Pension insurance concepts and Czech pension reform

The aim of this thesis is to deal with general types of pension systems and to introduce current Czech pension scheme and its reforms. In general part of this thesis common classification of pension systems is given and advantages and risks of particular solutions are mentioned. Further so called three pillars pension scheme commonly used across European countries is described. Following parts deal with analysis of current Czech pension scheme. Description of public pension legislation focuses on rules for joining public pension scheme, obligation to pay insurance premium, rules for establishment of right to a retirement pension, rules for pension calculation and adjustment of pensions already paid. Survey of main parametric changes implemented continuously on public pension scheme is also included. Fifth chapter is dedicated to so-called small pension reform. Chapter contains analysis of Decision of the Constitutional Court of the Czech Republic which forced a legal amendment of Pension Insurance Act and required to strengthen the adequacy of pensions to prior earnings. The Czech Republic pension system - developments after 1989 and its reform

The present thesis focuses on the analysis of the Czech pension system reform. In order to understand the respective consequences, the analysis is put into the context of the development of the Czech pension system after 1989. In addition to the value aspect, attention is paid to the demographic, legislative, political, economic, social, institutional and international aspects of the pension system, its arrangement, financing and financial sustainability. The comparison of the pension reform implemented by the coalition government of Prime Minister Petr Nečas with the concept of pension reform of the opposition Czech Social Democratic Party by the criteria of budgetary responsibility, quality of life of pensioners, solidarity, social justice, equivalence and resilience of pension reform in time is also emphasised. Theoretical bases include the theory of path dependency, the theory of institutionalism, the welfare state theory, the theory of corporatism and the criterion anchoring of the reform. The present thesis applies the method of analysis of secondary data and the method of comparative analysis. To obtain secondary data, methods of document and data record searching are utilised.
The role of the Czech public media in the pension reform discourse

The thesis 'The role of the Czech public media in the pension reform discourse' aims to provide a critical reflection on the role of the Czech Television and the Czech Radio in the debate over the changes in the pension scheme of the Czech Republic. The principal method used for that is the discourse analysis, which comprises quality and quantity analysis of the media output, interviews and personal observation. The research project focuses on the context the debate over the pension reform occurs and how it is presented in the public media. The theoretical part summarizes the theoretical concepts used in the research project, i.e. concepts from the field of public policy, social policy, mass communication and discourse analysis. The empirical part examines the institutional development of the pension reform, its variations in political, scholarly (Czech and international) and public discourse. The major part of the research project is based on the discourse analysis of the pension reform discourse in the Czech public media. The role of the public media in the pension reform discourse is deduced on the basis of the theoretical and empirical parts.
Research of expert capacities of Czech political parties in the field of reform of the pension system

Political parties in the Czech Republic have a dominant position in decision-making and nomination of public representatives. At the same time they must deal with complex problems, such as pension reform. I suppose therefore that they need an expert opinions for building their decision-making. Therefore, I would like to figure out my research how to deal with this, how they are able to generate the requisite expertise and how that expertise is used in the final decision. I wonder how institutional arrangements of political parties affects the process of creating professional views on public policy, namely to focus on the reform of the Czech pension system. Where and how exactly are formed the expert views on the functioning of the pension system in different political parties? I would like to reveal the basic criteria that determine who is considered an expert, and how this person is related to the organization of political party. I also focus on mainstreaming expertise during the subsequent political decisions. The basic methods of research will document analysis, interviews and observations.
Simulation of pension reform impact on Czech real estate market

Diplomová práce - Soňa Součková: Simulation of pension reform impact on real estate market Abstract The objective of this thesis is to estimate the impact of pension reform on commercial property market in the Czech Republic during the period of 2013 -2017. Our hypothesis is that a potential pension reform would have a positive significant impact on property investment volumes via institutions constituting the second pillar. In the first step, we provide analysis of pension reforms recently applied in Slovakia, Hungary, Poland, Lithuania, Latvia and Estonia. Given analysis of selected countries and specifics of the proposed Czech pension reform, we estimate that the institutions in the second pillar may face additional yearly cash inflows beginning on EUR 1.23 billion in 2013 and further increasing to EUR 2.59 billion in 2017. Furthermore, we estimate that a likely share allocation by second pillar institutions into real estate would lie in the region of 0 - 14% depending on the discrete decision of the regulators. Using a conservative leverage of 40% for bank financing, we estimate that the expected investment volumes allocated by second pillar institutions into real estate would be EUR 61 - 287 million in year 2013. - 1 - Material security of the elderly - old age pension and pension reform Abstract The topic of this diploma thesis is the material security of the elderly - old age pension and pension reform. Its aim is to present the issue of old-age pensions in detail, to point out the shortcomings of the Czech pension system and offer the possibility of comparing it with the pension systems of Chile, Great Britain and Sweden. The first part defines the legal regulation of old-age pensions and their purpose. The conditions of entitlement to a pension are also described, namely the retirement age and the condition for obtaining the required period of pension insurance. The calculation and amount of old-age pensions are outlined and individual types of this pension are illustrated by using model example. Moreover, the issue of working pensioners is discussed. The second part of the thesis deals with the organization and management of the material security of the elderly. Specifically, the competence of social security authorities in this area is determined and then the individual phases of proceedings before these authorities are described. Development and Comparison of Legal Regulations Concerning the Social Insurance Systems in the Czech and Slovak Republics

The dissertation presented concerns the development trends in social security provision in the territory of the present-day independent states of the Czech and Slovak Republics, which, with only a short interruption in difficult Nazi occupation in World War II, made up the common state administration unit of Czechoslovakia, from 1918 to 1993. The dissertation continues tracing the evolution trends in the welfare system in each republic upon the dissolution of the federal state, and, finally, it focuses on the comparison of pension reforms implemented in both countries. Firstly, the developments in the legal regulations concerning social security schemes in the period preceding the First Czechoslovak Republic are studied. Both states were integral parts of the Austro-Hungarian Empire, where a social reform was implemented in 1888 in its Austrian part, known also as Taaffe's Reform. It introduced mandatory public social insurance in three separate acts. The reform was inspired by Otto von Bismarck, Chancellor of the German Reich. In 1918, after World War I, the Austro-Hungarian legislation was fully adopted by the newly formed Czechoslovakia and the burden of responsibility for all problems regarding the previous social security system assumed.
