Evaluation of Projects in Support of 1.1 Increasing Adaptability and Competitiveness

The Topic of the Diploma Thesis Is an Implementation of Projects Founded by EU, More Specifically the Area of Support 1.1 Increasing Employee Adaptability and Enterprise Competitiveness. The Aim of the Thesis Is to Evaluate, whether the Implementation of Projects under Call no. 35 "Training Is a Chance" Can Be Considered Successful, Both from the Governing Body- and the Applicant's Perspective. The Operational Objective Is to Identify Causes of Difficulties in Administration of Projects Founded by EU by using Ishikawa diagram. In accordance with Pareto principle, the Main Causes Are Defined Together with a Proposal of their Solution. The Final Thesis Can Be Used as a Tool to Draw Attention to the Risk Situations on a Project, Both for Potential Applicants for Subsidies and Administrators in Governing Body.

Marketing of e-Government in Czech Republic

The subject of this thesis is the possibility of an application of marketing tools in the public administration, particularly in the field of a gradual computerization of the public administration, called e-government. In the Part I, a suitability of the use of manager methods within the public sector is discussed and, a development of these implementations is outlined. An emphasis is then put on the marketing tools and methods of communication between the public authorities and the population. The communication issue is followed by a partial survey, which observes an openness of websites of selected national authorities. Finally, the main analysis of the thesis is to evaluate the public awareness of the possibilities of using the e-government services in our country. The questionnaire-based survey disproved an initial hypothesis, that the lower utilization of some tools is a result of a lack of information provided to the citizens.

Debureaucratization of public administration by using eGovernment

The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.

Economic Development of German Federal States in Regard to their Labor Market in 1990-2010

The ongoing debate around a successful reunification process is dividing Germany, not only geographically but also socio-economically and politically. There have been some remarkable achievements during the reunification, especially during the first years, but the period 1990-2012 has also seen some negative developments. Analysis is based mainly on databases from the German Socio-Economic Panel (GSOEP), as well as other administrative data sources such as the Deutsche Institut for Wirtschaft (DIW). In examining and comparing the roles of demographic changes, productivity, the implementation of active labor market policies (ALMPs), labor participation, unemployment, education, the gender gap, and wage inequality, we analyze the development of the german labor market by its main determinants, in order to conclude whether the German government has succeeded in the reunification of East and West Germany.

Differences in the financial management of different size categories of municipalities and their assessment

This thesis focuses on financial management of different size categories of municipalities, differences between them and their assessment. It is divided into two parts: theoretical-methodological part and following analytical part. The former one focuses on the status and functions of municipal government in the public administration system of Czech Republic, both currently and in terms of historical development that preceded the present state and also affected it. Furthermore, this part focuses on general financial management of municipalities in the Czech Republic, shows the structure of municipal budgets and their development in recent years. It also introduces the issue of budgetary tax allocation, which focuses on its development from the 90th years of the 20th century and planned changes in the future. The analytical part is then focused more on differences in the financial management of different size categories of municipalities. Based on the findings of research reports assesses the development undergone by the financial management of different size categories in the years 2006 -- 2010, where it focuses particularly on small municipalities that are often discussed as problematical in terms of their efficiency. Part of the analytical work is formed by author's own analysis of revenue and expenditure side of budgets of selected three municipalities in the years 2006 -- 2010 in terms of their structure and development in the reporting period. The municipalities were chosen to represent smaller municipalities (201 -- 1 000 inhabitants), medium-sized towns (10 001 -- 20 000 inhabitants) and also large towns (50 0001 -- 100 000 inhabitants). Subsequently, the data for each municipality are compared with each other, with an average of municipalities throughout the whole republic, as well as with the average of the appropriate size category to which a given municipality belongs to. In order to be able to compare the data and in order to eliminate any fluctuations between years, all the data are used in average numbers and in the per capita form.

The Development of Local Government in the Municipality of Starý Plzenec

This diploma thesis deals with the development of local government in the Municipality of Starý Plzenec, which is located in the Pilsen Region. The main task of the first part (Theoretical background) is a public administration with a focus on the basic territorial administrative unit. Furthermore, it discusses the municipal election system, pays attention to the communal party spectrum and the phenomenon of independence. It also describes the communal political coalition and the typology of local models of democracy. The second part (Practical part) represents the Municipality of Starý Plzenec, its development and basic demographic data. It analyses the economic activity in the Municipality, the character of the building and its budget. Besides that, it compares the results of local elections since 1994 and deals with the current local politicians, the style of local policy and assigns the Municipality to a model democracy.

The Development of Local Government in the Municipality of Podlesí

The thesis deals with the development of local government in the village of Podlesí. The village of Podlesí is situated in the Central Region, approximately two kilometers from the town of Pribram. On December 31, 2015, it had a population of 1 097 inhabitants. The main objektive of this study was to identify factors that influence the character of the local political process in the village of Podlesí. This is a case study that shows the development of the local political process here from 1990 to 2014. Working initially in the theory explains the concepts related to public administration, local authorities, the function of elections and electoral systems, municipal electoral systém and the local political process. The practical part describes the village of Podlesí. This description includes Podlesí´s history, its development of demographic characteristics and social amenities. After that an individual comparison of individual results of municipal elections from 1990 to 2014, personal interviews with local political figures and defined the character of local political processes in the village of Podlesí.

The Development of Local Government in the Municipality of Žíšov

This master thesis deals with the development issues of local authorities in Žíšov (South Bohemian region). The thesis is divided into 2 part - theoretical and practical. The theoretical part describes the characterization of municipal administrative bodies, municipal electoral process and local partisanship. This part also deals with the characterization of typology of local partisanship systems according to Petra Jüptner and Václav Bubeníček, citizen participation of political life and splitting within communities. The practical part of this thesis describes the basic demographic characterization of Žíšov and its history at first. Another researched part describes the problems of socioeconomic indicators of the village (Žíšov). The key part is the analysis of election period during 1994 - 2014 with detailed look into each year. The conclusion of this thesis is the nature of local politics.

Analysis of Social and Economic Development of the Municipality Mikulov

This thesis deals with the topic covering social and economic development of the municipality Mikulov located in South Moravian Region of the Czech Republic. The introductory theoretical part defines the basic terms which are public administration, local government, and characteristics of the municipality and its respective authorities. Furthermore, it describes the regional development and also explains in detail the regional policy in the EU, and the Czech Republic. The final chapter of the theoretical part presents specific concepts of the regional development. The beginning of the practical part characterizes the nature of Mikulov including the history of the area. The crucial part of the thesis is the analysis of the current socio-economic situation of Mikulov with the focus on demographic characteristics, economic environment, labour market, civic amenities, culture, sport and leisure, tourism, transport and technical infrastructure, and environment. The conclusions derived from all these areas are summarized in the SWOT analysis. At the end, the thesis indentifies key recommendations on various areas for Mikulovs development.

Socioeconomic study for the establishment of the periurban park Confluence, Prague

The aim of the study is to elaborate the socioeconomic analysis of the region at the confluence of the Vltava and Berounka rivers and proposing possible solutions for the shared governance of the peri-urban park (PP) in administratively divided region. The summary report contains results of the study as a qualitative sociological analysis to analyze the value attitudes of individual actors, communication barriers, designing models of governance and, the results of the questionnaires on the attitudes of the inhabitans. This socioeconomic study is part of a pilot project, the establishment of a suburban park Confluence, which is coordinated by The Prague Institute of Planning and Development (IPR).
