consumer and energy supplier. The second part defines relevant customers' rights, besides the right to connection to the power system it also closely analyses especially the so-called some measures to protect a customer, as regulated in Section 11a of the Energy Act, including the right of withdrawal, termination of contract, right of withdrawal when the price is increased or other contract conditions are changed. Impacts of the Ukrainian crisis on the Russian economy

This thesis aims to set a complex view on the economy of the Russian Federation and evaluate its current state in the context of the ongoing Ukrainian crisis which started in 2014. During this period significantly changed the situation on the oil market and at the same time there were introduced sanctions against Russia because of its involvement in the conflict. Therefore, Russia introduced its own sanctions in return. What is the cause of the current Russian economic crisis will try to uncover this thesis in three chapters. First chapter is dedicated to the Ukrainian crisis and to the role of Russia within the conflict. Second part analysis the Russian economy, its specifics and efficiency. Last chapter examines the impacts of the sanction regime, decrease of oil prices and the related lack of diversification and dependency on export of the recourses in the context of the monetary and fiscal policy and the impact on the selected sectors of the economy and international trade.
Transformations of the German energy policy after nuclear incident in Fukushima

On 11th March 2011 was Japan hit by tsunami, which caused among others the accident in nuclear energy station in Fukushima. This disaster has influenced the German energy policy a lot and this despite the fact that Japan is situated on the other side of the world. The real risks of nuclear power in Germany didn't change as well. This paper follows the changes of energy policy that were caused by the accident. Because of the long-term character of energy decisions, is it important to mention the period of red-green alliance, which was very essential. The paper concentrates on the years 2010 and 2011, when the most changes happened. The changes in nuclear sector and renewable sources sector are described more in detail. The aim of this paper is the qualitative description of these changes and the evaluation of their consequences and the overall impact on the German power industry. The nuclear disaster in Fukushima accelerated the development within the energy transition, which started in 2000. The changes were very fast and the biggest impact was caused in nuclear sector, which was the acceleration of nuclear phase out. Specificity of the protection of economic competition in the EU in the field of energy industry

This Master's Thesis deals with the EU competition law enforcement towards undertakings in the energy industry. The attention of the thesis is devoted only to the part of the energy industry, gas and electricity sectors, as the EU decided to liberalize these markets in the mid-1990s with the aim of gradually transform them into the single European energy market, which will be fully open to the competition. The aim of the thesis is to answer research question, what the specifics of the EU competition law enforcement towards undertakings in the energy industry are. The first chapter deals with the fundamental competition law rules, which are analysed in the thesis within the energy industry. These are prohibition of the agreements which have as their object or effect the restriction of competition (regulated in the Art. 101 TFEU) and prohibition of the abuse of dominant position (regulated in the Art. 102 TFEU). Besides these rules, which are enforced ex post, the chapter also deals with the control of merger of undertakings by the Commission as an ex ant competition law enforcement towards notified mergers. Shifts in the CDU/CSU's Nuclear Energy Policy: A Path to the "Fukushima Reversal"

The Fukushima disaster sparked another series in the continuous German debate over the future of nuclear power and led to a major shift in the country's energy industry. The 2011 decision to abandon nuclear power nevertheless followed only a few months after the announced power plants' operation-extension. The aim of this paper is to examine, whether the CDU/CSU's post-Fukushima gradation reflects any constant developments in the party's policies. The author is looking at how nuclear policy of the Christian parties has been developing since the early stages of technological research in the 1950's until the Fukushima accident in March 2011. The paper outlines the shifts in the party's policy in the general context of German energy industry. This thesis provides an overview of CDU/CSU's approach towards the use of nuclear power and contributes to the understanding of the long- term tendencies behind the "Fukushima reversal."
Legal aspects of network industries and natural monopolies

1 Summary Key words: Natural monopoly, network industry, energy industry, regulation, liberalization, unbundling, third party access The present thesis sets out to explore the legal aspects of network industries and natural monopolies. It researches these aspects using the example of the energy sector (i.e. the power and gas industries), which is a typical example of a network industry. In terms of its geographical scope, the thesis focuses on the EU energy law and its specific application in the Czech Republic. The fundamental point of departure for the present thesis is a believe that energy law is closely intertwined with economic policy, and is appropriately interpreted only in the context of the concrete measures, tools, and concepts meant to reflect a nation's energy policy. The main driver of energy policy, and hence also of energy law, is a reform of the energy industry aiming at its liberalization. The key tools for its successful implementation are economic regulation, third party access, unbundling, and public administration by independent regulatory bodies.
