Problematics of foster care provided by relatives

This bachelor thesis is concentrated on the foster care provided by grandparents. This type of foster care has its own specificities, which are introduced in this thesis. It describes the historical development of foster care, the process of formation and progress and further represents the foster care provided by substitute family care given by relatives aimed at grandparents. It also characterizes the role of social worker of social and legal protection of children (OSPOD) and social worker of accompanying organization. The aim of the thesis is to present the issues of foster care provided by grandparents in a specific way which would provide a brief and comprehensive overview of the specificities of the foster care primarily focused on grandparents. The thesis is supplemented by practical examples.
Motivation and needs of foster parents

This bachelor thesis deals with foster parents from the point of their motivation and their needs. The beginning of the thesis introduces foster care as a substitute form of parental care and necessary legislative support together with theoretical findings. The next part of the thesis focuses on brief explanation of the term motivation and its connection with foster care. Additionally, the importance of needs is explained. After the introduction of these theoretical findings, the qualitative research in form of semi structured conversations with five foster parents has been made. Thanks to the research results, both research questions has been answered. The first one deals with the motivation of becoming a foster parent and the other one considers which new needs a foster care brings. In conclusion, as major factors in foster care proved to be the help for the children and less often the family extension or financial reward. From the accompanying organizations, it is suitable to pay more attention to foster parents' needs. This recommendation is an important outcome of the bachelor thesis.
Experience of accompanying organisations by the realisation of agreements about the foster care.

The Bachelor thesis focuses on social workers in accompanying organizations and their opinions on The Agreements on the performance of foster care and on the Quality standards based on Act no. 359/1999 Coll., on socio-legal child protection (SLP), as amended. The thesis has two main sections, a theoretical section and a practical one. The first section deals with family; its functions and existing forms of substitute family care in the Czech Republic. The next part of the theoretical section names and describes various forms of substitute family care and devotes a special chapter to the case of foster care. The following part focuses on the process of the foster care mediation. The theoretical part also includes The Agreements on the performance of foster care and deals with SLP Quality standards. The second practical section describes empirical research that analyses experience of charged persons and OSPOD (Authority for social and legal protection of children) with the performance of activities related to accompaniment of the foster families. The goal of the research is to unravel factors which contribute to the successful fulfilment of The Agreements on the performance of foster care and to analyse how the SLP Quality standards affect the performance of the foster care. The empirical research relied on three research questions: 1. What aspects of the foster families accompaniment contribute to the optimal/successful fulfilment of The Agreements on the performance of foster care in the case of charged persons and in the case of OSPOD? 2. What are the advantages and disadvantages of entering into The Agreements on the performance of foster care with charged persons and with OSPOD? 3. What is the opinion of charged persons on the SLP Quality standards and how do these standards, according to their opinion, affect the performance of The Agreement on the performance of foster care? The practical part applied the tools of qualitative research. The data gathering relied on semi-structured interviewing. The research sample included seven respondents: five social workers and two adult care providers from South of the Czech Republic. The results of the qualitative analysis show that the amendment of the act had a number of positive outcomes in the area of the SLP. Both social workers and adult care providers agree that the amendment of the act improved and broadened the access to the foster care and increased public awareness about the foster care. The introduction of the compulsory Agreement on the performance of foster care led to the establishment of new organizations that focus on the accompaniment of foster families. Furthermore, according to social workers, the fact that due to the introduction of The Agreement on the performance of foster care all foster parents now have the same legal rights and obligations is a considerable contribution. All key workers agreed on the crucial importance of the SLP Quality standards. However, they also suggested that there are numerous issues that still need be improved.
Child with disabilities in foster care

Abstract UHLÍŘOVÁ, Markéta. 'Child with Disabilities in Foster Care'. Prague : Faculty of Arts, Charles University in Prague, 2011. 140 pp. Graduation Thesis. In the opening chapters of the thesis entitled 'Child with Disabilities in Foster Care' are defined basic concepts relating to disability issues and there are also outlined options of care for a child with disabilities and their families. More text in detail deals with foster care, defines the essential functions of the family and describes various forms of foster care, which are applied to provide care for orphaned children socially in the Czech Republic. The main part of work deals with foster care, its history and particular types, given the current state of implementation of foster care in the Czech republic and discusses the process of mediation foster care with regard to the child with disabilities. The survey based on analysis of interviews with the famaliare experience, that has accumulated during their life foster-mothers, who take care to children with disabilities. The work is concluded by an evaluation of lessons learned and outlining ways on how to use them for those, who think about implement of the foster care and they would be willing to accept a child with disabilities.
International standards Quality for Children in the practice of the social and legal protection of children in the Czech republic

Master's Degree Thesis. The object of this work is to identify the weaknesses of the current system of the alternative care by comparing casuistry with the standards of quality. I use casuistry of the current or former clients of foster care. In the first part I put the topic of social and legal protection of children into context of international and constitutional documents. There is also a chapter about the Standars Quality4Children. Then I focus on the situation in the Czech republic. I start with the descripction of the current system and finish with the process of transformation of the system of care for children at risk. The Position of Profesional Foster-mather in The SOS Children's Villages

This dissertation deals with the position of foster-mother in SOS children's villages. The first part focuses on the legislative background of the operation of these facilities for foster care in the context of the development organization SOS Children's Villages in the Czech Republic and the international organization SOS Kinderdorf International. It discusses the problem of Czech SOS Children's Villages, when foster-mother is responsible for the child entrusted to foster care, which is the difference from the Czech villages than villages in the other countries. The second part analyzes the role of the SOS foster-mother. It offers a reflection on the meaning of the concept of the archetypal mother and changes of maternal role. The dissertation maps a question of motivation and readiness for fostering.Step by step are described SOS foster-mothers's career stages and are development cycles of SOS families. The Options of the Non-Govermental Organizations in the Substitutional Family Care

This thesis "The Options of the Non-Governmental Organizations in the Substitutional Family Care" deals with the description of the roles, functions and options of the non-governmental organizations in the field of the substitutional family care. First objective is to create a list of these organizations. Next objective is a description of the subtitutional family care system as well as a description of the roles and options of the nonprofit sector in this field from the non- governmental organization's employees point of view. This description is based on the analysis of interviews with these employees as well as the employees of the governmental organizations from this field. This thesis also focuses on the collaboration in the substitutional family care system. The last part offers a summary of the outcomes and some recommendations for the improvement of children at risk assessment system.
Specific needs of children in foster family as a consequence of early trauma

This thesis deals with a topic of specific needs of early traumatised children living in a foster family. The theoretical part is divided into five chapters. The first chapter describes foster care as a part of Czech system of care about children in need. The second chapter deals with the psychological development in early childhood. The third chapter applies itself to early trauma and its causes. The fourth chapter is focused on consequences of early trauma and resulting specific needs of children. The fifth chapter is devoted to the possibilities of working with early traumatised children in a foster family. The following practical part consists of three segments. The first one has a form of research among foster parents. It is focused on specific needs of children and also a need of support, which should be given to foster families. The second section presents the research survey among non-profit organisations that deal with direct support for foster families. It examines their experience with a topic of early trauma. The third section presents a unique project of one Czech organisation, which is focused on the transition of child from institutional care to family environment.

BLÁHOVÁ, J. The Most Frequent Causes of Failure of Foster Care in the Czech Republic 15 Years ago and Today. Prague: Philosophical Faculty of Charles University in Prague, 2012, 114 pp. Diploma Thesis. The aim of my diploma thesis was to map the main cause which take part in premature end of foster care in our country. I have recorded this problematic since the year 1996 up to now. I have focused on definition and forms of foster care. Further on the process of its arrangement and the starting conditions which have an influence on foster care. I have introduced and compared the results of two big Czech studies which were devoted in this topic and were published in the interval of 15 years. Besides the failure cause of foster care on the foster parents side and children entrusted into a foster care and the system of alternative family care I have also focused on factors which contributes to its success on the other hand. In the practical part I have tried to get more deeply into the cause of foster care failure from the view of social workers from OSPOD.
