The development of outsourcing in the Czech Republic
Lobodáš, Pavel ; Voříšek, Jiří (advisor) ; Krátký, Jiří (referee)
Outsourcing is topical nowadays. In the age of rapid progress of IS/ICT technologies, when managing and development is quite costly for enterprises, outsourcing is the best decision for majority of companies. By delegating the responsibility for IS/ICT to an external firm, the enterprises are able now to focus entirely on its main business activity, while processes, service and sources, which are not profitable for companies are administered by an external provider. The goal is, effective prosecution of IT service, which is going to economically affect, cost reduction. These funds can be later on used by the companies for their main business activities. An information technology has become everyday part of our lives and many of us cannot even imagine life without it. These technologies make our lives easier in many ways, such as time management or possibly the most important thing, communication. Of course, adoption of these technologies is also reflected in the business layer. Today, you probably cannot imagine a successful company without a quality presentation on the web. Most of these stores use an Internet sales, while services are available today that companies must use either want to or not, namely a data box. Using these services regulated by law and determines that the subjects are compulsory. Finally, an electronic invoicing, which is an indisputable advantage of business and is now frequently discussed topic.

ICT in public administration
Sys, Bohuslav ; Voříšek, Jiří (advisor) ; Šebesta, Michal (referee)
Nowadays, when we are so dependent on new technologies is hard to find a single human activity left behind. So the ways of communication between citizens and the state apparatus aren't an exception and that brings new possibilities in development of information and communication technologies. This situation formed a whole new part of IT/ICT - to eGovernment, whose primary mission is to accelerate and simplify contacts between citizens and their government. The aim of this document is to introduce e-government, its possibilities and potential for simplifying the work of many people. The main attention is given to projects implemented in the Czech Republic using the direct analysis of individual services and comparing current state with the situation abroad. At the first part of this thesis we'll get familiar with the concept of eGovernment and its history in the Czech Republic, followed by presentation of selected foreign and domestic projects. In the analytical part we will evaluate the legal environment supporting the creation of eGovernment and perform analysis on Data boxes (Datové schránky) and eGON project, which currently forms the basic services provided by public administrations. In conclusion we will evaluate the security conditions of the entire system and summarize the most important results from the whole thesis.
Linking mechanisms for component-based Services and IT Governance
Müller, Carsten ; Voříšek, Jiří (advisor) ; Molnár, Zdeněk (referee) ; Hujňák, Petr (referee)
Abstract Academic support in IT Governance focuses static viewpoints on IT Governance. IT Governance in a global context has to cater for intensive competition, cultural diversity, and various fluctuating economic conditions. A static model of IT Governance and organisation cannot adequately address these issues. A major goal of this Dissertation is to develop a Framework for component-based IT Governance using dynamic Linkage Mechanisms to allow the determination of an optimum (resource-) flow. Linkage Mechanisms are dynamic arrangements and IT Governance Service Value Channels between IT Governance Components in the IT Governance Domain and allow communication between them. The (resource-) flow is based on transactions. These dynamic networks of relationships allow for greater flexibility and agility in acquiring, combining and deploying required IT Resources and IT assets. In this new research approach methods of the Object-oriented Modelling and Operations Research are applied to IT Governance disciplines. The result of this Dissertation is a generic, model-based, reusable and expandable 'building block' for the component-based design of an IT Governance Domain. This building block is composed of process oriented models, structured processes, strategies for optimisation and application use cases. It is shown how the architecture for the performance of a concrete IT Governance Domain is instrumented and in this way a component-based IT Governance is performed. Possible addressees of the results of this Dissertation are following: - ITG architects and (software-) developers who would like to implement the components, services or a platform for component-based ITG; - ITG managers or Chief Information Officers (CIO) who would like to construct a better understanding for requirements and relationships in the context ITG; - Auditors who would like to control and audit the conformity of an ITG Domain against a generic requirements catalogue; - Authors of Standards and Best Practice-Frameworks in the ITG area as-well-as scientists who are working with related research questions in the context ITG.
The effect of information and communication technology on competitiveness of the Czech economy
Novák, Josef ; Novotný, Ota (advisor) ; Voříšek, Jiří (referee)
The advance of information and communication technology speeds up year by year. At the same time, methodologies for objective measurement of the benefits of ICTs are still lacking behind. This difference then forms a void of unsatisfied information requirements about the state of ICTs from a business as well as national economy's point of view. This thesis summarizes theoretical background about possible ways of viewing and measuring ICT benefits (be that benefits for a person, society as a whole or economy as a whole). The practical part of the thesis analyzes data describing the state of ICT sector in the Czech economy. The first part looks at ways of measuring ICT benefits as they are seen by a number of other authors and described in many studies. This provides a summary of the possibilities to consider when looking at our topic. The second part uses conclusions from previous works on similar topics to set some recommendations for policy improvement as well as social development that will enable maximizing the achieved utility of ICTs. Third part evaluates the position of ICT sector in the Czech Republic by analyzing basic statistical data about the economic and employment impact of all ICT firms as a whole. This is compared to other sectors of the Czech economy. Last part provides a detailed description of the process to calculate output and employment multipliers for all the sectors of Czech economy and then calculates these values according to the process. In the end, there is a summary of the theoretical and practical findings described in all preceding chapters.
