(resumé) Rigorózní práce s názvem Obecní samospráva se zaměřením na postavení orgánů se věnuje obecní samosprávě v České republice a Slovenské republice. Cílem práce je poskytnout ucelený pohled na obecní samosprávu, charakterizovat orgány obcí a vzájemné vztahy mezi nimi, zhodnotit a porovnat právní úpravu v České republice a Slovenské republice a v neposlední řadě upozornit na problémové otázky, rozebrat je a navrhnout možný způsob řešení. Práce je rozdělena do devíti kapitol, které jsou ještě dále členěny (vyjma druhé kapitoly). Na začátku se práce zabývá vymezením pojmů souvisejících s tématem práce, dále stručně charakterizuje základní modely obecního uspořádání v Evropě z pohledu české právní vědy a zahraniční literatury. Následně je popsán historický vývoj obecní samosprávy, v němž jsou zdůrazněny nejdůležitější právní dokumenty a jejich význam. Následuje vymezení pojmu obec, jejích základních znaků s tím, že důraz je kladen na samostatnou a přenesenou působnost obce. Jádrem rigorózní práce je vymezení současných problematických otázek obcí se zaměřením na majetkoprávní problematiku, financování přenesené působnosti, velký počet malých obcí, a charakteristika orgánů obcí. Pozornost je věnována zastupitelstvu obce, jeho pravomoci (zejména normotvorné) a působnosti a orgánům zastupitelstva... The thesis called Municipal self-government with focus on the position of the bodies describes municipal self-government in the Czech Republic and in the Slovak Republic. The purpose of the thesis is to analyse municipal self-government, to characterize municipal bodies and their mutual relations, to assess and compare the legislation in the Czech Republic and in the Slovak Republic and finally to notify of problematic issues, analyse them and suggest possible ways how to solve them. The thesis is composed of nine chapters, which are divided into subchapters (except for the second chapter). Throughout the introduction the thesis deals with terms related to this topic, further basic models of municipal arrangement in Europe are concisely characterized from the perspective of the Czech jurisprudence and foreign literature. Subsequently historical development of munucipal self-government is described. The most important legal documents and their importance are emphasized. Subsequently municipality, its basic characters with emphasis on the separate autority of municipality and the delegated authority of municipality are defined.
