This thesis first introduces the theoretical background of host care, social and legal protection of children, and theories about the identity of the child. The initial chapters will deal with the principles of social and legal protection of children and characterize the available forms of family care. The third chapter is devoted to host care itself; defines it and its purpose in detail describes the so-called "hard-to-place" groups, for whom foster care is especially appropriate. Reference is made to the non-profit organizations that provide foster care and the process of service delivery is described. This research investigates the experiences and opinions of people who grew up in children's home. Analysis of discussions and conversations brought out some unexpected findings. We obtain views on the possible overuse of host care and also gain an understanding of the lives of children living in children's homes.
The system of care for vulnerable children and amendment to the Act on Social and Legal Protection of Children in the reflection of key stakeholders

The thesis "System of care for vulnerable children and amendment to the Act on Social and Legal Protection of Children in the reflection of key stakeholders" deals with attitudes of actors involved in the issue of care for vulnerable children towards existing state of system of care for vulnerable children, pros and cons of its partial aspects, as perceived by actors from their point of view. Attention is also focused on the process of change that is sphere of care for vulnerable children currently undergoing in connection with the adoption of the amendment to the Act on Social and Legal Protection of Children, which entered into force on January 1st 2013. Based on the knowledge gained through expert interviews, opinions of actors are illustrated both of the comprehensive conception of the amendment, as well as of relation to its individual measures. The aim of the thesis is to present a coherent interpretation of perspectives that actors of different expertise hold with regard to the existing concept of policy and to the way it is modified by the new legislation and thus to find out what are the areas of conflict and consensus between their views and on the basis of that reveal the extent to which the form of amendment to the Act on Social and Legal Protection of Children is based on shared...
Field social work in vulnerable families

This thesis treats the service "Field Social Work in vulnerable families" provided by Diakonie of the Evangelical Church of Czech Brethren - The Center of Christian Aid in Prague. This service is regarded as one of the most effective types of interventions to vulnerable families. The support of such families is based both on the concept of social functioning and related life situations, as well as on the approaches and concepts (paradigms of social work) of the specific field social workers. The process of evaluating the life situation of a family is rather a difficult one which until today has not been standardized throughout the Czech Republic. On the 1st January 2013 a new Decree No. 473/2012 Coll. came into force, introducing a form designed for evaluating the life situations of a child. Since then there has been an ongoing reform in the Department of Social and Legal Protection of Children. The service Field social work in vulnerable families would like to follow this reform. That is why it is necessary to map the present state of evaluating life situations of families with children in our Service and use the results in order to create an effective and efficient method for future work. Experience of accompanying organisations by the realisation of agreements about the foster care.

The Bachelor thesis focuses on social workers in accompanying organizations and their opinions on The Agreements on the performance of foster care and on the Quality standards based on Act no. 359/1999 Coll., on socio-legal child protection (SLP), as amended. The thesis has two main sections, a theoretical section and a practical one. The first section deals with family; its functions and existing forms of substitute family care in the Czech Republic. The next part of the theoretical section names and describes various forms of substitute family care and devotes a special chapter to the case of foster care. The following part focuses on the process of the foster care mediation. The theoretical part also includes The Agreements on the performance of foster care and deals with SLP Quality standards. The second practical section describes empirical research that analyses experience of charged persons and OSPOD (Authority for social and legal protection of children) with the performance of activities related to accompaniment of the foster families. The goal of the research is to unravel factors which contribute to the successful fulfilment of The Agreements on the performance of foster care and to analyse how the SLP Quality standards affect the performance of the foster care. The empirical research relied on three research questions: 1. What aspects of the foster families accompaniment contribute to the optimal/successful fulfilment of The Agreements on the performance of foster care in the case of charged persons and in the case of OSPOD? 2. What are the advantages and disadvantages of entering into The Agreements on the performance of foster care with charged persons and with OSPOD? 3. What is the opinion of charged persons on the SLP Quality standards and how do these standards, according to their opinion, affect the performance of The Agreement on the performance of foster care? The practical part applied the tools of qualitative research. The data gathering relied on semi-structured interviewing. The research sample included seven respondents: five social workers and two adult care providers from South of the Czech Republic. The results of the qualitative analysis show that the amendment of the act had a number of positive outcomes in the area of the SLP. Both social workers and adult care providers agree that the amendment of the act improved and broadened the access to the foster care and increased public awareness about the foster care. The introduction of the compulsory Agreement on the performance of foster care led to the establishment of new organizations that focus on the accompaniment of foster families. Furthermore, according to social workers, the fact that due to the introduction of The Agreement on the performance of foster care all foster parents now have the same legal rights and obligations is a considerable contribution. All key workers agreed on the crucial importance of the SLP Quality standards. However, they also suggested that there are numerous issues that still need be improved.
Social Protection and its Practical Use

This bachelor thesis is about the novelization of law num. 359/1999 Sb., about a children´s social-jurist protection and about the introduction of the term "a social curatorship for children and teenagers". The function of a curator for children and teenagers is clarified by the novelization. The theoretical part is divided into three chapters. The first chapter is about history of social-jurist protection of children in our area and about the term "social curatorship". As the next there is a description of children and teenagers social curator´s work, which is specified in the mentioned novelization. In the next part of this chapter the institutions, which cooperate with curator for children and teenagers are described. In the last part of the first chapter changes which have become after the novelization are described. The Second chapter is about problem children and about children in upbringing institutions. In the third chapter the whole proces of introduction of quality standarts is explained and there is also the description of each standart. The research in this bachelor thesis set one main target and two subtargets. The main target of the research was to chart how the changes in the law about social-jurist protection of children influence the work of curators for children and teenagers. The first subtarget was to find out the curators´ opinions about proces of an implementation of quality standards of social-jurist protection. The second subtarget was to chart how curators for children and teenagers see the changes in an assessment and solving of individual cases. In my research I set three questions: 1. Which changes connected with introduction of standards of social-jurist protection are positively rated? How much have the changes become evident in a practice? 2. What changes connected with the introduction of standards of social-jurist protection are negatively rated? How much have the changes become evident in a practice? 3. Are the changes beneficial in the assessing of individual cases? And if they are, in what they are the most beneficial? In an empiric part of bachelor thesis the method of quality survey was applied. I used a method of a questioning with a half-structure interview for information acquisition. There were 5 social curators for children and teenagers from the town Brno in the final research group. I used open coding technic in procesing the research. Qualitative investigation shows that - thanks to the introduction of quality standards to the area of social-jurist protection of children - the proceeding of every employees is united. Every addressed curators have agreed that the declared simplifacion of this agenda has not become true. They even feel that the agenda has become bigger. The addressed curators are very satisfied with an expansion of education. They think it was very necessary and it is very useful for them.
The Life Situation of Children Located in Klokánek

The Bachelor thesis is focused on life circumstances of children sent to Klokánek. This institution is a Fund of Endangered Children project which aims at providing children with transitional family care instead of institutional upbringing until they can return back to their parents or until permanent foster care is found for them. The theoretical part of the work is divided into 5 chapters. In the first chapter, the concepts of child and family are described. The second chapter deals with the concept of family, its role and function. The remediation of a family, its conditions and legislative framework are explained afterwards. Permanent foster care is described in the fourth chapter. The Fund of Endangered Children was chosen for the last chapter. The work makes use of qualitative type with questioning technique. A semi-structured interview carried out with social workers was used as a data collection technique. The principal objective of the research part of the work aimed at finding out the most common reasons for putting children into Klokánek and the possibilities of their return after the termination of their stay in that institution. In another chapter, the results of the research are presented and processed using descriptive statistics with charts. This part includes the particular statements of the social workers. The results show that the most frequent reason for admitting children to Klokánek is neglected care. It means ignoring basic life needs of children such as safety, love and acceptance. It also follows from the research that more than a half of the children keep staying at Klokánek. The following part of the work is a chapter called Discussion in which individual results are interpreted and compared with literature and a similar research.
The practical work progress of authority in the socio-legal protection of children in the context of the international standards Quality for Children in Ústecký region

This work is concerned with problems of the practice of the authority in the socio- legal protection of children in Ústecký region. The purpose of the work is the analysis of progress in work of the authority in the socio-legal protection of children in the context of the international standards Quality for Children. The theoretical part of the paper describes basic concepts relating to social- legal protection of children in the connection to the standards Quality for Children. The practical part analyzes practical progress in work of the social-legal authority of children in Ústecký region in the context of these standards. The analysis was performed with 20 interviews with officers from socio-legal authority in Ústecký region. The result of my investigation is to analyze the degree of the fulfillment of these standards.

I use casuistry of the current or former clients of foster care. The Options of the Non-Govermental Organizations in the Substitutional Family Care

This thesis "The Options of the Non-Governmental Organizations in the Substitutional Family Care" deals with the description of the roles, functions and options of the non-governmental organizations in the field of the substitutional family care. First objective is to create a list of these organizations. Next objective is a description of the subtitutional family care system as well as a description of the roles and options of the nonprofit sector in this field from the non- governmental organization's employees point of view. This description is based on the analysis of interviews with these employees as well as the employees of the governmental organizations from this field. This thesis also focuses on the collaboration in the substitutional family care system. The last part offers a summary of the outcomes and some recommendations for the improvement of children at risk assessment system.
Working with a vulnerable family in the Czech Republic

Miriam Kotrusová Ph.D. The year of presentation: 2012 Abstract This bachelor thesis deals with the work with socially vulnerable families in the Czech Republic. Experts agree that the system of care for vulnerable families in the Czech Republic is below the level of developed countries. The system is fragmented among several ministries, there is no uniform and enforceable standard of quality work with socially vulnerable families, there is no independent authority to oversee compliance with the Convention on the Rights of Child. Guarantor of help for socially vulnerable families is the state, but there is lack of social workers, who work intensively with the family. The result is the high number of children in institutional care. Experts prepare reform steps to streamline the system of care for socially vulnerable families in the Czech Republic - the numbers of children in institutional care should reduce by preventive programs and work with a family. The public sector should cooperate with nongovernmental organizations in working with socially vulnerable families, and together strive for redevelopment...
