Sokol, Petr ; Hnízdo, Bořivoj (advisor) ; Brunclík, Miloš (referee) ; Kouba, Karel (referee)
The thesis "Electoral Geography of Postcommunist Countries in Central and Eastern Europe" deals with the topic of electoral geography, which is a part of the political geography. The basic hypothesis of the paper is based on opinion that the postcommunist countries experienced the twenty years of development in the postcommunist period which made their electoral geography very similar to one in Western Europe. This hypothesis is proved by three different areas of electoral geography. The first part is composed by the analysis of the electoral geography of the founding elections in the 17 postcommunist countries (including the GDR). In the paper is proposed after the research of all 17 countries the categorization of founding elections on the basis of electoral geography. The second part examines the electoral geography of capitals. The research is focused on the size of the lectorate in the capital compare to the whole country, on the diverhgence of electoral results in the capital and in the whole state and on strength of the party families in capitals. Folowing these three areas is proposed the catehorisation of the postcommunist capitals into the five groups. The third part deals with variability of the electoral results inside the state.

Ježek, Jiří ; Říchová, Blanka (advisor) ; Brunclík, Miloš (referee)
Bachelor thesis "Speaker of the House of Commons" is developed as a case study of the important actor of the British political system and the highest authority of the UK's parliament - the Speaker of the House of Commons. In descriptive terms, the thesis is focused on speaker's competences and duties as well as on explanation of many specific aspects like speaker's impartiality. Impacts of reforms and historical precedents on a contemporary set-up of the speakership are examined in analytic terms. The work is extensive focused on speaker's election which is deeply connected with tradition and common law. The thesis continuously refers to empirical reality in order to explain how general rules are applied in practice. Last but not least, the work examined a collision between the office of MP (Member of the Parliament) and the office of the Speaker. The thesis is also focused on whether the Speaker can be recalled and what is speaker's political activity after leaving office. Due to lack of publications that comprehensively refer to this topic (not to mention Czech literature), fundamental aim of the bachelor thesis is to explain who the Speaker is.
Transformation of the Swedish foreign policy at the turn of the 1980s and 1990s
Vlček, Václav ; Brunclík, Miloš (advisor) ; Riegl, Martin (referee)
The bachelor thesis deals with the transformation of the Swedish foreign and security policy at the turn of 1980s and 1990s. The main object is to examine the impact of geopolitical changes upon the transformation and reveal new (especially internal) influences which are usually overlooked at the expense of the end of the Cold War. Furthermore, the thesis will concentrate on the Swedish neutrality and its development. The thesis is a case study. The theoretical concept is based on the foreign policy analysis. Several levels of analysis are distinguished - the external (systemic) and the internal (the public, social groups, the government, particular individuals). The levels are examined individually and different theoretical approaches are applied to them. Finally, new findings are merged. The approach to the neutrality is derived from international law and international relations. The thesis concludes that the main transformation of the foreign and security policy led to the Swedish accession to the EU and to the reassessment of the policy of the non- engagement. It was primarily caused by the end of the Cold War but there were also other important influences, for example the Swedish economic crisis, the new non-socialist government and the new prime minister Carl Bildt. On the other hand, the...

The second part of the thesis represents the practical side of the research. A creation of a data set is described by the variable selection with their operationalization and the data collection. The methodical content of the research and development of the data set operational environment are depicted. Appointing Jiří Rusnok's cabinet: an analysis of the rise of a presidential cabinet
Štěch, Daniel ; Brunclík, Miloš (advisor) ; Mlejnek, Josef (referee)
The thesis is concerned with the appointing government of Jiří Rusnok and with the analysis of formation of this presidential cabinet. The first part deals with the theoretical basics and it explains fundamental terms. In the second part, the way of creating caretaker government, with all its consequences, is displayed. The similarities and differences between former caretaker governments are compared. The thesis observes whether the steps that Miloš Zeman took have led to the shift from the parliamentary system to the semi-presidential system. According to the analysis, I draw a conclusion that it really happened. He enforced his Prime Minister without previous agreement with parliament parties, and he ignored the coalition that declared a parliament majority. The president did not take into consideration the customs that has been applied to date. Based on the legitimacy given him by direct election, he decided that his policy is the best for the country and his voters. Keywords Vote of confidence, Jiří Rusnok, Miloš Zeman, presidential cabinet, caretaker government, constitutional competence, constitutional practice.

The Democratic Transition of Czechoslovakia, the German Democratic Republic and their Successor States, with Particular Focus on the Geopolitical Framework after 1989
Holtschke, Eric ; Riegl, Martin (advisor) ; Brunclík, Miloš (referee)
(by Eric Holtschke) The end of the Cold War and thus the collapse of the Eastern Bloc was, in the words of Mary Farrell, "one of the late twentieth century's defining moments"1 : Communist rule in Central and Eastern Europe collapsed, opening up the road to democracy together with freedom of speech, freedom of thought and free elections, as well as free and independent movement of people. The end of the Cold War, which started as a direct result of the Second World War, came about by means of mass demonstrations, the first of which took place in Plauen (GDR) on 7 October 1989. Only a few months later, no-one could be sure how the world would develop. The so-called 'voice' was followed by 'exit' in the German Democratic Republic - and the Czechoslovakians were close to the events taking place in the embassy of the Federal Republic of Germany in Prague. The end of the autocratic system was followed by the process of democratisation, characterised by upheavals and the restructuring of political conditions. Free and independent elections marked the end of democratisation in both the German Democratic Republic and Czechoslovakia. The consolidation period was determined by the dissolution of both of the aforementioned countries, succeeded by 1) the absorption of the entirety of former East German...
New political parties from the point of view of the theory of institutionalization: the case of the Public Affairs
Stauber, Jakub ; Perottino, Michel (advisor) ; Brunclík, Miloš (referee)
This thesis examines the formation and stabilization of genuinely new political parties in the Czech Republic through the theory of institutionalization. In the theoretical part the theory of institutionalization, which serves as a basis for the analytical framework, is firstly introduced. Institutionalization is understood as a process that occurs in four dimensions and can be strengthened or weakened over time. There are mentioned main approaches to the classification of new political parties, focusing on category of genuinely new political parties in the following chapter. These parties come to party system as external actors, so they represent suitable cases for examining the impact of their electoral gains at the rate of institutionalization. The next section is dedicated to development of the Czech party system with regard to the increasing success of genuinely new political parties. For a detailed analysis of the examined phenomenon a case study of political party Public Affairs has been chosen, because it represents case of genuinely new party which has achieved a relevant position in the party system due to the first candidacy in the first-order election. Thus, organizational development of Public Affairs is described on the basis of pre-defined theoretical categories. Consequently, observed trends...
