Capital Expenditure of Regional Governments

The aim of this diploma thesis is to evaluate the capital expenditures of regions in terms of their volume, structure and dynamics. Data analysis of 13 regions of the Czech Republic for the period 2002 to 2016 was carried out to determine the determinants of expenditure behaviour of local self-governing units. The explained variable was the amount of capital expenditures of regions per inhabitant. Through a panel regression, 5 key factors influencing regional capital expenditures were identified. The capital expenditures of the regions in the previous year, the amount of tax revenues of the previous year, non-tax revenues and received transfers of the current year, and finally the level of indebtedness of the region, were confirmed as significant. The other tested factors did not appear to be statistically significant.

The Bachelor thesis deals with a survey of satisfaction of people living in wooden stuctures in Královehradský region. The objecive is to properly evaluate the motives for acquisition, user's experiences, advantages and disadvantages of these wooden structures and to make connections why it is so in this region. The author also dedicated one part of this thesis for description of the users themselves or their buildings. The results of this study can be further used in marketing, as a recommendations for companies or as an indicators for public.

State supervision of local government

This thesis is dealing with the theme of States supervision of local governments and aims describing of the system and theory of the process of the supervision and control of local government units as one of the main features of modern democratic society. Big impact of mainly legislative activities of municipalities and regions on lives of the citizens is actually the main reason why state has to supervise it. The first part of the text I devoted to a theoretical introduction. I am trying to describe basic concepts necessary for whole work. After that I mentioned legislation which lays the foundation of whole problematic and determines what is supervised, by who it is supervised and how. In next part I specified the subject of the states supervision and by that partly subject of this thesis, which mainly is legislative activity of local governments. In following part I was writing about different phases of the supervising relation between supervisor and supervised body. For better illustration, I used a few examples and practical information about communication between them and what results it brings. The powers of municipalities and regions

1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. With regard to the comparison of the Czech legislation and issues of European legislation, so we can get a rich variety of assumptions and considerations, which could be formulated in the context of the considerations de lege fedenda at the level of regions and municipalities. Regional Parties in the Political System of the Czech Republic

Czech party system can be described as relatively young compared to other, especially western European party systems. However in these days we can identify a number of regional parties inside it. This work answers the question how we can accurately identify which political entities belong to the group of regional parties in the context of the Czech Republic and which not. Likewise, it brings analysis of the position of these kinds of formations in the Czech political system. The theoretical part deals with the definition of "regional party". It brings several different theoretical approaches, which deal with the definition of that term, and then examines the application of the definition of regional parties to the case of the Czech Republic. In the analytical part, which is a case study, there is defined circuit of Czech regional parties. After that it is presented comprehensive analysis of these subjects on base of official documents of these parties, such as their articles of association, political program etc., as well as statistical data kept in the databases of central government authorities of the Czech Republic and interviews with members of selected regional formations. The topic of this master's thesis is the legislation of local self-governing units from the moment of its creation to its possible repeal by the constitutional Court. The thesis is divided into eight chapters which are divided into subchapters and further. The first chapter describes basic concepts which are mentioned in this thesis and are related to the topic. This is e.g. explanation of the concept of an abstract act and examples of what abstract acts exist in our country, the definition and division of public administration, explanation of what self-govern is and how it is divided, what are generally binding ordinances and regulations and what is the difference between the two. More basic concepts which are important for the comprehension of this master's thesis are explained. The following two chapters talk about the process of creation of generally binding ordinances of Municipalities and Regions and their regulations too.
