Security of an Electronic Voting System

Electronic elections, also known as i-voting might help in removing the crisis in our democracy, which is reflected in non-cooperation in the opportunity of expressing their opinions during direct elections. A reasonable set up of information and communication technologies in technical and financial terms could help that elections would be attended by more voters. The implementation of electronic elections could achieve that the way of governance in the democratic republic will be truly represented by the view of the vast majority of people who are authorized to elect. The introduction of the i-voting system could be efficient from the financial point of view. This electoral process could reduce the risk of human error as well as the risk of manipulation of votes since most of the processes would be automated. Thesis proposes a definition of the basic requirements for an ideal i-voting system which compares the requirements for ensuring the safety of two previously proposed electronic electoral systems. Thanks to a deeper analysis of these two systems the thesis also describes the imperfection in safety and it raises the possibility of basic attacks on components and systems properties due to imperfections in security.

Automation that is brought by i-voting process could mean reducing the risk of human error and also the risk of votes manipulation. On the other hand, the introduction of i-voting means the rise of new risks and vulnerabilities, which could attacker exploit to breach the security i-voting process. Thesis analyzes the Estonian electronic election system and system SERVE in terms of infrastructure and functionality of their components, identifies and suggests the basic possibilities of attacks on these systems. A special section is devoted to the electronic election system in Norway, where the cryptographic theory, which is the base for this system, was reviewed and the evidence that proofs the safety of this system was designed. This thesis first defines social procedures. These are studied and analyzed by social soft- ware, an emerging interdisciplinary field. This thesis will focus on a prominent social procedure, the coalition bargaining and coalition formation. Basic definition and overview of the coalition theory are introduced. Last chapter will concentrate on Bram's model of the coalition formation and his definition of the stable coalition. - Elections to Municipal Councils in the Czech Republic The topic of my Master'degree thesis are the elections to municipal councils in the Czech Republic. I chose this topic mainly because these elections receive considerably less attention of professional literature and the media than other kinds of elections, particularly the elections to the Chamber of Deputies. It is so, although the decisions made by the municipal councils often have the biggest impact on the lives of ordinary people. Also this year, there were some interesting cases related to the elections to municipal councils that the Constitutional Court had to decide and that only made my interest greater. The aim of this thesis is to give a complex description of the legislation concerning the elections to municipal councils, to try to give some evaluation of this legislation and to suggest some possible changes to this legislation. This thesis consists of introduction, eight chapters and conclusion and its structure is essentially based on the structure of the Act No. 491/2001 Sb., on Elections to Representative Bodies of Municipalities and on Amendments to Certain Other Laws as amended. Local referendum in the Czech Republic

The diploma paper represents a contribution to the research of direct democracy in the Czech Republic, specifically it deals with the most used form of direct citizen participation in governance, local referendum. The paper is mainly empirical - it shows an experience of ten European countries with local referendum as well as the legislative framework and the definition of this instrument in the Czech Republic. The centre point of the whole thesis lies in the real practice and the experience of Czech municipalities with local direct democracy. The data used in this paper come up from research which aimed to collect information on all local referendums in the Czech Republic since 1990. Although this aim has not been fully accomplished, the data allow to study the practice of Czech local referendums. Local referendums are divided into several groups (categories of territorial changes, the environment, issues of internal governance of the municipality and others) within which are further analysed. The aim of the paper is to verify the hypothesis that seeks a relationship among the size of the municipality, subject of voting, quorum and voter turnout. The paper also focuses on the factors that have got fundamental impact on the final result of referendum.
Electronic democracy and its potential in the Czech Republic

The diploma thesis examines new phenomena of electronic democracy which is becoming more popular with the internet expansion. The thesis summarizes existing research in the field of electronic democracy from a view of forms that could be or are taken. The aim of this summarization is to show that new transformational changes affecting our society do not automatically implicate a shift towards direct democracy. Using theoretical summarization a state of the art of electronic democracy in the Czech Republic is described. Importance is given to an analysis of contemporary evolving tools and initiatives which were developed from two directions - top-down and a bottom up. A part of this analysis is an assessment of important factors that are stimulating a development of electronic participation - freedom of information right, internet penetration and computer literacy.

HOW THE MEMBERS OF PARLIAMENT ARE GETTING GREEN? Factors Influencing Environmental Policy. Jan Skalík Abstract In the new millennium the Chamber of Deputies has been significantly less supportive towards environmental protection than it was in the 1990s. It has been proved by the analysis of 156 votes concerning the environment in the period 1994 - 2010. Unequivocally, the strongest and the most influential factor in terms of the impact on the other characteristics and the environmental benefits is to which Parliamentary Club the deputy belongs. From the comparison of voting patterns of the Green Party (SZ) and Civic Democratic Party (ODS) it is possible to demonstrate why the environmental legislation is supported mostly by women and MPs from Moravian districts. Generally it could be said that growing political success in the parliamentary right-wing parties is linked to less favourable voting for the environment. However, among centrist and left wing parties this is different: proenvironmental voting is connected to success in the Chamber. MPs who vote pro- environmentally are often older and were elected to the Chamber earlier. Wireless Voting System Based on IEEE 802.15.4/Zigbee

In the work, a detail description of the wireless IEEE 802.15.4/ZigBee protocol is presented along with the architectural design of the wireless voting system based on the mentioned technology. The voting system proposed in the work is based on the Freescale's 1321xNSK development kit. The problems related to the design and implementation of the system by means of the kit as well as the problems related to the record-management scheme using the application server, the data backup method and web-export functions including the views are described in the work. At the end of the work, the proposed system is analyzed from several points of view and its main characteristics are summarized.
The meaning of Alfred Radok´s award and asses the activities of the Alfred Radok´s foundation

The Master thesis discusses the origin, development and termination of Alfred Radok's foundation. Furthermore the thesis deals with Alfred Radok's award endowment fund, which was focusing on the presentation of Alfred Radok's award. The aim of this thesis is to assess the activities of the foundation and of the endowment fund with a special focus on issues Alfred Radok's awards ceremony during its 23-year's operation. A great benefit of the thesis is information which is not going to be accessible anymore due to the end of Alfred Radok's awards. Alfred Radok's awards were composed of two parts. First part was an anonymous dramatic competition which awards the best script of an original Czech theatre play. And the second part was awarding of a production categories. Results of the production categories were based on a theatre critic's survey. The aim was to find out how are the critics and publicists satisfied with this survey. The method of the research was qualitative investigation based on semi-structured interviews. In conclusion, the data was evaluated and interpreted.
