Generally binding regulations of municipalities in the field of gambling Abstract The municipalities, as basic territorial self-governing communities of citizens, have a number of rights in the implementation of their constitutionally guaranteed right to self- government. One of these entitlements is also the right of autonomous normative formation, ie. the right to issue its own legislation which is in a separate scope of a generally binding regulations. Generally binding regulations are therefore the laws of municipalities, the main purpose of which is according to the provisions of Section 10 of the Act about municipalities regulating local affairs in the form of obligations. The entitlement of municipalities to issue generally binding regulations is anchored directly in the Constitution and is further specified in the Act on Municipalities. However, the enabling provision for the issuance of generally binding regulations is contained in a number of specific legal regulations, among others even in the law on gambling. Pursuant to Section 12 (1) of the Gambling Act, municipalities are authorized in the form of a generally binding regulations to restrict or even prohibit the operation of certain types of gambling regulated by law. Development of legal regulation of gambling

This diploma thesis analyses the historical development of gambling legislation in the Czech Republic, from the first mention of the regulation in the Middle Ages to present days, while the primary (but not exclusive) subject of my research are the basic sources of gambling regulation in the field of administrative law. In my thesis, I identify and examine the main reasons for implementation of new institutes and other changes into the gaming law. In this context, I assess the degree of restrictiveness or liberality of each regulation while focusing on whether there were any long-term tendencies to make the legislation more or less strict. All of this is done through the interpretation of legal norms with the help of legal methodology - methods of subjectively historical, teleological and logical interpretation are used in the thesis. These forms of legal methodology were chosen with regard to the resources used in the thesis, which include mainly legislation and its explanatory statements. Pathological gambling

This bachelor thesis is focused on the problem of pathological gambling as a socio- pathological phenomenon. The aim of this work is to gather and sum up information about pathological gambling. First chapter of this work is devoted to the characteristics of pathological gambling as a socio-pathological phenomenon. This chapter also deals with types of socio-pathological phenomena and the causal theory. Next chapter focuses on the definition of pathological gambling, types of games and causes of pathological gambling. Third chapter describes the impact of pathological gambling to the gambler's family and the gambler itself. Gambler typology and phases of pathological gambling are also mentioned. Methods and types of prevention, as well as high-risk groups, are described in fourth chapter. Fifth chapter deals with pathological gambling treatment, including brief description of each treatment method. To supplement the gathered information, interviews with former pathological gambler and dr. Karel Nešpor, addiction treatment specialist, are included in this work. Legal regulation of lotteries and other similar games The thesis deals with legal regulation of lotteries and other similar games not limited in the legal system of Czech Republic, but also from the perspective of European law. The main objective of this work is to analyze the legal provisions of the Act No. 202/1990 Coll., on the Lotteries and other similar games. It is a valid law, the basis adjustments operation of lotteries and other similar games in our country. The thesis is divided into the three chapters. The first chapter is subdivided into two major parts. The first part deals with the legal regulation of the lotteries and other similar games in the Czech legal order and the second part is focused on the legislation of this part of industry in the European legal order. The first part begins with a brief overview into the history of the gambling. Consequently I analyze the private law regulation with a focus on key provisions of the Act No. 40/1964 Coll., Civil Code. The largest part of the first chapter is devoted to analysis of the public law regulation of the games of chance in the relevant provisions of the Act No. 202/1990 Coll., on the Lotteries and other similar games. This thesis is pointed to a modular development of hazard game system. There is one main module in this system, it services gamers database and user accounts. Every game in this system is module pair; first it is game server, it realizes the game, and second client application, it has user interface for this game. Every network communications are realized using my own multi platform network library TCP_Network, and using network protocol for every server.

Readers provide information on ways to eliminate the risk and about which groups of people are seeking risk and how to behave with them. The main topic of this bachelor thesis is analysis of the impact of changes in legislation in the years 2009 - 2012 on the gambling market in the Czech Republic. The theoretical part of the thesis defines the basic terms related to gambling, specific form of gambling taxation and regulatory developments of gambling. The practical part is dedicated to analysis of the impact of legislative changes on selected bookmakers in area of the odds betting, lotteries and gambling machines. The final discussion contains an assessment of actual impact of these changes on the bookmakers market.

Právní předpisy jednotlivých členských států, pokud jde o zdanění příjmů z poskytování služeb v oblasti hazardních her jsou formulovány zcela nesourodě. Výše „zdanění“ z provozování hazardních her je v členských státech vyjádřena zcela odlišně. Někde je vyjádřena jako procentní sazba, někde jako pevná částka splatná ročně nebo měsíčně. Někde je procentní sazba uvalena na vsazené vklady, někde na hrubý výnos (vklady mínus výhry + provozní náklady), někde na rozdíl mezi vklady a vyplacenými výhrami. Práce přináší podrobný přehled úpravy zdanění hazardních her v zemích EU.

Analysis of the distribution of gambling businesses in the town of Cheb using GIS tools

The thesis analyzes the distribution of gambling in the town of Cheb, using GIS tools. This work follows the development and distribution of business regulation aimed at gambling in the city and identifies the problem sites. The theoretical part is first discussed the issue of types of gaming device and development of legislation dealing with gambling regulation in the Czech Republic. The are also outlined possibilities for municipalities to regulace gambling within thein territory. This knowledge is then applied to the town. An important part of the thesis are mpas that ilustrate the evolution og regulation of gambling in the town of Cheb in the years 2002 ? 2012, and also maps showing the current dyployment of gambling businesses in 2011 ? 2012.

Regulací proti hazardu?

My bachelor thesis focuses on regulation of gambling in the area of the Czech republic. In the introduction I would like to state reasons for the regulation of this market which are often mentioned. As well as the reasons for regulation I also take into consideration the liberal point of view. I am also going to discuss an influence of the regulations on different target groups. The purpose of my thesis is to discover if the existing and proposed limitations of gambling in the Czech republic are effective and help to restrict gambling and its negative impact. I would like to discuss this question in more depth via an example of bets on the Internet also called technical games. Nowadays, these technical games are expanding extremely fast. Another idea I am going to deal with is a contribution of legislation to this increasing trend and also the precise way of the regulation of these games and how are they affected by the limitations of other branches of gambling. Eg. If there is a transfer of users of other games ( as an effect of the possibility of communities to restrict the number of slot-machines in particular area).
