This thesis first introduces the theoretical background of host care, social and legal protection of children, and theories about the identity of the child. The initial chapters will deal with the principles of social and legal protection of children and characterize the available forms of family care. The third chapter is devoted to host care itself; defines it and its purpose in detail describes the so-called "hard-to-place" groups, for whom foster care is especially appropriate. Reference is made to the non-profit organizations that provide foster care and the process of service delivery is described. This research investigates the experiences and opinions of people who grew up in children's home. Analysis of discussions and conversations brought out some unexpected findings. We obtain views on the possible overuse of host care and also gain an understanding of the lives of children living in children's homes.
The system of care for vulnerable children and amendment to the Act on Social and Legal Protection of Children in the reflection of key stakeholders

The thesis "System of care for vulnerable children and amendment to the Act on Social and Legal Protection of Children in the reflection of key stakeholders" deals with attitudes of actors involved in the issue of care for vulnerable children towards existing state of system of care for vulnerable children, pros and cons of its partial aspects, as perceived by actors from their point of view. Attention is also focused on the process of change that is sphere of care for vulnerable children currently undergoing in connection with the adoption of the amendment to the Act on Social and Legal Protection of Children, which entered into force on January 1st 2013. Based on the knowledge gained through expert interviews, opinions of actors are illustrated both of the comprehensive conception of the amendment, as well as of relation to its individual measures. The aim of the thesis is to present a coherent interpretation of perspectives that actors of different expertise hold with regard to the existing concept of policy and to the way it is modified by the new legislation and thus to find out what are the areas of conflict and consensus between their views and on the basis of that reveal the extent to which the form of amendment to the Act on Social and Legal Protection of Children is based on shared...
The Life Situation of Children Located in Klokánek

The Bachelor thesis is focused on life circumstances of children sent to Klokánek. This institution is a Fund of Endangered Children project which aims at providing children with transitional family care instead of institutional upbringing until they can return back to their parents or until permanent foster care is found for them. The theoretical part of the work is divided into 5 chapters. In the first chapter, the concepts of child and family are described. The second chapter deals with the concept of family, its role and function. The remediation of a family, its conditions and legislative framework are explained afterwards. Permanent foster care is described in the fourth chapter. The Fund of Endangered Children was chosen for the last chapter. The work makes use of qualitative type with questioning technique. A semi-structured interview carried out with social workers was used as a data collection technique. The principal objective of the research part of the work aimed at finding out the most common reasons for putting children into Klokánek and the possibilities of their return after the termination of their stay in that institution. In another chapter, the results of the research are presented and processed using descriptive statistics with charts. This part includes the particular statements of the social workers. The results show that the most frequent reason for admitting children to Klokánek is neglected care. It means ignoring basic life needs of children such as safety, love and acceptance. It also follows from the research that more than a half of the children keep staying at Klokánek. The following part of the work is a chapter called Discussion in which individual results are interpreted and compared with literature and a similar research.
Working with a vulnerable family in the Czech Republic

Miriam Kotrusová Ph.D. The year of presentation: 2012 Abstract This bachelor thesis deals with the work with socially vulnerable families in the Czech Republic. Experts agree that the system of care for vulnerable families in the Czech Republic is below the level of developed countries. The system is fragmented among several ministries, there is no uniform and enforceable standard of quality work with socially vulnerable families, there is no independent authority to oversee compliance with the Convention on the Rights of Child. Guarantor of help for socially vulnerable families is the state, but there is lack of social workers, who work intensively with the family. The result is the high number of children in institutional care. Experts prepare reform steps to streamline the system of care for socially vulnerable families in the Czech Republic - the numbers of children in institutional care should reduce by preventive programs and work with a family. The public sector should cooperate with nongovernmental organizations in working with socially vulnerable families, and together strive for redevelopment...
The specifics of the educational process for children in school facilities for institutional care

The topic of the thesis is problems of specifics of educational process by children in school facilities for institutional care. The thesis set a goal discover by observation difference between the educational process at ordinary basic school and the educational process at basic school by children's home. Within an educational process the author has been comparing both of types of schools. The theoretical part of thesis defines the educational process and specifics of education of children with behaving disorders. The qualitative research has used to achievement a goal. There have methods of observation and interview used in research. Knowledges and results of research can be exploited to improvement of quality of the educational process in practice.
Activities of the juvenile correction centre from the point of view of an officer in charge of youth at risk

The thesis focuses on the activity of an educational care centre as an institution which provides services for children who show negative signs in their behaviours and prone to develop behavioural disorders, as well as for their families. The centre also offers help to clients of a children and youth curator, whose role, as part of providing social and legal protection, is mentioned in the first chapter. In addition, attention is given to basic principles of a multidisciplinary cooperation and rehabilitation of a family. Another part describes the activity of the centre, an organisation providing preventive educational care for clients, and specific services of the centre. In the practical part the centre activity is portrayed by children and youth curators. The objective of the thesis is to evaluate the benefits of the educational care centre from the point of view of an OSPOD (a government body for social and legal protection of children) employee and asses what opportunities the centre offers when preventing institutional care and as part of rehabilitation of a family with a child who has behavioural issues.
Rehabilitation of family drug addicted parents

DUBOVÁ, T. Rehabilitation of family drug addicted parents. Key words: Abstinence - oriented treatment, Dependance syndrome, Dysfunctional family, Rehabilitation of family, Resocialization, Withdrawal syndrome This thesis addresses the issue of drug addiction and parenting. It focuses on society's view on drug addicted parents and briefly defines the concept of addiction. The core work is the rehabilitation of these families and its various forms. It describes the role of professional institutions that deal with protecting the interests of the child and work with drug addicted parents and contributes to the rehabilitation of the family. The work also includes specific aspects of women's drug addiction and the consequences of substance use during pregnancy on the child. At the end of the theoretical chapter is devoted to professional institutions and their programs to work with the family. The practical part of this thesis includes three case studies that describe families of drug addicted parents and the way their efforts to restore or maintain the family.
Case Conference And Its Use in Social Work with Family

The bachelor thesis called "Case Conference And Its Use in Social Work with Family". This method is included in methods of social work. This thesis is devided into two main parts. The first one is theoretical and the second one is the practical part. At the theoretical part is described the case conference as a means of social work. This chapter is devided into objectives, principles, benefits and a possible risk of case conference. A preparation phase and a process are also described at this part. The practical (empirical) part uses a qualitation research where there were carried out five interviews with social-legal protection children social workers working at Vysočina region. The main objective of the thesis is to answer the question how is the case coference evaluated by social workers at some insitutions at Vysočina region.
Non-Insurance Social Benefits as a Form of Support for Foster Families

Foster care is personal care for a child provided by a third person; it is one of the types of substitute family care that the Czech government funds, manages, brokers and monitors. The purpose of foster care is to provide a child with care in a natural family environment with nurturing relationships. Foster care provides material support for the child and reimbursement for those providing care for the child. The government accepted a legislative reform of foster care, effective January 1, 2013. Major changes included new provisions about the management of foster care services, and adjustment of the levels of government benefits for foster parents. The theoretical section includes a review of foster care characteristics presented in relevant legislation. The main purpose of this bachelor's thesis was to capture perspectives of foster parents on the government subsidies in the form of non-insurance social benefit. In addition, it aspired to clarify foster parents' opinions on the legislative changes of foster benefits. The empirical work was accomplished through a qualitative research strategy. Data were collected through semi-structured interviews. The collected data were analyzed through an open coding method. The sample of respondents was selected through purposive sampling from a foster parent register in the regional offices of the Úřad práce ČR in České Budějovice, including offices in Hluboká nad Vltavou and Zliv. The research findings showed that areas of family budgets that were affected by foster care are almost identical with areas, for which non-insurance social benefit are provided. These include expenditures for everyday needs of the foster child, but also increased housing and transportation costs that are part of the provision of foster care. Most of the respondents were satisfied with the level of foster care benefits. The responses, however, differed between the groups of temporary and long-term foster parents. These findings would warrant more attention to the legislative treatment of parental benefits for temporary foster parents and for those who receive a child from temporary foster care. Most of the respondents saw the changes in the level of foster benefits as good. The only exceptions are the perspectives on the level of compensation for caregiver and registered person respondents from both groups provided arguments for and against the set levels of compensation. It would be beneficial to treat foster care compensation as income from dependent employment. Currently, it is not clear for what purposes income from dependent employment is accepted. The findings could highlight additional needs to legislatively clarify and regulate practical issues that appeared after the implementation of the foster care reform.
Cooperation of Primary Schools and the Offices for Social-Legal Protection of Children

The bachelor thesis deals with cooperation between primary schools and authorities of social and legal protection of children. Social and legal protection of children is provided to children whose parents fail to fulfil the obligations defined in parental responsibility or fail to pursue or abuse the rights defined in parental responsibility. Social and legal protection is also provided to children leading immoral or shiftless way of life or regularly escaping from their parents. The general notification obligation assigns schools to notify local authorities of communities with wide competences of fact that indicate that a child requires social and legal protection. The goal of the thesis is to find out how a primary school cooperates with a children social-law care department in relation to social pathologic behaviour in primary school children. Two research questions were set to reach the goal. I tried to find out in what way cooperation between primary schools and authorities of social and legal protection of children is conducted and whether primary school teachers and social workers consider the cooperation efficient, by means of semi -structured interviews with primary school teachers and with social workers. The data obtained this way were analysed by the open data coding method. The cooperation is based on mutual transfer of information on pupils with problems, reports and written assessment of pupil's behaviour and school result. Social workers and primary school teachers meet at consultation meetings and also at disciplinary boards and case conferences. School teachers and social workers consider their cooperation effective. Certain problems however occur in their cooperation. To make the cooperation more effective two teachers propose more frequent updating of laws and applicable regulations with regard to current needs of children and legislation modification. Social workers propose establishment of a multidisciplinary team, an increase of the number of social workers and presence of a lawyer at the children social-law protection department, education in social and legal protection of children for primary school teachers, and an Internet forum. The results of the thesis may be used for making the cooperation more efficient and for prevention of risky behaviour among primary school children.
