The personality of a manager - professional in public administration

The diploma work seeks for a personality of an ideal manager in chosen institutions of public administration, defines, who is an ideal manager and compares theoretical knowledges with reality. It contains a concept of training and a manual conductive to increasing in professionalism of managers in public administration.
Some specific of the communication in construction engineering

This thesis deals with some specifics of communication in the construction industry. Specific area of thesis is a communicating with the building authorities in the Czech Republic. The theoretical part is focused on defining characteristic of public administration, activities and building authorities. The thesis is also aimed on determination of communication concepts and principles of right form communication. There are basic types of requests, through which citizens communicate with the authorities. The practical part is a questionnaire survey of building offices throughout the Czech Republic. The research deals with communication between authorities and citizens. The result of the research is a proposal to improve communication and efficient work of building offices. Especially in the form of recommended changes in current Building Act, to improve the negative view of citizens to manage, search for objective information rather than misleading reports in the media or delegate representation to communicate with authorities by professionals.
The Proposals of the Improvement of Personal Procedures in the Organization

In the concrete, it is applied to the public service – Municipality Office of the city district Brno-Zabovresky. The thesis contains also the analysis of the personal procedures of the organization mentioned and possible proposals and methods for their improvement.
The position of social workers at the Labor Office - Material Emergency Department

The thesis is divided into two parts, the theoretical part which focuses on the Job Centre, the definition of basic concepts, services and activities of the Job Centre and its structure, material need benefits and the social workers concentrating on the material need agenda. The second part deals with the research and describes the research strategy and other relevant aspects of the research. The crucial point of the thesis is to describe the position of the social worker in the Department of Material Needs when working with clients. The main objective is to describe 'What is the experience of social workers with their position in the Department of Material Need when working with clients?'. The thesis takes into account the work of a social worker in the Department of Material Needs and what they have to deal with in the position. The thesis also focuses on how the social worker carries out the material hardship benefits agenda. As for the research method, we used qualitative research with the IPA (Interpretative Phenomenological Analysis) method, a qualitative approach and Exploratory Coding. Further education of civil servants

This diploma thesis deals with the area of further education of civil servants at the level of the central government and its aim is to critically evaluate further education at selected departments in connection with the introduction of Act No. 234/2014 Coll., which came into force on the 1st January 2015. The thesis describes how the Civil Service Act influences the further education of central government officials, it outlines the key issues that are related to the education of central government officials and shows what are the problems that central government officials encounter in the field of further education. The research project is the case study, which included public policy documents related to the topic of further education and data collected through in-depth interviews with ten officials of two selected departments and two representatives of the human resources department, was used. Based on the thematic analysis, key issues of further education of central government officials were identified: educational needs, meeting educational needs, sources of information retrieval, and a official exam. Problems encountered by central government officials in the field of further education are part of these issues.
The incidence of burnout syndrome among a selected group of officials in Ceske Budejovice.

This work is devoted to the burnout syndrome and its incidence amongst officials in the České Budějovice area. The theoretical part talks about the causes and symptoms of the burnout syndrome and describes the possibilities of prevention and treatment. The practical part then presents the results of the questionnaire survey. Two questionnaires were used for the survey the Burnout Measure (BM) and the Beverly Potter´s Questionnaire. Total of 50 respondents completed the questionnaire.

Selection of employees of territorial self-governing units

Human resources are irreplaceable and key factors in each organization, and it is very important not to forgive them. The work deals with one of the most important personnel activities, which is the selection of employees and its course. In this case, this is a selection of employees from the territorial self-government, closely linked to the The law on local government officials. In my thesis entitled Selection of Employees of territorial self-governing units I will focus on the evaluation of the selection process of employees of the ÚSC at the Municipal Office in Český Krumlov with the help of comparison of tenders for positions of official and chief officer, governance, managed interview and questionnaire survey.
The entry of civil engineers into the municipal government of Prague at the end of the 19th century and the beginning of the 20th century

This thesis attempts to capture the development of the position of civil engineers, who tried to achieve the position of an academic educated elite in the society of the 2nd half of the 19th century and the beginning of the 20th century. The complete professionalisation of engineers was the condition "sine qua non" to the recognition of civil engineers as part of the academic intelligentsia, and that was one of the main reasons why civil engineers sought to enter the municipal government. The aim of the thesis is to complete the research of the transformation of the municipal government from the "honorationes" into the "executive" government in the city of Prague. The thesis describes the historic development of the technical intelligentsia as a new part of academic educated elite, it shows the reasons that led to the engagement of civil engineers in the process of the modernization of the city, and especially shows the rivalry between them and the jurists. The example of engineer Jan Kaftan shows a successful career of one technician, who thanks to, among other skills, his technical knowledge, was elected to the Austrian parliament. The Act Of Civil Service from the aspect of related legislation

The master thesis analyzes the Act No. 234/2014 Coll., On Civil Service, from the aspect of related legislation, Act No. 312/2002 Coll., On Public Officials of the Local Self-Government Units. When the Law On the Civil Service came into force, at the beginning of last year, two categories of officials were created. On the one side there are civil servants who are in service of the Czech Republic, on the other side there are officials who are employed by local self-government units. The analysis is focused on five areas, where it is possible to compare the method of legislation under both laws. After review of these selected areas, the application problems of the civil service are identified. At the end of the thesis, there are legislative proposals for changes that are inspired by relevant legislation.
