Internet, new media and information policy in Uzbekistan

The purpose of the thesis is to analyze the Information Policy of the Republic of Uzbekistan, focused primarily on the mid. 90s up to nowadays. The focus is mainly given on to the ICT development and its support by the Republic of Uzbekistan. It covers the analysis and descriptions on access to information, restriction problems of the press and censorship. Theoretical knowledge has been supported with practical analysis gained during the study tour to Uzbekistan. During the study tour has been accomplished a small exploratory study conduct a survey of how the Internet and the mass media is accepted and used by the population of Uzbekistan. The case study, at the end of the thesis, tries to approach the use of the Internet and particularly the so-called new media by independent journalists from Radio Ozodlik, an Uzbek department of Radio Free Europe/Radio Liberty.

The thesis deals with the topic of the Information Policy of the European Union. It is focused on the development, principles and strategic plans from the beginning of the 21st century to the present. The aim of the thesis is to characterize and evaluate the past and current information programs of the European Union. The thesis describes the Lisbon Strategy which was the first major document that defined the direction of the European Union. This diploma thesis called Information policy of Republic of Finland is describing finnish e-government in present time. The text talking about Finnish Regulatory Authority - FICORA. This authority is subordinated to Ministry of transport and communications and it's main mission is making available information, protecting them, but also secure data transmission. With data protection organization helping the National Security Authority or the NSA. The text also describes finnish information policy, it's beggining, the present and the future strategy. It reveals the structure and organization of the whole information system, points out the obstacles it had to Finnish government in implementing e-government deal and what recommendations were given to the State by the OECD. Furthermore, this work demonstrates the most important portals, strategic plans and projects of the Ministry of Finance that the project e-government shielded.
Analysis of public financial support of information society development in Moravskoslezský region

The aim of this thesis is analysis of public financial support of information society development in the Moravskoslezsky region. At first the work focuses on general information policy in the European Union and the Czech Republic. Then it analyzes programs and funds, from which the republic was able to draw in the period 2004-2006 and 2007-2013. In the following sections main attention is paid to the Moravskoslezsky region and its local information policy and implemented project in each period separately. The thesis is closed with the final comparison of both periods with an indication of possible direction of future development of information society.

Pavel Prudký Digital divide problematics between different age groups and it's solution The thesis is focused on digital divide problematics between different age groups and it's solution. The initial theoretical part is being followed by a practical part, including it's own research, dealing with digital divide problematics between different age groups in the specified region. In the theoretical part of the thesis, I discribed the phenomenon of the information society, information society and social exclusion, Czech information society, digital divide, gray digital divide and I also examined the specifics of different age groups. In the practical part of the work I dealt with the analysis of the digital divide problematics between different age groups in the specified region. After determining the objectives and description of survey methods for obtaining and processing data collected in the questionnaire survey, I dealt with analyzing the survey data, especially data relative to hypotheses set, describing the creation of digital divide between members of different age groups. In the conclusion, there were described existing conceptions in the European Union, in Czech Republic, and then were determined suggestions for specific procedures to eliminate the digital divide between different age groups.
The Pirate movement phenomenon in the world and the Czech Republic

This bachelor thesis deals with history, foundation, principles and specific activities of Pirate parties in the world and the Czech Republic. In the beginning, author introduces history and context of the pirate movement, specifically by describing groups around hacking, free software or open access. Ideas of the Free Software Foundation founder, Richard Stallman and of the well-known American lawyer Lawrence Lessig are thoroughly described, since they work as a substance for the fundamental pirate principles, like freedom of information, privacy protection or copyright law revision. After defining selected information policies, author describes foundation and activities of the European Pirate parties. It lays emphasis on the first Pirates in Sweden, the successful German Pirate party, the problems of internet policy in France and on the European union topics, specifically the international ACTA treaty. In the final part, author introduces the history and information policy of the Czech Pirate party, which is compared with the information policy of the Czech Republic in the light of fundamental principles of the pirate movement.
Information policy in Czechoslovakia in the 70's and 80's the 20th century - ÚTZ project development and realization

This work disserts upon information policy in Czechoslovakia in the 70`s and 80`s the 20th century. It concerns with program of national information policy for scientific and technical development P18 and P13 and its partial aims and tasks. It enters into details of activities of Central technical base, its services and functions in four five-year plans of national economy. It analyses System of Central technical base and its individual modules. It follows development of computer technique and information transfer technology. It concerns with International system of scientific and technical information and cooperation between countries of Council for Mutual Economic Assistance in connection with Central technical base (for example: information line Moscow-Prague-Vienna). This work is devoted to Center of computerized information exchange which negotiates a connection to countries in soviet area and also connection to capitalistic vendors. At the end there is a short part about development after 1990.
The initiatives, projects and contributions of the Federal Republic of Germany in the field of digital libraries

Master thesis is devoted to the currently completed and running projects and initiatives focused on digital libraries in the Federal Republic of Germany. The initial chapters are a brief survey of the recently used termins. The second chapter deals with problematic of open access and its promotion. The third chapter concentrates on the German conception of the information policy and its main representatives: German Research Foundation (Die Deutsche Forschungsgemeinschaft, DFG, http://www.dfg.de) and Federal Ministry for Education and Research (Das Bundesministerium für Bildung und Forschung, BMBF, http://www.bmbf.de) and connected operational programmes. The fourth chapter introduces the key initiatives in digital library area: The Information and Communication (Information und Kommunikation, IuK, http://www.iuk-initiative.org) and The German Initiative for Network Information (Die Deutsche Netzwerkinitiative, DINI, http://www.dini.de) and their role at the emergence of the digital library projects. The German particularity consisting in the process of certification of servers and its prerequisites are described in more details, too. Využití internetu v daňové správě a jeho administrativní dopady

V úvodu práce je popsán rozvoj informační společnosti a e-governmentu v Evropské unii a nastíněny hlavní trendy vývoje státní informační politiky České republiky. Dále práce analyzuje úroveň využití elektronické komunikace v daňovém řízení, její výhody, bariéry a praktické aspekty. Hodnotí složitost procesu získání kvalifikovaného certifikátu a upozorňuje na omezenou využitelnost elektronického podpisu. Závěrečná analýza administrativních nákladů poukazuje na dosavadní nekomplexnost on-line služeb daňové správy a formuluje doporučení pro daňové subjekty ohledně možného využití elektronického způsobu komunikace v daňovém řízení.
