Temporary Foster Care

The topic of this bachelor thesis is temporary foster care. The piece is divided into the theoretical and practical part; the theoretical part deals with the definition of terms in temporary foster care, adaptation of the child in the family, the role of a social worker, contact between the child and the parent and the issue of attachment. The aim of the work is to explore how foster parents cope with handing over the child and to bring into focus the formal flaws viewed by the foster parents. The thesis will also investigate whether there is contact between the foster parents and the child after handing the child over. The thesis establishes two research questions connected with the previously stated aim: 1. Which procedures help the foster parent cope with the separation from the child? 2. Are there challenges in temporary foster care that significantly influence the occupation of the foster parent? The practical part uses qualitative research strategy, the method of questioning and the technique of semi-structured interview. Statements of four communication partners were used for the purpose of collection of the data. The results were formed by the method of clustering. There were specific procedures discovered from the collected data, that help the foster parents cope with the leaving of the child. There is also a description of formal flaws that cause difficulties in the foster parents' occupations. The results of the work may serve as a basis for further research, as a compilation for comparison with recent researches, or as a supporting material during the teaching of similar subjects since there was a thorough examination carried out in the lives of the foster families. The contribution of the work may be the close view into the work of long-term foster parents and the determination of formal flaws that make the everyday reality in foster care difficult.
Foster care for a temporary period - financial aspects as motivation

The thesis deals with the topic of temporary foster care and with the motivation for becoming a temporary foster parent. In the beginning the temporary foster care is introduced as a substitute form of the parental care in Czech republic. The theoretical chapters inform about the matter of this institute, about its financial support and the situation in the Pilsen Region. The next part briefly explains the term of the motivation and focuses on the motivation of foster parents for a temporary period. The theoretical findings are supplemented by the results of the qualitative research which was realized in the form of semi structured conversations with four foster parents and two workers of the substitutional care from the Pilsen Region. The research focused on the foster parent´s motivation and the role of financial motivation in making decision to become a foster parent.
Transformation and Deinstitutionalization in Substitutional Child Care System in the Czech Republic

Substitutional child care is an indispensable part of system of social and legal protection of children. Until 1989, institutional care was preferred, while after the fall of communist government it had been gradually replaced by substitutional family care, because of the inappropriateness of institutional care to fully compensate for family environment. Deinstitutionalization means transforming the system of placing children to alternative care and it is understood as transition from institutional care to types of substitutional family care, eventually to more individual type of care with more family character. An amendment to the Social and Legal Children Protection Act, which aimed at transforming the system of substitutional care towards more individual work with endangered children, came into force in 2013. The amendment restored the institute of temporary foster care and modified the institute of long-term foster care. System of the foster care for a temporary period in the Czech republic

This diploma thesis deals with the foster care for a temporary period. It examines how the legislation of this problamatics has changed since the reform in 2013 and how it is delivered into practice. The qualitative approach has been chosen for this research, using the primary and secondary data likewise. The primary data has been collected via semistructured interviews with three groups of respondents: the employees of OSPOD (the child's social and legal protection institutions in the foster care system), workers of nonprofit organization dealing with the foster care for a temporary period and parents for a temporary period. The respondents have been enquired with the questions based on the reviewed literature and articles. The whole system of the foster care for a temporary period, including its incorporation in legislation, is described in the text. The mentioned 2013 reform, important for the legislation too, is described as well. The theory of street-level bureaucracy and the theory of child development creates the academic basis for this thesis. People´s motivation applying for temporary foster care in South Bohemian Region.

The bachelor thesis is focused on Motivation of individuals applying for foster care for a temporary period in the South Bohemian Region. Foster care is a form of alternative family care, but it differs from others by the fact that the child's own parents still have the responsibility for him/her and the child is not legally free. This is also the case of foster care for a temporary period, which lasts maximally one year, before the family situation is resolved or a substitute long-term family for the child is found. Everyone can not provide this care, so applicants have to go through a preparatory course and are examined by social workers, doctors and psychologists. One of their main goals is to find the motivation that leads the applicant. The theoretical part is divided into three chapters, where I first explain the concept of foster care and other forms of educational care, its history, legislation, and the emergence of foster care for a temporary period. The second chapter contains the criteria and the required description of the applicant, the work of a social worker who supervises everything and accompanies the applicant in the whole process of preparation and during the profession. The chapter also describes the entire course and duties required from the applicant. Finally, the concept of motivation and the type of motivation leading to foster care for a temporary period is explained because it is closely related to the selection of a good foster parent and is one of the most important criteria that are examined while choosing the applicant. The last chapter includes, among other things, financial evaluation of foster parents, as this motivation is also a priority for some people. The main aim of the bachelor thesis is to find out the motivation of individual applying for foster care for a temporary period in the South Bohemian Region and its types. Three research questions have been selected: 1. What motivates applicants for foster care for a temporary period? 2. What is the description of the most frequent applicant for foster care for a transitional period? Do fosters fullfil all the criteria for foster care for a temporary period? 3. What is the role of a social worker in foster care for a transitional period? In the empirical part, there the qualitative survey is used by the semi-structured interview technique. The research team consists of social workers working with foster parents for a transitional period and the foster parents themselves who agree on the description of the most frequent applicant for foster care for a temporary period. Concerning motivation, foster parents are convinced that a financially motivated person can not become a foster person. Social workers have a similar opinion, but they meet even with such applicants, however they believe that financial motivation is not enough. Individuals performing these professions are primarily motivated by self-realization, altruism and the effort to use their experience and skills with the upbringing of children. The role of a social worker is irreplaceable in the process, they cooperate, control and accompany the applicant throughout the process. According to the results, it was proposed to inform the general public about the functioning of foster care for a temporary period, to unify the criteria for foster care and to encourage a reassessment of the funds for the foster parents.

Intention of this bachelor thesis is to raise awareness of short term foster care in the Czech Republic, particularly by looking in to the structure of its system. As the title states, aim of the thesis is to study and record the entire course of short term foster care process, that starts when a child comes into a foster family and ends when the child is taken by adoptive or biological family. The research survey is mainly focused on the process when a child is coming to a foster family: on building relationships between a child and a family, mutual visits of two concerned families (their duration and form), creating emotional ties and child's psychological adaptation to ongoing changes and new conditions. In the survey, semi-structured interviews with foster parents are used. Gathered information were transformed into case studies, each of these cases was analyzed and evaluated separately.
Impact of legislative changes for implementation of forster care for temporary period

This thesis studies the latest form of substitute family care in the Czech Republic - foster care for a temporary period (FCTP). The introductory chapters focus on the entire socio-legal protection of children in the Czech Republic.After this general background information follows an introduction of the FCPT institute, legislated in Act No 359/1999, and its distinctness from foster care and other forms of substitute family care often interchanged with FCPT. The description is not limited to the current state but contains selected key changes brought by the amendments to this act in 2006 and 2013. Further sources are the Civil Code from 2012 and the limited professional literature concerning this topic. Hence, the thesis also uses material available on the internet and the findings are extended by the personal experience of the author and other FCPT parents (with the realization of FCPT). Besides analyzing the current legislation for FCPT, the thesis also studies the development of FCPT and the problematics of preparing applicants for substitute family care. One chapter is devoted to two specific cases of children eligible for FCPT - child of a minor and child of a foreigner. Utilization of Foster Care for Interim Period at Sanitation of Family

The thesis has a theoretical section and a practical section. The theoretical part defines the key concepts: family, dysfunctional family, family rehabilitation, social and legal child protection, social and legal child protection tools, substitute family care, and temporary foster care. The practical part analyses statistical data from the Regional Authority of the South Bohemian Region, Substitute Family Care Department, over the six years that temporary foster care has been provided by the Authority. It focuses on clients who returned to their biological families. The objective of the research is to identify and describe efficient tools for successful rehabilitation of children who have been placed in foster care in the South Bohemian Region.
