Tactics and strategies of the opposition - obstructions as a political weapon

The thesis focuses on the phenomenon of obstruction in the Chamber of Deputies of the Parliament of the Czech Republic in the eighth and ninth electoral terms, which is specific to the exchange of political parties in the executive and opposition roles. Theoretically, the thesis is set in the themes of opposition and obstruction. For this, the literature is primarily based on Miroslav Novák's article Political Party Systems and Basic Models of Opposition, Michal Kubát's publication Political Opposition in Theory and Central European Practice, Jan Wintr's book Czech Parliamentary Culture, and the Rules of Procedure of the Lower House of Parliament, resp. its annotated version by Jindřiška Syllová and colleagues. During theoretical research, the author came across an insufficient interpretation of the term and therefore came up with her own definition. The author of the thesis set the research question: How does the obstruction strategy of political parties of the opposition differ? and attempts to answer it through qualitative research. The subject of analysis in the thesis are case studies of two state budget bills, namely for 2021 and 2024, for which all three legislative readings were examined. Different policies of the governing parties and the opposition on pension reform (government period 2021-2025)

The thesis focuses on the different policies of current government parties and the opposition regarding pension reform. The author extensively introduced the functioning of the pension system generally through three well-known schemes: the Beveridge and Bismarck models, the two-component scheme according to the Organization for Economic Cooperation and Development, and the three-pillar scheme. The three-pillar scheme is used by the author to define systems throughout the thesis. The author further presented the functioning of the pension system specifically within the Czech Republic, along with its development and a detailed analysis of changes made or planned by the current government under Petr Fiala. They also examined the functioning of pension systems in selected countries, specifically focusing on three European states: the Netherlands, Germany, and Sweden. The research involves comparing individual political parties based on codes defined by the author from data extracted from interviews with various political actors. The main finding of the thesis is the uncovering of differences in perspectives and approaches of the analyzed political parties to the issue of pension reform. Accounting Directives for Local Government Unit

This bachelor thesis deals with employee benefits provided in the state administration sector on the basis of an internal directive. The theoretical part introduces us to the basics of HR, motivation, the remuneration system, employee benefits and their accounting and tax aspects. Subsequently, we will take a look at the sources of financing, especially for personal costs in the public sector. The next part will be devoted to individual benefits provided in the investigated institution and a comparison with surrounding institutions of the same level. The last part is focused on recommending changes, for the specific municipal ofiice under investigation, based on the current situation, employee satisfaction, options according to the law.

In my bachelor thesis I focus on the communication between the municipality and the citizen which is solved by using modern information technologies in the frame of computerization of the government. I present already used news in this field and I try to find the optimal solution of the used and new technologies to bring effectiveness in the communication between the municipality and the citizen in my thesis.
Impact assessment of Act No. 254/2019 Coll., On Experts, Expert Offices and Expert Institutes

The final thesis deals with the issuance of Act No. 254/2020 Coll., On experts, expert offices and expert institutes. The aim is to analyze, describe and evaluate the impact of the law change on expert activities. The analysis took the form of a questionnaire survey addressing 1,002 experts. The evaluation of the results is processed using graphs, tables and free citations of experts. The thesis deals with the characteristics of individual provisions of the law, their negative effects and benefits. The output of the work is an analysis of the current situation. In the end, recommendations and proposals for measures are formulated.
INSTITUTIONAL ASPECTS OF EXPERT ACTIVITY

The thesis analyzes an expert in social (institutional) relations that constitute the organizational and institutional background of Forensic Expertise as part of forensic engineering. The work explains the terminology and definitions used, with the greatest attention is paid to the analysis of the conditions for the exercise of expert activities from different perspectives (in particular legal and economic). Is discussed in detail in particular the status of expert institutes, and in all contexts: both in terms of expertise and its guarantee, as well as in terms of responsibility processors appraisal institute. Further describes the work of existing associations and experts estimated their future development. An important part of the work is a comparison of the conditions for the exercise of expert activities (advantages and disadvantages) in selected European countries: Slovak Republic, England and Austria. Based on the findings in the final section are designed and justified by changes in the conditions and rules for the performance of expert activities and other related aspects.

The goal of the diploma thesis is to describe the issues of structural and regional policies of European Union in the Czech Republic and to create general knowledge about running of drawing financial resources from EU funds for a particular project from an applicant´s perspective. The theoretical part deals with the origins of European Union and formation of regional policy of EU. Afterwords it is focused on the formation of regional policy in the Czech Republic and the project cycle. In practical part the project cycle is applied on a particular project Enlargement of nursery schools in Jihlava – Nursery school Nad Plovárnou 5, Jihlava from setting the targets, applying for the grant and up to the realization of the project itself.

The thesis examines two phenomena, namely defence spending and the quality of governance. The selected countries in which these two phenomena are examined in this thesis are selected countries of different world organizations or geograph-ical regions. To fully understand the issue, a section of the thesis is devoted to the description of the selected regions and their evolution. Subsequently, the phenom-ena of governance quality are described, and their determinants are examined. Both phenomena and their development are studied separately and then their in-terdependence and connection is examined. The conclusion is devoted to an as-sessment of the connection between the two issues.
