The European Union Budget

The bachelor thesis deals with the EU budget. The thesis consists of five chapters. The first chapter deals with unusualness of the EU budget and describes its divergences from international organization budget and from national budget. The second chapter analyses legal background as to the EU budget, precisely as to the budgetary procedure. The thesis takes into consideration the Lisbon treaty changes. The third chapter deals with income of the EU budget and defines the terms "net balance with the EU" and "British discount". The fourth chapter describes EU expenditure. The fifth chapter focuses on the necessity of reforming the budget and contains suggestions of chosen member states.

Resumé (Summary) The Legal Regulation of Lottery and Another Similar Games I have chosen the topic of my diploma thesis - "The Legal Regulation of Lottery and Another Similar Games", because the issue of gaming industry is very often discussed, especially in the latest years because of the need for new legal regulation. I have wanted to make a research within the area of actual legal regulation and the new legal proposals as well. The first part of the thesis is focused on the history of gaming industry and its actual state in our country. The stakes and lottery have already been accompanying the mankind for several millennia. These activities are very popular despite their dangerous effects and possibility of addiction. The Czech Republic is occupying the first position in the world as to the number of gambling houses counted on the number of inhabitants. The gambling houses are easily accessible in our country and therefore there is high occurrence of the psychological dependence and mental disorders (gambling). House Arrest , Its Execution and Control

The diploma thesis analyses a new alternative sentence - house arrest, which was implemented to the Czech legislation by the new Criminal Code effective from January 1, 2010. Chapter One introduces the reader to the concept of punishment and the idea of restorative justice as the basis of alternative sentences. Chapter Two focuses on the history of house arrest including the beginnings of electronic monitoring. Chapters Three to Five are the most significant parts of the thesis because they provide the analysis of substantive and procedural regulation of house arrest punishment and its execution. The author highlights potential problems and tries to make recommendations de lege ferenda. Chapter Six describes the control process of house arrest enforcement provided by Probation and Mediation Service and the electronic monitoring systems available in the world. In the last chapter the author shows the experience of some European countries with the house arrest punishment and especially with the implementation of electronic monitoring which could be inspiration for the Czech Republic.

Role of civil associations in environmental protection ABSTARCT (Zusammenfassung) Das Ziel dieser Arbeit ist die Rolle eingetragenen Vereinen im Umweltschutz zu definieren. Eingetragene Vereine sind sog. Non-Profit-Organisationen, die das öffentliche Interesse am Schutz der Umwelt durchsetzen. Um diese Schlüsselfunktion zu erfüllen, müssen die Vereine als gleichberechtigter Partner der Staatsverwaltung betrachten werden. Ihre Hauptaufgaben umfassen vor allem praktische Naturschutz, Bildung und Aufklärung der Öffentlichkeit, Teilnahme an der Gesetzgebung des Umweltrechts als auch die Beteiligung an Entscheidungsverfahren in Umweltangelegenheiten. Alle oben genannten Aufgaben eingetragenen Vereinen im Umweltschutz gehören zum wichtigen Teil der Entwicklung offenen, und demokratischen Gesellschaft. Rousseau's legal and social philosophy

I have presented this work which, I admit, has not one integrated aim, but tries to handle it comprehensively with more questions. The reason why I have chosen theoretical or philosophical law work was that I have been interested for a long time in common questions rather than particular details and more, that I have got an opportunity to study the topic which affects philosophical questions, which has also been my long-time interest. The reason why I have chosen Rousseau, is mainly that, he was the principal author who mediated the most important ideological turning point between the so - called ancien regime and new citizen society. The reason why I was concerned with, mainly, the piece about the social contract was above all, that there are ideas meeting philosophy and law and, most of all, matches for analysis of the work designed for a law faculty. Appropriately, I have also added conclusions from other of his works. I'm trying to connect law and philosophy questions, in two places, which, in my opinion unfortunately, cannot be done. The goal of my bachelor's thesis was to explain process conveyance of real estate open to bribery whether recording to real estate register or not. I define the bond and materially legal effects of a contract related to the transfer of real estates and describe mechanism of record to cadastral deposit. In practical part of my thesist I compare safe keeping of money by notary, lawyer, bank and estate agency with each other.

Algoritmy pro detekci plagiátů u programů a textů

V práci se snažím zachytit celé prostředí spojené s legální a ilegální tvorbou textů a především pak s algoritmy, které umožňují odhalovat plagiáty. Veškerá potřebná data byla získána pomocí rešerše informačních zdrojů dostupných volně na internetu. Hlavní přínos práce vidím v komplexním pojetí problémové oblasti. Je popsán právní pohled na problematiku, příčiny vedoucí ke vzniku plagiátů. Uvedeny jsou i postupy správných citací a uvádění zdrojů. Největší část práce se pak zabývá konkrétními metodami plagování a možnostmi jejich odhalení pomocí známých algoritmů ? jednak u textů psaných běžným jazykem, jednak psaných speciálními jazyky programovacími. Zmiňuji se také o možnosti využití metadat při hledání plagiátů. Celá práce je rozdělena do několika kapitol. Každá se zabývá určitou oblastí ? terminologie, právo, citace, algoritmy odhalování plagiátů textů, programů, metadata a překlady.

My thesis focuses on the analysis of the investment climate in Vietnam. It includes seven chapters: legal environment of investment, institutional frame of investment, investment incentives and subsidies, procedures for the issue of investment certificate in Vietnam, foreign direct investment in Vietnam, efficiency of investment policy in Vietnam. My thesis is treated using descripvive and analytical method. The aim of my thesis is analyzing the investment climate in Vietnam completely. Its benefits lie on the evaluation of the efficiency of the vietnamese investment climate.

New IHL Framework for Cyber Warfare

NEW IHL FRAMEWORK FOR CYBER WARFARE - ABSTRACT Regarding the increasing number of revealed cyber-attacks aimed at public facilities including the governmental ones by who seems to be other state actors, this thesis aims to reveal the major importance of cyber warfare, point out the fatal vacuum regarding the IHL framework currently in force and suggests its completion by a new IHL convention, which would regulate cyberwarfare in International Armed Conflicts. In order to provide a well-structured and pertinent arguments to support its main points, the thesis uses methods of qualitative analysis of the current IHL sources including international treaties, customary law and work of the main institutions of international justice along with work of judicial scholars and cyber experts. The work contains five main chapters. The first chapter presents the underlining principles of Laws of Wars, including its theory, history and development; and focuses on one of its three main regimes - the International Humanitarian Law. The second part is dedicated to the topic of cyber warfare, defines its scope as computer network attacks, explains their classification system, analyses their effects and provides examples of such attacks. Criminal defences in Czech and Irish criminal law

Criminal defences in Czech and Irish criminal law This thesis deals with the analysis of individual elements of criminal defences under the Czech and Irish criminal legal statutes with respect to the conclusions, which are therefrom drawn in theory and practice. The aim of this thesis is to render an overview concerning the distinctions and similarities in understanding, importance and operating of the defences in different law systems, rather than to present an exhaustive commentary on all legal institutes which exclude illegality and as such come into mind. Regarding the fact that Czech and Irish systems of law are subsumed under different legal systems, particular institutes of criminal defences cannot be based on the same rules, principles and theoretical grounds. It shall be noted, that while Czech criminal law is mainly to be found in a single piece of legislation known as the Criminal Law Act, Irish criminal law on the other hand not only has a separate statutory legislation, but also mainly depends on common law.
