The Social Housing Act through the lens of the Multiple Stream Framework
Dubišarová, Pavla ; Angelovská, Olga (advisor) ; Novotný, Vilém (referee)
The aim of this thesis is to describe and explain the process of advocacy of the Act on Social Housing in two different governmental periods, to find out the reasons for its failure and what strategies the actors used to promote their interests. The Act has been discussed in political discourse since 2007. During the government period of Bohuslav Sobotka, the agenda was pushed through and the substantive plan for the law was subsequently created. In the second government term of Andrej Babiš, work on the substantive plan was abandoned soon after the government was formed, and towards the end of the term there was an effort to push through the part dealing with the Act on Affordable Housing together with the Act on Public Benefit Housing Companies. In both periods, advocacy efforts were unsuccessful. Considering how complex and ambiguous the issue of the housing crisis and the actors involved in it are, I chose the Multiple Stream Framework for research. To analyse the policies, I used thematic analysis to examine secondary data such as public policy documents, strategic documents, expert studies and media outputs. The second type of data I used in my thesis were expert interviews. The results provide information on what strategies were used by the different actors, what were the main disagreements...
Housing concept in the European context
Neumann, Michal ; Vaňková, Lucie (referee) ; Krejza, Zdeněk (advisor)
The topic of the diploma thesis is a comparison of the housing policy of the Czech Republic with respect to other European countries. Due to the different economic, historical and political situations of the individual states and their geographical location, attention is focused on the neighboring states of the Czech Republic. The selected group of assessed states provides sufficiently diverse situations and approaches to housing policy, so that the effectiveness of individual measures that could be applied to the environment of the Czech Republic could be evaluated. In the theoretical part, the basic directions of housing policy and related principles characteristic of the housing market are presented, as well as an assessment of national and transnational circumstances contributing to the final form of housing policy. In the practical part, the situation of the housing policy and its instruments in a longer time horizon and the reaction to their reactions to unexpected transnational circumstances are evaluated. The result of the practical part is a statistically based evaluation of individual housing policies and their individual parts. The conclusion of the diploma thesis contains the author's commentary and suggestions for optimizing the elements of housing policy and defining the basic risks of housing policy in the Czech Republic.

Social Housing for People with Mental Disorder
ČERNÁ, Monika
The aim of the bachelor thesis was to describe social housing for people with mental disorders, especially in the city of Pilsen. In the practical part, the following research questions were answered: 1) What are the possibilities and specifics of social work with people with mental disorders? 2) What is the benefit of social housing from the point of view of clients with mental disorders? For the research, I chose a qualitative research strategy using the method of semi-structured interviews. The first part of the interviews took place with social workers of the City of Pilsen - Department of Affordable Housing and Social Inclusion, the second part of the interviews with tenants of social housing who have been diagnosed with a mental disorder. The research set was created by the method of intentional selection and subsequent data analysis was performed by the coding method. A total of fourteen semi-structured interviews were conducted, five with social workers and twelve with clients. The research part showed that all communication partners from the ranks of clients lived in precarious housing conditions before moving into a social apartment, all of them showed repeated moving, especially after substandard forms of housing. This situation often worsened their mental state, and most of them were regularly hospitalized in psychiatric hospitals. The most common reasons for the absence of long-term stable housing presented by communication partners were poor financial situation, mental health problems and poor social ties. After moving into a social apartment, all communication partners managed to keep housing with the support of a social worker free of rent, and almost all of them had a long-term health condition. They all live in a social apartment for more than one year. The bachelor's thesis can be beneficial for social workers who, in the exercise of their profession, meet people with mental disorders suffering from housing deprivation. It could also be an inspiration for municipalities considering the introduction of social housing.

The second part was implemented by semi-structured interview method. The data analysis was done by he method of coding. The research file was created by the method of intentional selection. The respondents were the applicants for social flat in the property of city of Pilsen, who visited The contact point for housing in the city of Pilsen within the period of the research. The amount of 19 semi-structured interviews were made. The research part showed, that the respondents live in uncertain housing conditions and this situation causes their unsatisfying mental state. Many of the respondents have long and repeated experience with searching for housing especially in the substandard form of housing. The main problems of respondents are unfavorable financial situation, high housing costs and loneliness. The research identified spheres that should be regarded within the evaluation of the housing situation of the applicant: housing situation, financial situation, health condition, self-sufficiency and social relations. The results of the research can be beneficial for social workers who, in the performance of their activities, meet older people living in precarious or in unsatisfactory housing conditions.
