Public service of Czechoslovakia in 1918-1989

The bachelor degree thesis deals with the history of public administration on the territory of Czechoslovakia in 1918-1989. The objective of the thesis is to describe individual periods in the development of public administration and to mutually compare them. In relation to historical circumstances the thesis is divided into the following parts: the First Czechoslovak Republic, the Second Czechoslovak Republic, Protectorate of Bohemia and Moravia, postwar years (1945-1948) and the communist period structured based on periods of validity of individual Czechoslovak constitutions (1948-1960, 1960-1968 and 1968-1989). Each chapter is further divided into shorter subchapters that e.g. split the periods into shorter sections and deal with public administration in individual parts of the country or with specific fields of administration. The thesis also contains maps documenting territorial division of Czechoslovakia in the individual periods.

This bachelor thesis is concerned with employee motivation -- very important part of human resources management. It is primary focused on motivation of civil servants. The theoretical part explains concepts of motivation and stimulation, chosen theories of motivation, basic principles of motivation and also the definition of the Civil Service and its specifics. The practical part is focused on obtained knowledge application and interpretation of survey results. The goal of this thesis is to find out how the Military Office of Social Security's employees are motivated and suggest solutions of motivation problems.
Reform of state administration and local government after 1989

Bachelor's thesis describes the "reform of the state and local governments since 1989``. Work is conceived as a basic summary of the issue. Work could function as a teaching material in the chapters of the course of administrative law or in the course of public administration organizations. Work is designed for those who are interested in the issue and want to get closer to her. Candidates should better understand the steps associated with the reform of public administration in the Czech Republic should be able to describe the basic features of the reform and should be able to assess the functioning of public administration in our country today. The work is divided into three main chapters. The first chapter deals with the history and functioning of public administration in the Czech lands since 1918, the most basic moments of reforms and the functioning of public administration in the past. This work describes the various laws related to developments and changes in public administration, the essential elements of some of our State Department that were issued since 1918. The most important part of the thesis is public administration reform, which began preparing in 1989 after the fall of the communist regime. The introduction will be brought back elements of administrative reforms and the steps of caretaker governments. The reform will be divided into two phases and will be recognized basic moments. Will highlight the emergence of regional, district offices and the cancellation of the transfer of competencies to municipalities with extended powers to the regions or other organs. Conclusion of the chapter will include the current state of governance in our country, described the government as well as two levels of local government operating in the Czech Republic - municipalities and counties. The last chapter is devoted to the South Bohemian Region. This section will describe the objectives and composition of elected regional authorities - council and council and regional elections, which took place in 2000, 2004 and 2008. From their results based on the composition of regional institutions.
Cooperation of the public administration and the self administration with non-profit organizations working with children and youth in their free time in the Tábor region

My thesis is aimed at ``Cooperation of the public and local administration with non-profit organizations involved in free-time activities of children and young people in Tábor region``. The theoretical part clarifies the terms public administration, local administration, non-profit organizations and provides further related information. The practical part describes the aims of the thesis, research methods and the results themselves. The aim of the research was to summarize cooperation of the public and local administration with non-profit organizations involved in free-time activities of children and young people in Tábor region, to find out mutual expectation of the public and local administration with non-profit organizations involved in free-time activities of children and young people in Tábor region and to propose further possible ways of cooperation of public and local administration with non-profit organizations involved in free-time activities of children and young people in Tábor region. I chose qualitative type of research, questioning method and semi controlled dialogue for implementation of the research. The research results have shown that the ways of cooperation of the public administration and local administration with non-profit organizations involved in free-time activities of children and young people in Tábor region differ, however they have mostly financial character.
Human resources management in state public enterprise and state administration

This diploma thesis deals with chosen views of human resources management in present state administration and state public enterprise. It is focusing principally on current system that plans needs of employees, their recruitment, adaptation process of new received employees and the Czech Post Office education in České Budějovice. The research via questionnaire was used as the fundamental method for gaining required information of human resources management. Data were analyzed separately for each organization. The further information were gained by the interview, which was not standardized, with the human resources manager of the Czech Post Office. The principal aim was an analysis of procedures and methods of personal work. Further it was investigated how the personal politics operates within the Czech Post Office and Municipal Office nowadays. The next theme was the position of human resources management in our society. Finally there is a proposal for conditions enhancement within some activities of state public enterprise and state administration.
The assessment of an impact of the quality management system on his effectivity in state administration

The companies and organizations should take care about the control of quality. That´s why they boot quality into their systems of management. An implementation of such approaches presents the chance to directly benefit from the experiences gathered in the implementation in private sector. Main goal of this diploma work is the analysis of the systems of quality management in public administration. It treats with the assessment of an impact of quality management system on his effectivity in state administration. First chapter extends the knowledge of the systems of quality. This part talks about specific demands for quality management system used in public sector. The knowledge from first part was used in next chapter for analysis of the situation in selected organization. To review the impact of system, The municipal authority in Vsetin as a representative of transferred state administration, and Czech statistical office as a representative of central state administration were choosed. System of quality management applicated in these two examples was analysed.

The aim of this thesis is the analysis of the budgets of government organizations within the city of Lišov, primarily in the field of human resources focusing on employee benefits and motivation. The theoretical part deals with application of related laws in the Czech Republic. The practical part is focused on a specific organization, here in the city of Lišov and it´s established municipalities, the partnership between municipalities with extended powers and the possible optimization of the procedures within this organization.
Comparison of Personnel Management in Public Administration

Analysis of personnel management in public administration is main goal of my bachelor's work. Attention is paid to evaluation of personnel management in self-government office and in state-government office. Research is based on analysis of papers, empirical and questionnaire research in access to personnel management in state-government offices and self-governemnt offices. Data are compared between each other. There is an emphasis on selection procedures, compensation of clerks, controlling of wages, evaluating of employees and education. Conclusions, advantages and disadvantages are deduced from collected data.
Quality management in systems integration projects in public sector

Quality management is a general subject based on the principles of achieving customer satisfaction in a maximum possible way when providing services or delivering a product. The field of quality management is regulated by legislation and standards perceived as a common best practice. In this thesis a reader can find a basic list of those normative acts and standards, applied to the principles of project management, specifically in projects focused on integration of information systems in public sector. The introduced principles of quality management are complemented by author's comments based on his personal experience in participation in such projects and include an evaluation of their advantages and disadvantages and applicability in use. In a next part of this thesis the author introduces common issues related to project management in public sector and suggests solutions to these problems by applying the principles of quality management in projects.
