Prague Stochastic 2006. Proceedings of the joint session of 7th Prague Symposium on Asymptotic Statistics and 15th Prague Conference on Information Theory, Statistical Decision Functions and Random Processes

Prague Stochastics 2006,held in Prague from August 21 to 25, 2006, is an international scientific meeting that continues the tradition of organising Prague conferences on stochastics, established here five decades ago. Traditionally, the scope of the proceedings, as well as the conference itself, is quite extensive; the topics range from classical to very up-to date ones. It covers both methodological and applied statistics, theoretical and applied probability and, of course, topics from information theory. The printed part contains the plenary and invited papers, and the list of all contributions published in the volume. The CD disc, attached as an official part of the book with the same ISBN code, contains all accepted papers.

European Arrest Warrant – Comparison of the Extradition and the European Arrest Warrant

The Framework decision on the European Arrest Warrant and the surrender procedures between Member States (2002/584/SVV) adopted by the Council of the European Union on 13th June 2002 established the institute of the European Arrest Warrant between Member States which completely replaced existing extradition procedures between the Member States of the European Union. The implementation of the European Arrest Warrant was caused both by increasing cross-border criminality and terrorist attacks on September 11th 2001 in the USA. The aim of its implementation was to increase the efficiency of the existing extradition procedures between EU Member States. The Bachelor thesis titled: "European Arrest Warrant -- Comparison of the Extradition and the European Arrest Warrant" pursues a comparison of the European Arrest Warrant and classic extraditon procedures on the ground of comparing principles of both institutes. It emphasizes an important principle during the implementation of the European Arrest Warrant which is the principle of mutual recognition of judicial decisions. Furthermore, this thesis analyses benefits and shortcomings of the European Arrest Warrant. The shortcomings appear primarily in the practical implementation of the European Arrest Warrant, but its benefit is considerably bigger, so rightfully it is a breakthrough legal norm.

The assumptions about behaviour of observed quality variables demanded by classical Shewhart diagrams are not often satisfied as practice shows. These assumptions concern Gaussian density function whose parameters, i.e. mean value and dispersion must be constant in time. As this demand need not be satisfied in practice therefore processes with changing mean value or dispersion have begun to analyse. This fact is changing the statistical control and capability of such manufacture processes.

Connectionist modelling of the development of some cognitive processes associated with acquisition of language skills in Czech language

The thesis discusses questions about the nature of the human mind, the process of language acquisition and the cognitive development in general and presents results of connectionist modelling of one of the seminal developmentally-psycholinguistic phenomena - segmentation of continuous speech flow on the basis of phonotactic and prosodic cues. In the general part of the thesis there is at first briefly introduced the philosophical topic of mind-body problem and then there is described intellectual, historical and cognitively-anthropological background of the computational-representational paradigm which is in the contemporary cognitive science the most prevailing view of the human mind treating the mental life as a kind of computation in the sense of manipulation and transformation of syntactic structures.

Pro určitou redukci světa. které se Halas ve svém přístupu nutně dopouští, mě zajímalo konfrontovat jeho vidění s některými filozofický'mi koncepcemi, především s fenomenologii, která specificky a metodologicky definovanou redukci staví za základ jedinečného poměru k věcnému světu. Nástrojem mého přístupu k básníkovu ranému dílu se mi stalo filozofické dílo Emmanuela Lévinase, kde se fenomenologie přibližuje existenciálnímu pojetí, a dílo Maurice Merleau-Pontyho, kde je řešena problematika vnímání v souvislosti s vizuálním a taktilním prožíváním světa. František Halas ve svém díle zcela zjevně usiloval o nalezení místa, ze kterého by mohl vidět fenomenální svět v celku, aniž by v něm zpočátku muset být přítomen: žít svou smrt, říkal. Jako nástroj objevil poezii, poznávací proces jasnozřivější vědy, I která mu měla umožnit vidět svět jedinečným způsobem. Byl to projev určité reduktivní estetiky vnímání světa. Zpočátku usiloval omezit svůj svět, vlastně světu odumřít, aby jej mohl nezaujatě a především v celku pozorovat a svým dílem o něm referovat.

Study of the relations between the structure and function of C - terminal vanilloid receptor TRPV1

Transient receptor potential channel vanilloid receptor subunit 1 (TRPV1) is a thermosensitive cation channel activated by noxious heat as well as a wide range of chemical stimuli. Although ATP by itself does not directly activate TRPV1, it was shown that intracellular ATP increases its activity by directly interacting with the Walker A motif residing on the C-terminus of TRPV1. In order to identify the amino acid residues that are essential for the binding of ATP to the TRPV1 channel, we performed the following point mutations of the Walker A motif: P732A, D733A, G734A, K735A, D736A, and D737A. Employing bulk fluorescence measurements, namely a TNP-ATP competition assay and FITC labeling and quenching experiments, we identified the key role of the K735 residue in the binding of the nucleotide. Experimental data was interpreted according to our molecular modelling simulations. Calmodulin (CaM) is known to play an important role in the regulation of TRP channels activity. Although it has been reported that CaM binds to the Cterminus of TRPV1 (TRPV1-CT), no classic CaM-binding motif was found in this region. The Image of the Artist in Czech Feature Films after 1948

After the Czechoslovak coup d'état of 1948, the cultural politics of the Communist Party became the only power that should organize, regulate and evaluate cultural affairs. This brouht radical changes of the status of artists. That artists who belonged to the rank of intellectuals had to follow needs of the new kind of society. They accepted orders from above and their activity was strictly controlled. Proletarian amateurs and folk art were officially encouraged. The examples of the progressive art were found in the USSR and also among personalities from the history of the national culture. Cinematography, to which was placed a requirement of topicality, also presented the new image of the artist. The most noticeable results were reached in biografical films about our classics and films exposing folklore and cultural life of the working class. The integration of an intellectual artist into the new society became a pivotal theme in movies Písnička za groš and Nezlob, Kristino. As episodic characters, we can find also completely negative types of artists - enemies of that new society. This spectrum corresponds to a general typology of people that was used in art, journalism and public speech in general: mature, confused and totally inadaptable (designed to be displaced). Risks in public private partnerships

Partnerships of private and public sectors in form of so-called PPP can be assumed for modern and efficient instrument for public services provision under certain conditions. Its optimal functioning is connected with many assumptions -- for example rigorous implementation of value of money concept and complying with international best practice together with national specifics reflection. Key aspect of PPP is risk allocation which is also the main generator of abovementioned value for money. The paper pursues to PPP definition, its basic types, principles, advantages and potential threats. The emphasis is put on identification, reflection and management of risks in PPP framework, which can be connected with lower level of transparency and many hampers for reliable value for money achievement demonstration (in comparison with classic public procurement). Paper tries to illustrate main features of the most common methods used for risk adjustment in PPP. There are used and described methods coming from Victoria Partnership, MFSR and Treasury UK methodologies. The most important parameters of financial model used for investment decision-making and following project management and their specificities in the Czech Republic are mentioned. Separate chapter of diploma paper is devoted to PPP recording in government finance statistics and government and debt impacts especially in ESA 95 and GFSM 2001 methodologies. Also issues connected with PPP recording in government and financial crisis are mentioned. The final part of paper illustrates main features of the actual largest considered project D3/R3.

Reducing Automata and Syntactic Errors

This thesis deals with reducing automata, their normalization, and their application for a (robust) reduction analysis and localization of syntactic errors for deterministic context-free languages (DCFL). A reducing automaton is similar to a restarting automaton with two subtle differences: an explicit marking of reduced symbols (which makes it possible to determine a position of an error accurately), and moving a lookahead window inside a control unit (which brings reducing automata closer to devices of classical automata and formal language theory). In case of reducing automata, it is easier to adopt and reuse notions and approaches developed within classical theory, e.g., prefix correctness or automata minimization. For any nonempty deterministic context-free language specified by a monotone reducing automaton, both prefix correct and minimal, we propose a method of robust analysis by reduction which ensures localization of formally defined types of (real) errors, correct subwords, and subwords causing reduction conflicts (i.e., subwords with ambiguous syntactic structure that can be reduced in different words in different ways). Assessment of the Efficiency of the AGROMORAVIA, a.s. Using Time Series Analysis

This master‘s thesis deals with the performance evaluation AGROMORAVIA, a.s. using of classic, modern and statistical methods and subsequent formulation of own designs and their benefits to improve company performance. Based on the analysis results are compared with a competitor. In addition, selected economic indicators are subjected to statistical analysis and the result is a prediction of future development, from which derives valuable information that serves the proposals for improving the current situation of the company in the coming years. Analyses are performed for the period 2006 to 2012.
