Municipal self-government in the Czech Republic: theoretical and historical basics

The dissertation deals with the municipal self-government specifically focusing on its theoretical and historical background. The aim of this work was to elaborate the municipal self-government, not only to transcript or write a comment on the legal regulation, but also to inspect the assigned problem by the optics of legal theory, legal history and political science perspectives. This dissertation should provide a comprehensive perspective on the issue of municipal self-government, not only in its current legal regulation, but also identifying its theoretical backgrounds and historical roots. This paper primarily defines a set of institutions that can be summarized as fundamental theoretical aspects of public self-government (emphasizing the specifics of local or municipal self-government). In the context of the origin and development of modern public administration the work examines the main causes which led to the incorporation of elements of self-government into the modern administration. Municipal self-government with focus on the position of the bodies

The thesis called Municipal self-government with focus on the position of the bodies describes municipal self-government in the Czech Republic and in the Slovak Republic. The purpose of the thesis is to analyse municipal self-government, to characterize municipal bodies and their mutual relations, to assess and compare the legislation in the Czech Republic and in the Slovak Republic and finally to notify of problematic issues, analyse them and suggest possible ways how to solve them. The thesis is composed of nine chapters, which are divided into subchapters (except for the second chapter). Throughout the introduction the thesis deals with terms related to this topic, further basic models of municipal arrangement in Europe are concisely characterized from the perspective of the Czech jurisprudence and foreign literature. Subsequently historical development of munucipal self-government is described. The most important legal documents and their importance are emphasized. Subsequently municipality, its basic characters with emphasis on the separate autority of municipality and the delegated authority of municipality are defined. Josefa Menšíková and civil society of Německý Brod in the second half of the nineteenth century

In my diploma thesis I deal with the history of the Německý (today Havlíčkův) Brod in the nineteenth century. I am watching the fate of Josefa Menšíková, Czech patriot and the local mayor's wife. But the diploma work is not limited to one region. Partly I devoted to the town history of Třebíč and Tišnov or phenomenon of Czech emigration to the United States related to the area of Nebraska. Throughout my diploma thesis, I notice the local self-government of the Německý Brod, transformation of the city and its inhabitants and fates of Josefa Menšíková friends. The entry of civil engineers into the municipal government of Prague at the end of the 19th century and the beginning of the 20th century

This thesis attempts to capture the development of the position of civil engineers, who tried to achieve the position of an academic educated elite in the society of the 2nd half of the 19th century and the beginning of the 20th century. The complete professionalisation of engineers was the condition "sine qua non" to the recognition of civil engineers as part of the academic intelligentsia, and that was one of the main reasons why civil engineers sought to enter the municipal government. The aim of the thesis is to complete the research of the transformation of the municipal government from the "honorationes" into the "executive" government in the city of Prague. The thesis describes the historic development of the technical intelligentsia as a new part of academic educated elite, it shows the reasons that led to the engagement of civil engineers in the process of the modernization of the city, and especially shows the rivalry between them and the jurists. The example of engineer Jan Kaftan shows a successful career of one technician, who thanks to, among other skills, his technical knowledge, was elected to the Austrian parliament. Elections to the municipal council in Telč (1848-1914)

The bachelor thesis deals with elections to the municipal council in Telč between the years 1848 and 1914. It is divided into three parts. In the first one, we introduce the cultural and economical background of the city and it is supplemented with inclusion of the city into the system of national administration during the period of our interest. On the basis of available documentation, the second part tries to characterize legal standards dealing with elections and municipal council, more precisely a Temporary city council, Municipal regulations of Margaviate of Moravia and Electoral regulations of Margaviate of Moravia. The third and the key part is focused on municipal elections in Telč, and nominal lists of the members and deputy officers are put together mainly on the basis of the commitee meeting reports.
Evaluation of the Economy of Selected Municipality

The bachelor's thesis focuses on defining the role of municipality in the public administration of the Czech Republic and its budget managament. Theoretical backgrounds are described in the first part. In the analytical part it deals with an evaluation of the economy of selected municipality Rozsochatec during the years from 2012 to 2016 using specific analysis. At the end there are the possible improvements to the current situation.
Activity of the Associations in the Kralovice Region as a Part of Modernizing of the Region (from the Second Half of the 19th Century to the First Half of the 20th Century)

This diploma thesis deals with the development of activity of the associations on the territory of former judicial district of Kralovice between the second half of the 19th century to first half of the 20th century. The introductory part is devoted to the origins and general development associations in the Czech countries with regard to the typology and the process of association legislation in a specific timeframe. The next section of this work has been focused specifically on the Kralovice region. Described here is a historical development with emphasis on the period 1848-1949, which is followed by a characteristic shape, a typology of associations and activities in the district court Kralovice. The final section will then detail the associations of Kralovice, their formation, members, activities and influence of corporations on the development and character of the city. Local family policy

Diploma thesis Local Family Policy deals with family support provided by municipalities and other institutions on the local level. The thesis is based on the assumption that in the society there should be a family-friendly environment, which supports them and appreciates their effort. The local level of local family policy is very important for creating such an environment. Next assumption of the thesis is that policy measures take effects not only instrumentally, but great parts of their effect are also symbolical messages sent towards target groups. The thesis focuses on a quick analysis of stakeholders, who intervene into local family policies, describes main activities of municipalities in the field of family policy, identifies the best practice models and analyses existing barriers. In the next part follows an assessment of local family policy from the view of characteristics of a good local family policy, on which most of the experts agree on. Documents, semi structured and informal interviews and involved observation were used as data source for this thesis. Even though the thesis is a qualitative study, and therefore it does not present general conclusions valid for all the municipalities in the Czech Republic, it brings a contribution for its new perspective on this barely explored issue....
Civil elite, local autorities and culture of the town of Telč

This dissertation is dealing with the town of Telč and its way of living in the first half of the 20th century. The research is focused on the thorough analysis of local authorities from the social and occupational point of view, territorial origin and location of residence its various fellows. The main purpose of this is to idicate the changes which coincided with the influence of nationwide political, social and economic changes. The illustration of six Telč´s families with various professions charts their share which affected the social, cultural and public life of the town. The aim is to get an integral view of this period, therefore the grammar school staff have been included, because of their participatory role in local authorities and social life as well. Municipal and school celebrations have been included to illustrate the cultural backround of provincial town in the first half of the 20th century.
Transparent mechanisms of functioning of municipal governments: a case study of the Pribram micro region

The main aim of the diploma thesis is to demonstrate different views on transparency and on instruments of strengthening transparency. Using my own developed methodology of evaluation the transparency of municipalities based on criteria analysis the thesis seeks to find out an answer to the research question: How much are municipalities transparent by themselves in the publishing of information to citizens and how easy or difficult is it for citizens to control the administration of the municipality? The thesis is structured into four chapters. The first one deals with theoretical definition of transparency and its instruments, the second one with functioning of municipal government and its possible control mechanisms. The next chapter represents the developed methodology. It served to analyze and evaluate the transparency of the three monitored municipalities in the case study of the Pribram micro region, the last chapter. For processing the case study and followed analysis I used the open data accessible for public on the municipal web portals of Pribram, Dobris and Sedlcany.
