Assessment of housing opportunities in Prague and Brno

This thesis deals with possibilities of living in two biggest cities in the Czech republic, which are Prague and Brno. In the first part is stated definition of investment, structure of local self-government, regional policy and regional development. This serves as the background for better understanding of linkage between different regions, definition of territorial units, and means how regions are developed. In the next part of this thesis are mentioned basic indicators for the whole Czech republic, including trend in prices of properties, which is important for assessment of living possibilities. This is the background for evaluation of chosen locations against Czech Republic. In the next chapter is analysis focused on chosen locations, based on data of whole Czech Republic as well as data focused only on these two locations and its surroundings. The conclusion is that Prague has special position in Czech Republic. There are broad working opportunities, high incomes, but also high living expense. Brno is not as high as Prague in evaluated indicators, but in comparison of whole Czech Republic is still on the top. It is necessary to take into account higher living expenses in both Prague and Brno but on the other hand compared to other regions, offered possibilities and services are on high level.
Czechoslovak Red Citadels between Two Wars

(in English): The thesis focuses on the regional organisation of the Communist Party of Czechoslovakia (KSČ) in the Liberec region. In the political system of interwar Czechoslovakia, KSČ was specific in that its members hailed from all local ethnic groups. It was therefore, above all, the local Germans who formed the major part of the Liberec organisation. In the 1920s in some districts within the region, KSČ received up to one third of all votes cast, while throughout the 1930s, its support diminished rapidly in favour of the Sudetendeutsche Partei (SdP). The thesis seeks to clarify the causes of this sudden drop. It identifies as one of the major factors the mutually contradictory identities which were being formed within the local branch of the movement, i.e. the communist, the German and the Czechoslovak identity. These three came into alignment, to a certain degree, only shortly before the Munich Agreement with the emergence of a communist Czechoslovak narrative established on a supraethnic basis. The study also takes note of the developments in the KSČ headquarters in Prague as these had significant impact on the peripheral Liberec organization and further places the problem within the context of the First Czechoslovak Republic and its society. Realization of social services community plan in administrative district of municipality with extended competences Dačice

The goal of my Bachelor Thesis consists in summarizing the implementation of community planning of social services of ORP Dačice. The first part of the text is devoted to the history of community planning, to the methods applied in community planning and to basic concepts closely related to the topic in question, specifically to the concepts of community and community planning. The next chapter presents the individual steps of planning of the development of social services in more detail. I mention particularly the rules, principles, goals and starting points. I speak about the historical development, not only of the community planning in the Dačice area, but also the history of planning in the South Bohemian Region and individual development stages. The second part of my thesis assesses the implementation and fulfillment of the set goals of the community plan in SO ORP Dačice and its interconnection with the medium-term plan of social services in the South Bohemian Region. I used the document analysis as the adequate method for processing of the second part. I discuss in detail the participation of the individual local governments in the actual planning process and their approach to funding of social services from municipal budgets. The chapter includes also observations from practice and from structured interviews with representatives of individual municipalities on their awareness of community planning and knowledge of the needs, as well as of the use of specific social services in their municipalities, respectively. Finally, my thesis shows a summary of the social services currently provided in SO ORP Dačice and the proportion of the local governments in funding of the individual services.
Municipal budgets in Czech Republic – econometric panel data analysis

This paper analyses a panel data of 198 Czech municipalities for the period 2003-2015. The aim is to define determinants of municipalities' tax revenue budgeting errors using static panel data models with fixed and random effect. Czech municipalities have a tendency to underestimate both total and tax revenues. On average, budgeted tax revenues are about 7 % lower than collected revenues during the period under examination. Such action could entail less transparency in budgeting process. Results indicate that structure of tax revenues also plays a role in explaining forecast errors. Further, the analysis shows the impact of electoral cycle and macroeconomic variables on budget deviations.
Financial management of the municipality Červený Újezd

The bachelor's thesis deals with financial management of the municipality Červený Újezd. The aim of this thesis is to find out if the municipality of Červený Újezd managed from 2006 to 2015 with surplus, deficit or balanced budgets. Municipal budgets were analyzed to achieve the aim. It was found that the municipality managed with a surplus of 21 301 076 Kč during ten years. It was stated that the municipality managed efficiently.
State supervision of local government

This thesis is dealing with the theme of States supervision of local governments and aims describing of the system and theory of the process of the supervision and control of local government units as one of the main features of modern democratic society. Big impact of mainly legislative activities of municipalities and regions on lives of the citizens is actually the main reason why state has to supervise it. The first part of the text I devoted to a theoretical introduction. I am trying to describe basic concepts necessary for whole work. After that I mentioned legislation which lays the foundation of whole problematic and determines what is supervised, by who it is supervised and how. In next part I specified the subject of the states supervision and by that partly subject of this thesis, which mainly is legislative activity of local governments. In following part I was writing about different phases of the supervising relation between supervisor and supervised body. For better illustration, I used a few examples and practical information about communication between them and what results it brings. Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. Title: Sport as a Public Service: Equity and Efficiency of Local Sport Facilities In the Czech Republic, clubs traditionally played a key role in providing sport facilities. In recent years, the role of local authorities in sport has strengthened. Hence, there have been changes in the management of sport facilities in the context of new trends in public administration and sport participation. The thesis analyzes and evaluates current modes of provision of public sport facilities as the consequence of these changes. The examined issue is narrowed down to the two theoretical concepts - sport equity and efficiency of sport facilities. These are perceived as a part of the performance of sport facilities (see Liu et al., 2009 or Kung and Taylor, 2010). The first part of the thesis aims to test the effect of different forms of management of sports facilities on the sport equity score in the framework of institutional analysis (Houlihan, 2005). On the basis of the original instrument for measuring of sport equity, the survey is carried out. Analysing the success of UKIP in 2014 local and European elections

The bachelor's thesis "Analysing the success of UKIP in 2014 local and European elections" deals with the election results of UK Independence Party (UKIP) in 2014. Namely compares UKIP's results in concurrent local elections and elections to the European Parliament. The aim of the thesis is to confirm a hypothesis that UKIP's results in local elections cannot be considered as a secondary product of UKIP's victory in European elections. Consequently, it characterizes the factors which could confirm this hypothesis. At first, it deals with advancing development of UKIP in British politics. The thesis then concerns the second-order election theory and puts emphasis on British specifics in the area of local and European elections. The paper also monitors UKIP's local and European campaign and analyses the election results. On the grounds of hypothesis the paper examines UKIP's efforts to become a successful component of local government in the UK. UKIP's imitation of the so-called Ashdown strategy is researched for that reason. The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions.
