The Position of Russian-Speakers Minorities in the Baltic States with the Accent on the Situation in Lithuania

This Diploma paper The Position of Russian- speakers minorities in The Baltic states with the accent on the situation in Lithuania concerns about the position and actual problems of Russian- speakers minority in Lithuania and I try to compare it with different situation of Russian-speakers minorities in neighbouring Latvia and Estonia. When The Baltic states proclaimed the independence at the beginning of 1990's, after The collapse of The Soviet Union, only Lithuania decided to grant its citizenship to all applicants. This political decision has helped a lot to decrease a possibility of interethnic conflict. Diploma paper consists of three parts. In the first part you can find introduction to The ethnic minorities question and the theory of ethnicity. The second part is about the history of The Russian-speakers minority in The Baltic states, especially in Lithuania from the medieval ages to the end of The Soviet Union. The third part of my Diploma paper is fully concerning about the situation and actual problems of Russian-speakers minority in Lithuania and I try to compare it with much more complicated situation in Latvia and Estonia thanks to different demographic structure of societies and state national minorities policies. Flood control: evaluation of effectiveness of public expenditure programs

Public expenditures are a very important part of public finance. These expenditures are one kind of state interventions. In long term we can observe an increasing trend of public expenditures. Very often, these expenditures are spended inefficiently and uneconomically. To be spend efficiently and economically, it should be obvious to evaluate their effectiveness. But the current situation of this problem in the Czech Republic is not ideal and usually effectiveness is not evaluated. Absence of this evaluation is a big problem of system of public finance. This thesis solves the problem of evaluating effectiveness of the public expenditure programs on the real program, called "Flood prevention". This program is implemented by the Ministry of Agriculture and itś main aim is to increase the protection against flood in the Czech Republic. The first phase of this program was realized in the years 2002-2007 (the second phase has been realized in the years 2007-2012). This thesis is devoted to the first phase and the main aim is to evaluate this program with an available method. One hypothesis was set: That the program "Flood prevention" was effective and all the targets were realized. In this work I tried to find, if this hypothesis is true or fals.

The education and employment of prisoners within and after the execution of their confinement

Introduction of this bachelor thesis deals with an importance of terms "human capital" and "restorative justice". Nowadays, the main aim is not to incarcerate a criminal, but to stimulate him to change his behavior, in order to become a better man. Hence, there is a possibility for a criminal to extend his education, to take up a retraining course or to start working during the execution of his punishment. The main goal of this theses is to find out whether these activities, education, retraining courses or employment within the execution of a punishment are rather a benefit for both convicted and society. Huge range of projects have been created to strive for re-integration of former criminals into society and to the employment market. I will try to answer the question if a criminal becomes better by virtue of activities listed above and I would like to prove it with statistics related to the hight of recidivism, i.e. repeated criminal activity in the Czech Republic.

Schooling for Pupils with Mental Disabilities in North Rhine-Westphalia, Germany

Diplomová práce je rozčleněna do šesti kapitol. V prvních čtyřech kapitolách jsem se pokusila o teoretický vhled do problematiky školství pro mentálně postižené v Severním Porýní-Vestfálsku. V páté kapitole jsem popsala konkrétní příklad fungování školství pro mentálně postižené v Severním Porýní-Vestfálsku, konkrétně v Dortmundu ve výše zmíněné škole. Šestou poslední kapitolu doplňuje závěr, ve kterém jsem zmínila nejdůležitější poznatky, které jsem díky této práci získala a které by mohly být zamyšlením pro naši speciální pedagogiku. První kapitola vytváří přehled základních pojmů, týkajících se školství v Německu a pojmosloví ze speciální pedagogiky. Pomáhá tak v lepší orientaci v dalším textu. Druhá kapitola přináší krátkou informaci o spolkové zemi Severní Porýní- Vestfálsko a stejně i o jejím systému školství. Nechybí pohled na možnosti vzdělávání pro žáky s postižením. Poslední její část se pak zabývá pohledem na definici a klasifikaci mentální retardace z německého pohledu. Třetí poněkud obsáhlejší kapitola pak seznamuje s legislativním rámcem školství pro žáky s mentálním postižením. Podává pohled na doporučení konference ministerstev školství, ze kterých se vychází při vytváření rámcových směrových linií pro těžiště podpory - mentální postižení. Diese Diplomarbeit hat das Ziel, das aktuelle Problém von der Schulintegration der Immigrantenskinder in Europa zu mappieren, vor allem in einem der Staaten EU, in Ósterreich. Die Methoden, die ich benutze, gehen vor allem von meinem Studienaufenthalt in oberósterreichischen Linz aus. Die Hauptmethoden sind Besichtigungen, Besprechungen und praktische Tátigkeit als Lehrerassistentin in einigen pádagogischen Einrichtungen in dieser Stadt Die Ausgabe von dieser Diplomarbeit soli eine Beschreibung von der guten Praxis in einem Land werden, das schon lángere Erfahrungen mit dem Leben in der multikulturellen Gesellschaft und mir der Schulintegration der Kinder mit anderen Muttersprache als die Sprache von Majoritat hat Diese vorlegende Beschreibung konnte eine Inspiration der Tschechischen Republik werden, dem Land, an das diese anspruchsvolle Aufgabe erst wartet.

Present state and the future of asylum policy

Svou práci soustřeďuji kolem problematiky osob v právním postavení uprchlíka žádajících mezinárodní ochranu formou azylu. Vycházím z mezinárodních principů , které si stanovila OSN, připojuji koncepci Evropské unie a konečně i praxi v jednotlivých státech. Analyzuji a srovnávám, způsob jakým mají vybrané státy azylovou problematiku ošetřenou, komu a na základě jakých kritérií tuto ochranou instituci udělují. Dále sleduji, jak se jejich přístupy vzájemně odchylují či přibližují a jestli směřují k naplňování vize jednotného společného evropského azylovému systému. V neposlední řadě zkoumám, jestli se na pojetí politiky udělování azylu odrazily mezinárodní teroristické útoky. Vývoj sleduji za léta 2001 a 2004 ve vybraných evropských zemích. Zahrnuji zde dvě skupiny zemí, země s koloniální tradicí a delší zkušeností s problematikou ( Velká Británie, Francie, Švédsko) a země Višegrádské čtyřky( Česká republika, Polsko, Maďarsko a Slovensko), které jsou vzájemně porovnatelné díky podobné historicko- politické platformě a kde se vlivem této zkušenosti azylová politika nově konstituuje. Komparativní analýzou právního rámce a sociálních dimenzí popisuji současný stav azylové politiky . Eritrea and Somaliland - comparison of independence struggle

The aim of this thesis is to compare efforts of Eritrea and Somaliland to obtain independence and to find out why Eritrea was in independence obtaining succesful and Somaliland not. Chapter 1 offers a basic theoretical background concerning a question of international law and formation of a state. Based on basic international law documents regarding this topic it describes crucial terms and principles. Further it discusses a question of secession justifiability and it concerns also application of theoretical principles in reality. Chapter 2 includes basic geographical information and ethnical characteristics of population of both regions. Chapter 3 briefly describes history of both states from their emergence up to the beginning of fifties of the last century. The aim of this chapter is to describe international and internal influences which formed uniqueness of both regions within parent states which later supported the efforts to obtain independence. Chapter 4 is devoted to a concrete description of both areas' efforts to obtain independence in the second half of 20th century. It focuses mainly on international negotiations regarding future of both countries, formation and development of independence movements and the concrete course of independence declaration. Chapter 5 evaluates the course and results of independence struggle in both countries.

Test-Tube babies: how the market restores the hope

The diploma thesis analyzes market in human reproductive cells - men's sperms and women's eggs for use in assisted reproduction. The topic of this diploma thesis arises from the increasing infertility and urgency of the assisted reproduction in the modern society. This paper is divided in two parts. The first part of this paper describes a historical development of assisted reproduction and than economic theory that is applicable to the human reproductive cells market namely the theory of the prohibition and the theory of the price regulation. Second part analyzes three different reproductive cells markets -- American, British and Czech market. Second part also discus arguments and criticism of the free human organ markets included human reproductive cells market. This paper brings integrated summary based on arguments evaluating free trade with human sperms and eggs.

This dissertation is focused on issues of tourist industry of states of Benelux. The first part defines theoretical background, basic terms, terminology, definitions and basic principles, which you need to introdukce yourself to this issue. In the second part you can find the descriptions of chosen destinations from general informations, which are used to identify an recognition of countries to concrete localities and events, which will appeal in practical part. Practical part is a proposal of own excursion tours. Excursion tours will be narrowly focused on interests of tourists to give them the biggest addend value. There is an analysis of supply of tours of czech tour operators too.
