Subsidiarity in EU law English Summary / Abstract The upcoming 30th anniversary of the Maastricht treaty is an opportunity to celebrate but also to critically evaluate the overall success of this significant political step towards deeper European integration. The Maastricht treaty incorporated the Principle of Subsidiarity as a general principle of law into the EU legal system. The Principle of Subsidiarity was intended as a safeguard against a creeping centralization and federalization of the alliance and a means of regulating the exercise of the Union's non-exclusive powers. Thirty years of experience is a good time to evaluate the success and fulfillment of that mission. This is all the more pertinent in 2021 as the EU finds itself on the threshold of a new public debate about the future of Europe. The Principle of Subsidiarity underwent several textual changes on the way to being anchored in the Treaties. Despite these changes the case law of the ECJ has remained for unclear reasons underdeveloped in comparison with other issues and areas of judicial review. The original emphasis placed on a judicial review of the fulfillment of substantial conditions and ex-post control of the principle has lately shifted to the ex-ante procedural one. Unfortunately, even this change did not bring the expected results....
Competence profile of headteachers and their in-service training

The thesis deals with the issues of headteachers' vocational competences and their needs for in-service training. The issue is assessed with regard to school degree and a phase of headmaster's career. The thesis is based on the need to clearly define what knowledge, abilities and attitudes should headteachers have to be able to manage the school successfully. This is also one of the conditions for creating a meaningful career system in schooling and a basis for a systematic further vocational development of headteachers. The thesis suggests a generic top performance profile of headteachers of all school degrees and a structure of their in-service training which corresponds to necessary competence. As a result, this should lead to an improvement of vocational training of headteachers and subsequently to higher quality of schools they manage.
Comptency profile of football coach of women team

Title: Competency profile of football coach of women team Objectives: The aim of this work is to create a competency profile of women's football coach from the perspective of the women's football players. Methods: To achieve the aims of this work were used study of literature dealing with the issue of coaching, competencies and specifics of the female organism. The obtained data were supplemented and modified on the basis of informal interviews with women's football players. A 5-point Liker scale was chosen to assess the importance of individual competencies. Respondents were women's football players. They were asked about the importance of competencies by social networks. Results: The result of this work is a competency profile of a women's football coach which contains the most important competencies divided into several groups. Headmaster's competency at secondary technical schools with technical focus

The diploma thesis deals with the current topic of headmaster's competence at secondary vocational schools, technically oriented. The thesis is based on the general theory of competencies and competency models. It aims to identify the headmaster's competencies at the technical vocational school in Prague and based on these findings create the competence model. On the basis of the literature search, a research was carried out, its purpose was to find out what competences the those people possess, i.e. to identify these competencies and to compile a competence model. The questionnaire survey technique was used as the first, data collection technique. Within the questionnaire survey, all headmasters and deputy headmasters were approached at 15 secondary technical schools in Prague. The third group of respondents was consisted of the founder of these schools. Through the questionnaire survey, we determined the importance of individual competencies. The second used technique was a semi-structured interview with selected representatives of respondent groups (headmasters and deputy headmasters). The interview was used to verify observable formulations that are part of the competency model. These discussions are linked with evaluation of quality of teachers, their way of teaching, and also with their approach to pupils and parents. The importance of teaching can be seen in two levels: firstly, the focus is on giving the knowledge, and secondly the focus is on personal development of the pupil, his/her competencies, and personal skills and respect. In this work I will describe various styles of teaching, personal prerequisites and further competencies, as necessary qualities a teacher should have. I will present five basic teaching styles with focus on their positives and risks. In analytical part, I will look up competitions rewarding good teachers and will describe criteria based on which selected teachers are rewarded. By the form of questionnaire, the practical part will try to identify what type of teacher of 1st level Primary school is preferred by the parents / legal representatives, and what type of personal and professional qualities they appreciate the most. Competency framework for head teachers - harmony in opinion of primary school head teachers and their founders

The diploma thesis with the competency framework for head teachers, aims to examine and describe which partial competencies and spheres of competencies are important for primary school head teachers, and whether the founders of the schools are familiar with their opinions. The study is divided into a theoretical and a practical part. The first chapter of the thesis deals with competencies, illuminates development of the term's usage in the Czech environment, and delineates the two primary levels of the concept - competency as an authority and competency as a set of knowledge, skills, experience etc. The second chapter explores competencies of the founders and their relationship with primary school head teachers. In this case, founders are represented by public authorities such as communities, community unions, or city districts. This chapter clarifies the concept of competency as a formal power/authority to make a decision and take responsibility in specific cases. The third chapter deals with competencies of primary school head teachers on both of the aforementioned levels. The chapter also presents the Czech competency framework for head teachers and compares it to its foreign equivalents. The demands on the personality of the coach in tennis

Title: The demands on the personality of the coach in tennis Objectives: The main aim of this work is to gain a deeper insight into the coach's personality and his competency based on in-depth interviews with tennis players and coaches. Methods: The work utilizes semi structured interviews and in-depth interviews with tennis players and coaches. Literary sources and the most important competencies gained from the questionnaires of Jan Králík's bachelor's thesis became the foundation for the interviews. Semi structured interview was used for evaluating the importance of the data and to create a competency profile. The method of in-depth interview was used for a deeper analysis of competencies. Results: Based on the interviews, a competency profile was created and compared with competency profile of the bachelor thesis of Jan Králík. Employees‘ competencies and their management are currently described very well in worldwide literature. This topic follows the eminent changes, which occurred in management sciences additionally expressed with increasing by the role of competencies and intellectual capital. Intangible assets are really important factor in modern companies and they took a strong position by strategical decision of the top management. Competence as we define it today reflects a combination of potential, abilities to detect and solve the problems. And this is what companies today are looking for and what they consider as more and more important. This study attempts to describe and analyze usage and relationship between competencies and managerial work in the companies. The article describes the main concepts related to competence. It combines the managerial work and its relationship with the competencies and models of competencies. Moreover it describes underlying kinds of intelligence as the primary source of competencies of each person. Article describes the relationship between each components and their connection and influence on the outcome.
The Competency profile of tennis coach

Title: Competency profile of tennis coach Objectives: The aim of this work is to create competency profile of ideal tennis coach which based on evaluation by tennis experts. Methods: At first data for the research was obtained by studying the written sources and was subsequently extended and modified thanks to interviews with tennis coaches. 4 level-point Likert scale without central tendency was chosen for evaluating the importance of the data. Respondents were exclusively tennis coaches. They were asked about the importance of competencies in person and also by social networks. Results: The most important competencies for ideal tennnis coach were identified in accordence to results of the evaluation. These competencies were chosen to be in competency profile.
