Hazalová, Jana ; Vymětal, Petr (advisor) ; Müller, Karel (referee)
Lobbying spending is a current and often discussed topic in the United States. Despite plenty of publications about lobbying only few of them deal with lobbying spending. Those are the essential reasons for choosing this topic. This work focuses on complex analyses of lobbying spending and attempts to answer three questions: who are the top spenders, how much do they spend on lobbying and on which purpose between the period 2001 and 2011. The text is divided into three chapters. The first chapter deals with lobbying definition, its history in the USA and the current legislation. The second chapter analyses top industries and top lobbying spenders. The third chapter discusses the spending of pharmaceutical industry. Both last chapters have the same structure. At first, the particular subjects and overall spending are presented. The next part analyses development of spending and the aim of their use.

Lobbying in the EU
The concept, practice and culture of lobbying in the English speaking countries
Vymětal, Petr ; Reschová, Jana (advisor) ; Žák, Milan (referee) ; Malíková, Ľubomíra (referee) ; Rychetník, Luděk (referee)
The regulation of lobbying is a current topic both at the level of international organizations as well as in many European and overseas countries. This work deals with the comparison of the rules on lobbying in selected English-speaking countries. Descriptive, doctrinal and comparative methods are used to analyze the main trends in the lobbying regulation of the United States, Canada, the United Kingdom of Great Britain and Northern Ireland as well as Australia. The text is structured into four chapters. The first chapter deals with the definition of lobbying and its differences from corrupt dealings; it also covers the types of lobbying activities and the various kinds of lobbyists. The second chapter attempts to contextualize lobbying into the theories of the decision-making process. A comparison of the similarities and differences of the lobbying rules is made and analyzed in the third and fourth chapters. Both the third and the fourth chapter have a similar structure -- first, the general rules and approaches to regulation are introduced, and then a comparison of selected English-speaking countries is made. The third chapter deals with the most common rules for lobbyists; the fourth chapter focuses on the relatively neglected side of lobbying contacts, i.e. the rules for the targets of lobbying (public office holders). In the end, some measures and recommendations for the Czech Republic are also outlined.
Rent-seeking in the application to „Government bonds for citizens“
Bučková, Kristýna ; Schwarz, Jiří (advisor) ; Jaklín, Jiří (referee)
The emission of government bonds is a topical issue for Czech citizens. Czech government aims to borrow financial means directly from households to whom it provides a safer deposit for their financial assets at a higher interest rate than they can achieve from their time deposits at commercial banks. Such emission would be beneficial also for the government will not need to pay citizens as high interests as it would pay to commercial banks in case of borrowing the money from them by means of exclusive sale of government bonds to them. The project seems advantageous for the citizens as well as for the government, but not for the middlemen, for commercial banks. However the realization of the project "Government bonds for citizens" has been postponed and begins to be threatened by different conflicting interests of interest groups. Especially interests of commercial banks are responsible for postponing of this project. An exclusive position of commercial banks in government bonds trading brings a certain rent for them. Size of this expected rent is not only temptation for banks to maintain their rent-seeking position but also is a rational limitation for their rent-seeking avtivities.
