The issue of the United Nations Security Council from the perspective of the public international law

This Bachelors thesis deals with the matter of reforming the United Nations Security Council Membership (UN SC). Security Council is divided into two groups of states. The first group consists of the five permanent members, which has the privilege of the veto. Ten member states are in the secont group of non-permanent members and they are elected for two years. This system did not change during last fifty years and is grossly unfair to some parts of the world. Member states of the UN are calling for many years for the reform, which would fix current status.

Voronoi diagrams (VD) describe spatial relationships among a given set of input sites. The family of VD for a set of points is a well-explored domain and e ective algorithms for their construction exist. Although the family of VD for a set of spheres has been known for many years, properties of these diagrams and algorithms for their construction are a relatively new thing. Their importance grows with the development in the area of molecular biology. The goal of this work is to survey the theory behind VD of spheres, implement one of the existing algorithms for their construction as a library and use the library on a real data, such as proteins.

Speakers identification using ALIZE library

Recently computing power has been significantly increasing and speaker identification systems have been drawing to the foreground among others. Many libraries have been developed, no matter if open--source or proprietary. One of them is for example ALIZE that was developed at Avignon university. This library offers general concept for staff with biometric values, statistic computations and complex framework for intended application. The goal of this thesis is to test this library, namely by constructing a practical application for speaker identification. This thesis describes successful assembly of that application. Application is platform independent and it is also tested on three basic platforms. These platforms are attached as files into VirtualBox virtual machine. This thesis takes notice of practical experiences with ALIZE library and also describes it's structure and architecture. There are 50 patterns of 9 speakers used for testing in average length 20 seconds. Application recognizes speakers very reliable in these given patterns. Therefore real neccesary length test for speaker recognition was accomplished at the end of this thesis.

Effective Algorithms for High-Precision Computation of Elementary Functions

Nowadays high-precision computations are still more desired. Either for simulation on a level of atoms where every digit is important and inaccurary in computation can cause invalid result or numerical approximations in partial differential equations solving where a small deviation causes a result to be useless. The computations are carried over data types with precision of order hundred to thousand digits, or even more. This creates pressure on time complexity of problem solving and so it is essential to find very efficient methods for computation. Every complex physical problem is usually described by a system of equations frequently containing elementary functions like sinus, cosines or exponentials. The aim of the work is to design and implement methods that for a given precision, arbitrary elementary function and a point compute its value in the most efficent way. The core of the work is an application of methods based on AGM (arithmetic-geometric mean) with a time complexity of order $O(M(n)\log_2{n})$ 9(expresed for multiplication $M(n)$). The complexity can not be improved. There are many libraries supporting multi-precision atithmetic, one of which is GMP and is about to be used for efficent method implementation. In the end all implemented methods are compared with existing ones.

Radioactive waste management in the department of nuclear medicine

Radioactive waste management in the department of nuclear medicine is a complex process in which it is necessary to obey a number of lawful orders. These are based on physical and chemical properties of the radionuclide sources. At present these regulations particularly include Act No. 18/1997 Coll., on Peaceful utilisation of nuclear energy and ionizing radiation (the Atomic Act) and amendment to and alteration of some related acts in the wording and implementing Decree No. 307/2002 Coll., on Radiation Protection (which repeals Decree No. 184/1997 Coll.) in the wording of Decree No. 499/2005 Coll., which amends the Decree of the Czech National Council for nuclear safety No. 307/2002 Coll., on Radiation Protection. This legislation regulates the management of radioactive waste as a whole and deals with specific radionuclides in the annexes. It is necessary to comply with legislation whether the radioactive waste is generated in the actual production of radionuclides or during their diagnostic and therapeutic applications. All production and application processes give rise to certain materials contaminated with radionuclide sources but without the possibility of their further use. These contaminated and unusable materials are called radioactive waste. Radioactive waste arising from operation of nuclear medicine is basically divided into solid, liquid and gaseous. Solid radioactive waste is collected in refrigerators and lead safe deposits, depending on whether the waste is infectious or not. Liquid waste goes through the process of dilution in most cases, when there is a decrease of the volume activity limits and subsequent discharge to sewer. Gaseous waste is a negligible component of radioactive waste produced at nuclear medicine departments, so it is not often dealt with in more detail. No matter what kind of waste, the process of its disposal has a common goal of reducing its activity below specified limits (clearance levels), so that the waste can be without greater risk moved or released and disposed of as other, non-radioactive waste.

The "Non-citizen" Issue in Latvia during the EU Accession Process

The aim of this thesis is to examine the attitude of the European Union to the non- citizen issue in Latvia during the accession talks and its impact on legislative changes in Latvia in this area. The thesis asks such questions as whether Latvia has fulfilled all formal and informal criteria of the accession to the European Union concerning non-citizens and whether the recommendations that were part of the European Commission's regular reports were effective. Further I would like to answer the question how important the other two international bodies were, the Organisation for Security and Co-operation in Europe and the Council of Europe, and to what extent the European Union was dependent on their recommendations. Using primary and secondary sources, I will try to show that the main aim of the reports was to improve the situation of non-citizens in Latvia, bringing in the standards of the European Union. Becoming a member of the European Union, Latvia has theoretically fulfilled the required conditions; the question is what the situation has been like in practice.

UN sanctions against Iran

The bachelor thesis UN sanctions against Iran deals with the issue of proliferation and international sanctions - an element in the strategy to prevent proliferation in the Middle East. In order to halt Iran's efforts to become a nuclear state, the UN Security Council adopted several rounds of sanctions targeting mainly Iran's nuclear programme, its trade and finances. However, Iran's continuous defiance of international isolation and political pressure and its refusal to give up the nuclear programme raise the inevitable question of the sanctions' efficacy. The first part of the thesis constitutes an introduction to the issue of international sanctions, it presents the history of Iranian nuclear programme and also the response of the international community not only in the form of sanctions, but also negotiations. It attempts to analyse the security threat posed by Iran, its defending arguments and probable motives. The second and third part of the thesis deal with the sanction measures imposed on Iran. The author examines the individual UNSC Resolutions and their subsequent implementation, gradually moving towards the assessment of the effectivity of sanction measures with an emphasis on economic and psychological impact and how it affects the nuclear programme. The title of the Bacheloŕs theses: Resusciatation procedures development and the level of knowledge of non - medical hospital attendants. In the theoretical part of my work I deal with the resusciatation procedures development from the beginning to the year 2005 when The European Council for Resusciatation issued new recommendations for help in the case of a sudden circulation failure and life - threatening situations - so called Guideliness 2005. In the empirical part of my research I would like to use an anonymous questionnaire to find out the level of knowledge of resusciatation procedures of non - medical hospital attendants. In the conclusion of my work I compare the research results between the Liberec Regional Hospital and the Medical First - aid Service of the Liberec Region.
