The position and activities of an authorized inspector under the Building Act

Presented thesis deals with approved inspector as a major entity of simplified procedure. It is focused on the origin of his function, internal organization and impact of his functioning. Author brings comprehensive view of current problems, primarily from point of view of judicature, specialized literature and comparison with foreign legislation. Author considers a possibility of amendment of the act besides an analysis of current legislation. Grammatical or teleological interpretation of the provisions governing the simplified procedure doesn't bring a satisfactory answer to the question of whether the legislation intended for governing bodies applies on the activity of authorized inspector. Whether through negligence or intent the legislature concerning authorized inspector is conceptual hybrid. In an attempt to clarify its functioning and to define it either a subject of public or private law, concept of simplified procedure deforms to disadvantage of different group of subjects and loses partly its original meaning. The only way out of this confusing situation is amendment of Building Act in favor of unambiquous concept of simplified procedure. The Liberal Democrats in coalition government in Great Britain: analysis of their actual functioning

The bachelor thesis deals with the influence and functioning of the Liberal Democrats in the current coalition government in Great Britain, constituted on the basis of the results of the parliamentary elections in 2010. The theoretical part discusses the characteristics, function and evolution of the party system as part of the British political system. By comparing electoral programs of both parties the Liberal Democrats and the Conservatives the thesis analyzes which program priorities each party prevailed in the coalition agreement, and vice versa which subsided. To build a comprehensive analysis of the effects of the Liberal Democrats in the government thesis also uses result of geeral polls. In conclusion, the work finds out that the Liberal Democrat party has made some successes in promoting their interests, but also that in most of its priorities and principles gave way to a stronger conservative partners.

How to refort the electoral system for the czech chamber of deputies? Analysis of current electoral system and reform options

The aim of this study is to analyse a proposal of bill of electoral reform for electoral system to the Chamber of Deputies of the Parliament of the Czech Republic, and especially by the Czech government prefered so-called Greek variant, and to show its weaknesses. The main problem of this proposals is, according to the author of this study, the bonus for the winner of electoral competition. By using the analysis of current electoral system the author tries to prove that the more important in the Czech political reality is the proportionality of electoral results than the bonus for winning political party. In the end, author presents his project to reform the current electoral system. These changes are likely to have minimal effect on the electoral behaviour of voters and political parties. This proposal modifies the number of electoral districts from current fourteen to nine (by means of combination of current small electoral districts), it also modifies the process of preferential voting (four preferential votes for each voter and variable threshold for being elected by means of preferential voting between four and five per cent, depending on electoral district magnitude) and aborts additive legal threshold for electoral coalitions. Economic Policy of Japan during the American Occupation 1945-1952

This thesis analyzes the economic policy applied in Japan during the American occupation in the period from 1945 to 1952. I concentrate on main economic issues, measures promoted by the Japanese government under the American guidance, and factors that affected the process of policy-making. My aim is also to evaluate benefits of these measures for the Japanese economy. Economic policy was a very important tool for democratization and demilitarization of Japan, later on, its target was primarily to promote growth of the Japanese economy. My thesis is divided in two main sections. In the first section I discuss measures that focused on democratization of Japan and postwar reconstruction of the Japanese economy. In the second section I focuse on economic programs that aimed to stabilize the Japanese economy and to promote its growth.

Cutting Administrative Burdens: Adopting the Standard Cost Model for Introducing of Data Boxes in Czech Republic

In connection with present administration simplification trend, data boxes were established in Czech Republic. Data boxes improved Czech e-government. The aim of this thesis is to analyse launching of data boxes using the Standard Cost Model. This model was formed in Netherlands. Specifically are examined Law on electronic acts and autorized document conversion and its impact on companies. One-off cost and recurring costs are investigated. Furthermore, savings which occurred are analysed. In the final of this thesis there are summarized results and also realty of savings is considered.

Marketing and eGovernment

e-Government concept is an idea of electronic government. It is not only about providing services through the Internet or other electronic media, but also about improving of the state apparatus effectivity and about simplifying of the communication between public and private sectors, as well as among public authorities themselves. This thesis should serve as a basis for understanding to the issues related to e-Government. It provides answers to questions like these: What is e-Government? What does it offer to its users? etc.. It explains the development and the current situation of e-Government in the Czech Republic and in the European Union. An important contribution of the thesis should be the inclusion of a marketing viewpoint. It focuses exclusively on the Czech Republic and on the marketing communications, which are used by the public sector to promote e-Government activities and to provide information.

Hindi and the language policy of the Republic of India

This work deals with Hindi as the officiallanguage of India. It starts from its status as an officiallanguage as early as the colonial period. AIso deals with various ideas for promoting Hindi as a national and later an officiallanguage oflndia. It analyses it in the Constitution and the State Languages Act, concisely the most important government agencies for the promotion and dissemination of Hindi. It also focuses on its application in everyday life, especially in education. Further outlines the issues that are related to its use as official language in non-hindi States and why their possible causes persist. The work is based on the laws governing the status and application of Hindi as well as various books and magazines resources and here and there on online resources.

Analysis of the Special Educational Needs (SEN) degree programme of the Department of Special Education at Charles University in Prague

This qualitative small-scale case study is on "An Analysis of the Special Education Needs (SEN) Degree Programme of the Department of Special Education at Charles University in Prague". It was conducted between February and July 2010 to gain deep understanding into how teachers of learners with special needs are educated in the Czech Republic and to find out how the programme is promoting inclusive education in the country. The literature review on teacher education and special education needs underscored the importance of the topic in the new millennium as many governments and ministries through their faculties of education in universities are coming up with strategies to ensure the achievement of "education for all" by 2015. I administered semi-structured interview to 3 lecturers including a retired professor of the Department and an official from the Ministry of Education, Youth and Sports; questionnaire to 15 final year students selected through purposive sampling and reviewed official legal documents to gather data for the study. I analysed the data thematically using triangulation method to enhance the credibility and trustworthiness of the study. It would be almost impossible to summarize everything about violence in one sentence. Here are some important points. Aggression is one of the prime topics in medical spheres, not only in the Czech Republic but also in the whole world. In earlier days, there weren't given any proper definitions of violence, hence it's very difficult to compare, whether there was more violence in the past or nowadays. In some cultures (for example: Muslims) mild violence is tolerated, mainly, if is committed on women. It is necessary that more government institutes deal with this problem. Certain correction of legislation in medicine is needed to protect its workers in their jobs. It is an obligation of an employer to guarantee a safety of his employees. For a job well done and a satisfaction of employees and for the happiness of patients it is extremely important, that all employees are qualified and in appropriate numbers. Potenciál institucionálního prostředí v České republice pro realizaci PPP projektů

Public-private partnership (PPP) projects form a relatively new dimension of funding and implementation of public services. In just a few decades since their inception in the United Kingdom, PPP projects have spread to other highly developed economies and developing countries have tried to implement this concept as well. The concept of Public-private partnership (PPP) and its benefits and potential risks are explained through literature research. From the study of the risks involved I derived demands on the institutional environment that would minimize them. Follows an assessment of the condition of the institutional environment of the Czech Republic and its comparison with other countries. The current situation in the country is so inhospitable to this type of delivery of public services that the promotion of its implementation would, with a high probability, be associated with waste of public resources and delays in the implementation. The institutional environment of the Czech Republic appears to be problematic in terms of corruption, transparency, law, the state of public finances, existence of institutions and government support. At the same time by their very nature, many of these unfavorable parameters of the institutional environment cannot be changed with any one-off action, therefore it wouldn't be useful to try to determine the potential horizon of the Czech Republic's readiness to implement the concept of Public-private partnership.
