The subject of this diploma thesis is a project of a new town hall for the district of Brno - sever. Current town hall is situated in the inconvenient building on the Bratislavská street and few decentralised offices are located in separate places. The project should solve current problems as well as to follow current trends in contemporary town hall design. Town halls of these days must cover many functions, not only the accommodation of local government, but also to be the actual centre of the town - the centre of culture, economy and services. The new town hall building is located on corner plot of land in the compound of old Brno Černá Pole barracks. The building provides leasable commercial units as well as office space for the municipal government.

From the square dedicated to the town hall can get a unique view of the park Lužánecká Arboretum, Mendel University, and even a large part of the city of Brno. Around the southwestern edge of the square goes through the tram route, that there has also placed a stop. The tram strip is inserted into the green belt, which forms a filter of class gene. Peaks. Southeastern edge of the square adjacent to the street Provazníkova and is located on the trolley stop. Otherwise, the square bordered by commercial and office buildings. Town Hall is located in the northeastern part of the square so that overshadow the view from the street Krkoškova axis. When I draft Hall based on the assumption that it should be as simple and most transparent, so that by himself rewrote what is happening inside and out. That's why I chose it as its top square shape. In it, I put a little more illuminating atrium in the shape of a square. This solution, I then wrapped into a simple facade with a clear grid. That I then increased as needed to pick up the importance of the interior.

The main architectural motif of the contrast vertical and horizontal. Vertical - a tower that will house the town hall, the dominant element in the area, and therefore represents well the importance of the city hall within the district. This importance is enhanced by the location of the tower on the corner. Calm horizontal volume cultural center follows the street line and thus defines a new public spaces, including a new town hall square. The unifying element of the two buildings is a double facade of white aluminum fins.

The building site is situated on the interesection of Třída Genrála Píky and Provazníkova streets in Brno. In the neighboring building there are commercial and administrative spaces. The main crossroad was redesigned to minimize the residual traffic areas. Based on urbanistic study we designed the corner high-rise dominant. We create a point of view at the skyline of Brno. By pushing back the volume we have a small square. Central comunication core allows transparent facade.

The purpouse of this thesis was finding the way to design new city hall of district Brno - Sever. It builds on a urban study from previous semesters. I have found the pattern for my concept in ancient public proto-democratic structures - agoras, phorums. In the area of barracks in Brno Černá Pole lies a great potential. Currently is the area closed for public, but it has got a convenient location to become the center of the city part. Urban design is based on historical context and current structure of the barracks. The area wasn´t urbanized before the barracks founding and in the new designed structure we can see the reference to this use. Particular areas, which are determined in the regulation plan design are designed more detailed. The heart of area with the main amenities as sport center, community center, school and town hall is situated in the south east. This location is convenient because of the crossing of the pedestrians routes and axis of view. It is easy to reach this point from different directions. Town Hall determined the square. City Hall building is based on the basic requirements - the representativeness, simple orientation in the buildings and economics. Linear form of the building is divides into two part by staircase hall, which is the center of the house. Part facing the crossing is multifunctional and includes a café, management of city part and a lecture hall. This section can work independently as well as during unofficial days. The second part of building contains offices and staff facilities. On the ground floor is the building surrounded by a colonnade and richly glazed, allowing visual communication exterior and interior. The main entrances to the building are from the square and strett Mathonova. The interior are based on transparency, so the visitors can experience the management of city part.

The project design a city town hall for Brno north on the site of today's military barracks. Classical symmetry of the composition of the original building dominates the space above the terrain configuration. The buildings are oriented towards the slope and determine the nature of space. In this constellation any classical building would disturb this order. The volume of the building must be very subtle to preserve the harmony of the original composition. The main volume of the building is located below the surface of the square, however, the building is open towards most exposed corner. Sloping slab fall line is aiming to the city center and Špilberk Castle. The inclination is only 8 degrees to allow safe movement and to preserve the original space. The building preserves the street lines of surrounding blocks, but sloped slab exceeds the corner across the street line to draw attention. Parts of the building, requiring daylight had to be placed above the ground, but to preserve the original space the new volume must be subtle.

The objective was to design a new city hall for the biggest district of Brno: Brno-sever. The site determined for the new city hall is a brownfield of old barracks in Brno - Černá Pole. An important part of the task was to decide what to do with the whole area, and to find the ideal position for the nex city hall within this site. In my design, the hall is situated at the crossroad oh the Provazníkova, Jugoslávká and Mathonova street. The goal was not to overwhelm the environment, but to integrate this new building between the old and the new structure. The new city hall is remarkable by its size, mass and dark basalt facade. It is not much higher than the surrounding buildings and has only four floors. Groundfloor is dedicated to public acitivities (library, post office, community center) while the city hall itself occupies the three remaining floors.
