Promotion of digital literacy and digital education: the Case Study of Zlín Region

This diploma thesis has a form of a case study focused on the area of digital literacy and digital education in Zlín region. The main goal of this diploma thesis is to map the situation in digital literacy and digital education in Zlín region, pointing out the diversity between other regions where possible. Another goal is to point out the negative impact that low level of this literacy can have on our lives and what factors influence digital literacy the most. In the end I would like to discuss some future views and goals that Zlín region has in this area of education. In the conclusion of this thesis I would like to discuss the problematic parts in digital education if it comes to any and what could be helpful in development of digital literacy and digital education.
Teachers as actors of education policy: A conceptualization of actors in public policy and an application of selected approaches on the example of teachers

The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.
A Twilight of the Welfare State? Pre-Crisis, Crisis and Post-Crisis Development Trajectories of the Welfare State in Sweden

In the long term the issue of the welfare state is one of the most debated political topics and it concerns almost all members of society. In the last few decades the advanced welfare state has been more frequently perceived as an obstacle for competitiveness in the globalized economy and issues of its economic sustainability and societal impact are widely debated. Sweden is generally considered to be a country with the most advanced model of welfare state, but it is also a country which suffered from a deep economic crisis in the early 1990s. Development of the Swedish model of welfare state in the context of the crisis presents a critical case for assessment of welfare state vitality. In this thesis, welfare state is defined as a multidimensional phenomenon that includes both social expenditures and institutions of social policy and power structures and legitimacy. For analyzing of transformations of the Swedish welfare state in all four dimensions is applied a theoretical perspective based on the power resources theory, the institutional approach, the transnational perspective, the dependency and the world-systems theory which whose complementarity is theoretically substantiated. The Support of youth football at the amateur level in Prague

This bachelor thesis deals with The Support of youth football at the amateur level in Prague. Youth football is run by sports non-profit organizations. The support of youth secures the availability of football for children and youth. The main aims of this thesis is to describe the support of youth football at the amateur level, to discover and understand the real problems that clubs face in running youth teams, and to compare the goals of organizations providing the support of youth football with the goals of clubs themselves. The first part is devoted to the theoretical framework. Theory of Street- level bureaucracy by Michael Lipsky predicts that mainly public service workers, the street-level bureaucrats, have a great influence on the performance of their profession, because they interact directly with citizens in the course of their jobs. Policy Failure and Policy Success: Case Study of Labor Offices Organizational Reform

This thesis deals with policy failure and policy success and aims at introducing this issue into the context of the Czech Republic. The main perspective of the thesis follows approaches to analysis of policy success and policy failure developed by Mark Bovens, Paul 't Hart, and Allan McConnell. Their theoretical assumption is complex, as they evaluate the policies upon the criteria of the more general dimensions (process, program, and politics). The goal of the thesis is not only to utilize their theoretical background but also to refine and reconceptualize current theory of policy success and policy failure, respectively. The thesis is based on case study research design. The chosen case - organizational reform of labor offices - is considered as a typical policy failure. I describe and analyze in detail the selected case with a wide range of qualitative and quantitative methods. This reform was extensive and was realized in two stages. The first stage focused on the organizational structure (from decentralized to centralized management). Analysis of Documents on Czech Political System Education (Bachelor thesis) Author: Jakub Černý Abstract: The bachelor thesis analyzes a Czech educational curriculum and text books on a Czech political system which are intended for secondary schools and grammar schools. The thesis wants to answer questions how these documents inform about the Czech political system and whether these documents keep a constitutional scheme and whether these documents can contribute to making misconceptions of the Czech political system.
The phenomenon of Airbnb in the Czech setting

The aim of the bachelor thesis "The Phenomenon of Airbnb in the Czech setting" is to analyze the current legislative conditions for short-term rents, for which the Airbnb platform is also used. The first part of the paper provides a summary of the information that is known about the sharing economy, short-term rents, as well as an inventory of the current legislative conditions that concern short-term rents. The second part is devoted to examples of different regulations in European metropolises, where they have already met with the necessity of regulation. This is followed by the dissection of the attitudes of various actors who deal with short-term rents through media analysis.
Duration of university studies in the Czech Republic and the effect of fees for excessive study duration

Topic of the thesis is the duration of studies at universities in the Czech Republic and the effect of fees for excessive study duration on the duration of studies. It focuses on undergraduate programs at public universities, for which the fees are applicable. Author exploits data from the national student register and data on the amount of fees from most Czech universities to build a regression model. Awareness of students on the fees policy was determined by questionnaire for participants of a widely used admission test (National Comparative Test Scio). It has been found, that at the average, 41% of students extended nominal length of study program before completing it, with highest share observed in humanities. About 10% of students extended the nominal length of study by more than one year. Fees apply to one-fifth of the students, half of them because their unsuccessful studies had been attributed to their actual length of study. The results show that time to degree is only insignificantly related to the potential amount of the fee; only in the case of students of one public university we have found mild relationship and CZK 1,000 fee increase should shorten time to degree by 6 days. Politico-administrative relations and politicization in ministries of Czech Republic

This diploma thesis explores the topic of politico-administrative relationships and professional literature. The first part of thesis is based on the theory of politico-administrative relationships using the models created by Aberbach, Rockman, and Putnam (1981) and focuses on the development of the relationships in time. The following part introduces the phenomenon of politicization and several important typologies that specify it and show the multilayer nature of this term - it uses the knowledge of the following authors: Peters (2013), Eichbaum and Shaw (2008) and Hustedt and Salomonsen (2014). In the next part, the thesis focuses on the Czech context of this issues, briefly summarizes Civil Service Act. And introduces its own qualitative research conducted on the sample of ministerial officials. The research reveals 4 essential issues which characterise the politico-administrative relationship and politicization in the Czech Republic. These issues are third parties in in politico-administrative relationship, the position of state secretary, issue of influenzability of personal structure of ministry and positive politicization.
