European documents and their influence on self-government

The study is on European charter of local self-government, which is a document signed by member states of Council of Europe. The Charter is a warrantor of self-reliance and independence of local self-government. Its main aims are separation of central governmnet from local self-government, governmental approach towards citizens. The Charter appoints requiremnets, which should be exercised in member states, which have signed Charter, in order to achieve its aims. Signatory states have experienced different historical development, they have various geographic, economic, social, cultural and other conditions. That are the reasons, why is implementation of Charter in these states diferrent and the aims are reached in various degree. The study is a comparative analysis, that tries to find out, how is the document exercised in Czech republic and Slovakia. The way of promotion of democratic principles in these states, which are defined by Charter, is the objective of analysis.

This diploma thesis deals with the design and implementation of a highly efficient universal index of textual documents. Universal stands for an opportunity to configure structures of index records and methods of the index data processing (without recompiling an application). Furthermore, it means that the index library can be used even for other purposes, for example to implement a thesaurus, to represent bibliographic relationships or even for generic representation of a specific class of functions in other areas than documentographic systems. The index is implemented using the dynamic inverted file which can be efficiently updated without need of the data structure rebuilding. Specific issue is on-line index compression and failure recovery via the transactional log. It is shown that the amortized complexity of the data structure is linear. This fact is afterwards experimentally verified. Other experiments address the compression methods and the impact of the data structure parameters on its efficiency. The diploma thesis contains the implementation of the universal index in C/C++. It has been tested in the Linux and Windows XP environments.

Financial Control in the System of Organizing Dues

The thesis analyses financial control as a part of financial management that deals with govemment subsidised organisations which manage public funds. A part of this work is research about the level of quality of the operative control systém at schools and a risk analysis. Fulfilling the goals of financial control helps public funds to be better used for a common benefit. Schools and educational facilities belonging to government subsidised organisationts are classified as public services and as such they have to implement a systém of financial control according to the law. The director of a government subsidised organisation provides internal financial audits according to the given law. This law is rather significant for school directors, because it also deals with external financial audits. Given the fact that this is a complicated matter, this work is collecting data about financial control and presents its findings to school directors to improve the quality of their internal control systém. Personal assistance in supported living for people with learning disability

The main topíc of this thesis is assistance in supported living for people with mental retardation. The theoretical part of this essay defines these concepts in the context of the new trends in the care for people with mental retardation. Then we focus on persona! assistent himself; we describe his personality, demands on his professional skills and his approach towards the clients. Then there are introduced some psychological aspects of assistance. We pay attention on motives for this helping profession, on burn-out syndrom and ethical aspects of assistanť s work. The aim of the practical part is to explore the current situation in assistance in Czech republic. The goal of my investigation was to find out using mainly qualitative research methods, who is the typical assistant in supprorted living, why did he choose his profession and how does he experience his work. The results pointed out, that there is a large specific group of young women working in this profession as well the lack of other age groups of assistants and the lack male assistants. The most frequented motives for assistance are the posibility of using the skills obtained by previous education and experience, the meaningfullness of this work and the wish to provide high quality service for mentally handicaped people. Teenagers Living in a Children´s Home and Their Visions and Dreams.

In the theoretical part the period of adolescence is defined and it is completed with description of a preadolescent. Next chapter is devoted to description of a few pubescent children staying at a children?s home. The survey of different types of facilities providing care for children without their own functional family follows. The topic of next chapter is family. The thesis also deals with biological and psychological needs which if they are not satisfied cause deprivation. The explanation of deprivation is also included. The aim of the work was to find out the differences in ideas, visions and dreams preadolescent children, i.e. children at the age of 11 to 14 , staying at staying at Domino children?s home in Plzeň on the one side and children living in common families on the other side. The issue of the research was to find out how children from the home imagine their future life. The research involved eight respondents from the children?s home ? four boys and four girls. The research was carried out during the practical training of the author of the thesis and her voluntary activity at the children?s home in the period January ? March 2013. The research also included another eight respondents, again four boys and four girls, living in common families. These children were chosen on the basis of systematic random selection, on the principle of their free consent, to make comparison of preadolescents from a children?s home and of early adolescents from common families possible. The research was implemented at the same period of time. Qualitative research was chosen for processing of the empirical part. The following methods were used - method of questioning and technique of half-standard talk. The topics of talks were focused on some categories ? a child?s dream job, the greatest wishes, interests and leisure time activities and what the child is looking forward to the most. The data gained from talks were processed with a method of clusters. Below them a brief evaluation of the given data can be found. The research shows that the children from the children?s home had lower targets in terms of their professional careers. Most children from the children?s home want to go on to technical training institutions. Some of them had vision of their dream but despite of this they will go to a different school, i.e. they will not try to make their dreams come true. The main reason for choosing an easier path was fear of something new, something unknown. Children want to have their permanent background and not to move from one establishment to another. Most children from families wanted to study at university and they really want to reach their objectives. The fact of deprivation of the children from the children?s home resulted clearly from their wishes. Most of them wished to have a dog, a cat or a horse and they would prefer a pet to going back to their families or to improvement of relationships in their families. A few children from families would also like to get an animal. Interests and leisure time activities of both groups are quite similar. At the children?s home each child attends a special club; the children from common families also have some special hobbies. These hobbies are similar. This research may help to increase information among educators from different institutions, among the children?s parents and it also may serve as a source of information to the general public. It shows how dreams and visions of children from children?s homes differ from dreams expressed by children living in common families, what their dream jobs are, which activities they like, what their great dreams are and what they are looking forward to. Thus, they may get closer to the world of children and understand better their own children or children they take care of.

Direct Presidential Election, Competence of the President: Comparative Study 1.150

The position and competence of the head of state plays decisive role in the constitutional system. In the republics, the position of the head of state is closely connected with the presidential electoral system Traditional classification of the forms of government is not sufficient enough, especially because of leaving out several important variables. Most of authors nowadays tend to classify forms of government into following models: parliamentary system, half-presidential, prime minister-presidential, presidential, presidential-parliamentary system. The paper surveys the position of president in France, Ireland, Finland, Poland, Portugal, Austria and Slovakia. The conclusions of this study may be summarized: a) there is no direct implication between direct presidential election and importance of president in the constitutional system of the country, b) it is necessary to distinguish between importance of the presidency in the constitutional system, as it results from the formal constitutional regulation on one side and the manner how the president is functioning in practice, mainly considering the presidential position in the party-political system on the other side. Whereas in the light of the formal constitution we could consider Finland and Portugal as the states with the strongest president, in reality we could unambiguously identify France as country with the strongest president. The weakest president is then, in both lights, in Ireland. c) The fact of outstanding personality of the first president elected in the direct elections may be the very important factor affecting the importance of presidential position. The example of such a personality which engraved the style of the presidential function for following periods was Antonio Salazar in Portugal or Lech Walesa in Poland. d) Another element affecting the presidential position within the constitutional and political system is the extent of his participation in political life. In some countries the president is taken as non-party man and independent arbiter (Ireland), in other countries, president is a leader of main political party regardless if it is a governing or opposition party (France). In Austria the directly elected president may be an active member of the political party while the federal chancellor is its chairman. e) Presidential legal and political responsibility determines the constitutional status. The direct election causes that constitutional authority of the president arises from other source than the Parliament and which creates conditions for political unaccountability of the president. Majority of constitutions of European countries define a certain grade of criminal immunity during presidential electoral term, appended by some form of impeachment. President may be charged by one of parliamentary chambers, the judgement is completed by one of the top judicial instances or by a special judicial body. Besides, in some countries (Poland, Portugal, Austria), there exists limited criminal responsibility of the president. In Austria and Slovakia the constitution contains political responsibility of the president. In Austria the president is accountable to the Federal Assembly, in Slovakia the constitution even enables the possibility to remove the president by the plebiscite.

Airway management from the perspective of nurses in intensive care

This bachelor work deals with the possibilities of establishing an airway that can perform nurses for intensive care. Breathing is one of the basic and very important life functions necessary for life. In today's advanced medicine is a wide range of opportunities to ensure the airways, or at least encouraged to perform proper function. Securing the airway is a very important part of the pre-hospital emergency care, but also on the wards in the hospital. The theoretical part of my bachelor is engaged a complex provision of the respirátory tract. The first section deals with the short description of the anatomy and physiology of the respiratory breathing. In other chapters describe airway. The following chapters were directly aimed at ensuring the airway, which were distributed to provide the tools, equipment and without indications for collateral. U airway management devices without describing the revision of the oral cavity, head bent backward and triple maneuver, shot in the back and the Heimlich maneuver. The practical part was focused on determining whether the sisters were higher competence in the provision of respiratory and how intensive care nurses provide their throughput. The research was conducted using quantitative research using an anonymous questionnaire at the hospital in České Budějovice a.s. and in the sand. The questionnaire able be completed only by workers who have graduated from specialty anesthesia resuscitation and intensive care. The questionnaire was printed and included 20 questions. Each question was displayed in a graph. The total number of questionnaires that were distributed, 100, 82 of them returned, but only 61 were fully completed and could be used. Research suggests that nurses who studied ARIP received enough informatik and practical experience during their studies. Specializing mostly work on anestesiology and resuscitation wards and intensive care units. At your workplace have aids, such as laryngeal mask airways and endotracheal tube. The vast majority of respondents have difficulty securing and aspirations in securing the airway. Sisters during their practice provide respiratory laryngeal mask and Combitubus, countless assisted by endotracheal intubation, but its remit would not want to have this power, because of its difficulty. Finally, it is important to note that to achieve the set objectives, where it was found that nurses stand to increase their competence, but only with some performance and throughput. Femto cells in next generation mobile networks

This paper provides theoretical analysis of LTE network and Femto cells. Its presents their modulation and transition techniques, their performance and of course implementation of Femto cells into LTE macro-layer. It also describes potential risk of interference between LTE macro-layer and Femto cells and provides the way how to solve and simulate interference. Finally it states simulation and analysis of model situations.

Attitude of Citizens about presidency in the Czech Republic – January 2017
