Public Services in the Chosen Municipality
JIRKOVSKÁ, Eliška
In today's society, public services play a crucial role in the daily lives of citizens. These services provide basic infrastructure, care for citizens, and other essential needs necessary for the functioning of society. The ba-chelor's thesis focuses on four specific public services in selected municipalities: education, integrated rescue system units (especially volunteer firefighters), social services, and transportation services. The municipalities were chosen based on size and location to allow for comparison of the situation in the selected areas. The se-lected municipalities are Boršov nad Vltavou, Dubné, and Včelná. The practical part is conducted through a questionnaire survey aimed at obtaining data on the provided public services in these municipalities. Following the questionnaire survey, there is a phase of structured interviews with three mayors, during which the questi-ons and answers from the questionnaire are discussed, and specific issues regarding the selected public servi-ces in the municipalities are debated. The aim of the bachelor's thesis is to analyze the situation of selected public services in the chosen municipalities and compare it through a combination of questionnaire surveys and structured interviews with mayors. Furthermore, four hypotheses are formulated to achieve this goal. In conclusion, the hypotheses are either confirmed or refuted. The first hypothesis, that mayors of municipalities are currently addressing capacity issues in primary and nursery schools, is rather not confirmed. The second hypothesis, that if a municipality has established volunteer firefighters, they participate in organizing some events in the municipality, is confirmed. The third hypothesis, that mayors consider expanding social services in the municipality, is confirmed. The fourth hypothesis, that the transportation service is considered sufficient from the mayor's perspective, is rather confirmed.
Treating social media platforms as public utility: the case of the DSA package
Rybnikár, Jakub ; Špelda, Petr (advisor) ; Střítecký, Vít (referee)
Social media platforms have become deeply entrenched in contemporary social reality. For this, there has been a surge in scholarship investigating the numerous harms and risks such technoscientific artifacts pose to society. To tackle the risks, the European Union has put forward a set of policy initiatives and legislative proposals that ought to provide a comprehensive response to the increasingly fragile security environment. Despite recent efforts to take on this emerging security threat, there has been very little theoretical and empirical scholarship regarding the intersection between security, technology and law. One of the most intriguing, yet heavily understudied, areas of this intersection is the conceptual understanding of social media platforms. Based on recent insights from security, media and legal scholars, this thesis seeks to introduce a new agenda to the discipline of security studies by applying a novel concept, it being public utility, on social media platforms and thus producing crucial empirical evidence. Utilizing the multiple streams framework, the thesis performs a qualitative content analysis on the EU stakeholders' contributions to the European Commission consultation on the Digital Services Act package. The analysis of the selected texts reveals a significant overlap...

Popelka, Jakub ; Slepičková, Irena (advisor) ; Novotný, Jiří (referee) ; Ochrana, František (referee)
Title: Sport as a Public Service: Equity and Efficiency of Local Sport Facilities In the Czech Republic, clubs traditionally played a key role in providing sport facilities. In recent years, the role of local authorities in sport has strengthened. Hence, there have been changes in the management of sport facilities in the context of new trends in public administration and sport participation. The thesis analyzes and evaluates current modes of provision of public sport facilities as the consequence of these changes. The examined issue is narrowed down to the two theoretical concepts - sport equity and efficiency of sport facilities. These are perceived as a part of the performance of sport facilities (see Liu et al., 2009 or Kung and Taylor, 2010). The first part of the thesis aims to test the effect of different forms of management of sports facilities on the sport equity score in the framework of institutional analysis (Houlihan, 2005). On the basis of the original instrument for measuring of sport equity, the survey is carried out. The research sample (N = 193) is made up by the municipalities with extended powers, except for regional cities and Prague. The second part of the thesis has the character of an action research. The author evaluates the application of the NBS: Financial questionnaire...

Hankovský, Jakub ; Veselý, Arnošt (advisor) ; Hiekischová, Michaela (referee)
Thesis on the topic of the possibilities and limits of using the method of mystery shopping in the measurement of the public services quality is intended to introduce the method of mystery shopping and to evaluate the possibility of its use in the public services quality measurement through its application. Quality is a broad term which is associated with many definitions. Public services have many specifics compared to the private ones, dominated by the lack of profit and focus on meeting the public interest. Even the definition of quality and performance standards in the public sector differs from those in the private sector. Mystery shopping, which is heavily used in measuring the level of service quality in the private sector occurs rarely in the common practice of public services. The public sector is declaratively for several decades focused on the quality of its services. We can identify a clear commitment to achieving quality perceived from the perspective of actual customer which is represented by the approach of good governance, promoted by the UN, to the National Quality Policy and Strategy of national policy to quality strategy Smart administration. Strategy and objectives are accompanied by a number of methods to standardize, manage and measure the quality of public services, which are...
