Na lidi s mentálním postižením se vztahují všechna lidská práva stejně jako na všechny ostatní lidské bytosti. Kulturní společnost se musí naučit žít a komunikovat i s odlišnými jedinci, s občany se zdravotním postižením.Tento trend se označuje pojmem integrace (Valenta, Múller, 2003). Integrace je postoj společnosti k občanům se zdravotním postižením, který je neodmítá, ale naopak se snaží vytvářet optimální podmínky pro jejich začlenění do společenského života. Personnel management in public administration

The theoretical part of the thesis deals with some areas of the personnel management, i.e. creation and analysis of job vacancies, recruitment and selection of employees, education of employees and their assessment and remuneration. In the practical part these personnel activities are analysed and assessed in the Municipal Office in Moravské Budějovice. The individual subchapters include recommendations and proposals for improvement.

Methodology for Managing of Enterprise Information System Complexity

Complexity of business information systems (IS) and information and communication technology (ICT) in general is a challenge faced by both IT professionals and project managers, but also the users of these systems, whether as employees of enterprises and organizations or their customers, partners or suppliers. In this work we study the complexity and its manifestations in informatics. We review relevant literature to analyze the state of the art in methods and approaches used for building and maintaining business information systems. The main results of this analysis is realization that even though complexity is considered an important parameter that have a negative impact on performance of information systems, the current methods and approaches for IT system maintenance do not provide any tools for complexity evaluation or management. The author therefore based on existing approaches and methodologies is establishing his own definition of a metrics to measure the complexity of the information system. The complexity is defined as the sum of the individual entities of system UML models, which are selected according to the methodology MMDIS to consistently describe all relevant content dimensions of the system. Subsequently derives causal relationship between the complexity of each dimension. Both between each other in one phase of the life cycle of the information system and in time. The next section examines the reasons and mechanisms to increase the complexity of the corporate information system and identifies the causes, characteristics, stakeholders, processes and life cycle stages of the IS, which influence this growth. Next we investigate impact of IS complexity on its implementation and we identify the critical processes involved in day to day operation of IS, in its maintenance and in extending its functionality. The main aim of this dissertation thesis is to design a methodology for managing the complexity of the information system and its validation in practice on a real SAP implementation project. In addition, we provide a software tool written in ABAP programming language. This program can be used as a tool of the methodology for measuring SAP IS complexity.

Value of Statistical Life: Estimation for the Czech Republic

This work combines economics and law and shows how the results of economic estimations can be beneficial and useful for the legal practice. Concerning the economic theory, this work is based on the theory of compensating wage differentials, which originate in the labour market in order to compensate workers on riskier jobs for the higher probability of fatal and non fatal work related accident. On the basis of compensating wage differentials caused by the different level of work related risk in different industries, I estimated the value of statistical life in the Czech Republic. The estimated value of statistical life ranged between 86.2-96.8 million CZK. In the legal practice these estimations could be used as reference amounts when compensating for the non-pecuniary damage in case of bodily injury and killing.

The Master's thesis "The Life Afterwards. The Return of Czechoslovak Political Prisoners to Society" is concerned with the topic of the re-integration of Czechoslovak political prisoners of the 1950s back into society after their release from prison. In the conceptual framework I provide the political and historical background of the Communist Czechoslovakia during the 1950s. I discuss the concept of political prisoner and describe the living conditions in prisons and labor camps. As observed from their narration, I also briefly outline the various strategies employed by political prisoners in their attempts to deal with imprisonment. Although the descriptions of the respondents' arrests and events that had led up to them are topics not directly concerned with the primary topic of my thesis, they are included, because they are vital in understanding the existential and other re-integration-related problems these prisoners faced. In my research, I employ the qualitative method of oral history. I focus on the time period when the interviewees were released from prison and try to describe the numerous issues they faced and had to deal with. Fiscal policy and analysis of unemployment in the Litoměřice region

This master's thesis deals with fiscal policy and the analysis of unemployment in the region of Litoměřice. The first section summarizes theoretical findings in the area of fiscal policy, unemployment, and the labour market. This section also describes specific elements of the labour market and the risk groups in it; forms and tools of fiscal policy; types of unemployment and its impacts; and tools for decreasing unemployment. The practical section of this thesis provides the general characteristics of the region of Litoměřice. Unemployment in the region is explored according to age structure, length of unemployment, structures of available job positions and the degree of education achieved among unemployed individuals. In addition, this section compares the region of Litoměřice to the Ústí Region in terms of unemployment. By using an econometric model, the impacts of selected variables are quantified on the ratio of unemployed persons in the region of Litoměřice. The model contains quarterly data from 2010 to 2015. At the end of the practical section, the influences of individual variable models are expressed relatively via elasticity coefficients.

Economic impacts of development of graduate unemployment on the national economy of Czech Republic

The presented thesis addresses the challenges associated with the development of graduate unemployment and its impact on the national economy. Graduates are taken as one of the vulnerable groups in the labor market. Their lack of work experience and low employee morale threatens their possible applicability in the labor market. The underlying data was taken from the Czech Statistical Office and the Ministry of Labour and Social Affairs, which were monitored over a time horizon of ten years. The observation was focused on development of total number of graduates, altogether with total number of vacancies intended for them I have analyzed the state's spending on national employment policy and structure. Furthermore, I examined the number of graduates in relation to the total number of graduates, who should show their adaptability in the labor market. Another outcome was to build an econometric model which I've confronted with economic theory obtained by studying the literature review. The resulting outputs confirmed 3 of 4 theoretical assumptions. The only prerequisite was not met and that the increased number of graduates did not significantly affect the overall unemployment rate.

Women on labor market

The objective of this thesis is to analyze and verify the existence of causality between employment rate, unemployment rate as independent variable and fertility rate as dependent variable. Two stated hypotheses are being verified within this thesis. First of them says that by decreasing employment rate also the fertility rate decreases. Second says that decreasing unemployment rate has an impact on growth of fertility rate. The final part of essay deals with today´s often discussed concept of work life balance which in many countries supports high economical activity of women and higher fertility simultaneously. It draws attention on positives of alternative work arrangements as well as on negatives and deficits which goes together with its practicing. In the end of the thesis different possibilities of effective work life balance management are suggested.

Impact of investment incentives on employment and development of a region

Práce se zaměřuje na problematiku investičních pobídek jako formy veřejné podpory a jejich vlivů na nezaměstnanost a rozvoj regionu. Veřejná podpora je primárně definována ve Smlouvě o založení ES. Danou problematiku pak detailněji rozpracovávají dva dokumenty: Pokyny k vnitrostátní regionální podpoře a Multisektorální rámec pro regionální pomoc velkým investičních projektům. V ČR je pak základním dokumentem zákon č. 72/2000 Sb., o investičních pobídkách. Investiční pobídky mohou mít formu slevy na dani, převodu technicky vybaveného území, hmotné podpory vytváření nových pracovních míst, hmotné podpory rekvalifikace nebo školení zaměstnanců a převody pozemků. Investiční pobídky jsou určeny na podporu zaostalých regionů a regionů s vysokou mírou nezaměstnanosti. Při analýze investičních pobídek je zkoumán jejich vliv na vývoj míry nezaměstnanosti a HDP. Analytická část je rozdělena na 2 části - část týkající se celé České republiky a část týkající se okresu Beroun. V závěru práce jsou uvedeny argumenty zastánců a "odpůrců" systému investičních pobídek.
