Change of the Presidency's Role after the Lisbon Treaty on the example of Spain and Belgium

The Lisbon Treaty has made significant changes to the institutional functioning of the whole system of the European Union. Most notably, it has constituted a non-rotating long-term Presidency for the European Council and Foreign Affairs Council. Before the Lisbon Treaty, the Member State of the European Union presided over all Council constellations, including the European Council, for a six-month term. These changes certainly contributed to the solution of some issues (for instance continuity issues), on the other hand these changes affected in some ways the performance of the rotating Presidency. I focus on these changes to the institutional form of the Presidency and on the effects these changes had on the Presidency's performance in its functions, namely the negotiation and external representation. I draw on the experience of the first two post-Lisbon Presidencies, Spanish and Belgian one. My aim is to examine the changing role of the Presidency in these functions. Europeanization of the Czech Foreign policy and the impact of the Presidency in the Council of the EU: The case of the Israeli-Palestinian conflict

This diploma thesis applies the theoretical concept of Europeanization on a research of the Czech foreign policy and its changes in relation to the presidency of the EU Council. As a case study, it analyses different Czech and EU's positions towards the Israeli-Palestinian conflict and then by comparison of both levels it determines the misfit between Czech and the EU's policies in the mentioned agenda. From historical point of view and from contemporary perspective as well, the Czech Republic is famous for very pro-Israeli attitudes. On the other hand, the EU is significantly focused on supporting of the Palestinians and building the Palestinian state. The research is divided into three periods: before the Czech Presidency of the EU in the years 2004-2008, during the Czech Presidency and then after the presidency until the end of 2010. The aim of the research is to evaluate changes of the misfit between the Czech domestic attitudes and the EU's positions by the example of the Israeli-Palestinian conflict's issues and then to find out whether the Czech foreign policy has been europeanized during the studied period. Bachelor's thesis Nicolas Sarkozy's reflection in the news of ČTK in a period of Czech European Union Presidency pursues French president Nicolas Sarkozy's activities in a period of Czech Presidency from 1st January to 30th June 2009. The Czech Republic was the second post-communist country after Slovenia which was the leader of the European Union so our Presidency received much interest. At the beginning, the Czech Republic as well as its Presidency was in a shadow of France which led the European Union before and its President Nicolas Sarkozy whose Presidency was very ambitious and dynamic. The aim of this thesis was to find out, how the news corresponded with Sarkozy's qualitites. Whether the news corresponded and Nicolas Sarkozy was really portrayed as the hyperactive and tireless politician, or his picture was the different, and the news of ČTK did not correspond with his characteristic properties. The second part of the thesis was a quantitative analysis of all news which in the text news of ČTK about Nicolas Sarkozy issued in the pursued period, and the detailed analysis of their metadata. These are always for clarity put and summarized in the tables. In some cases, I used graphs for better visibility. More detailed graphs of the quantity of news issued for each month are listed in the annexe.

Hlavním cílem studie je představit způsob zapojení čtyř národních parlamentů do projednávání agendy Evropské unie a jejich participace na přípravách a realizaci předsednictví dotyčných zemí v Radě EU. Práce si také klade za cíl poukázat na možnosti zapojení národních parlamentů do rozhodovacích postupů Evropské unie a také na rostoucí možnosti parlamentní diplomacie a zapojování parlamentů do mezinárodněpolitických otázek. Pro naši studii jsme vybrali čtyři země, resp. národní parlamenty (Finsko, Itálie, Nizozemsko, Rakousko), které vykonávaly předsednictví v posledních letech (popř. se na předsednictví aktivně připravují - Finsko). S výjimkou Itálie se jedná o členské státy se srovnatelnou velikostí s ČR a zkušenosti jejich národních parlamentů poskytují vhodnou inspiraci pro zapojení českého parlamentu do předsednictví v Radě EU. Poslední část studie se věnuje současnému zapojení Parlamentu České republiky, s důrazem na Poslaneckou sněmovnu, do projednávání agendy Evropské unie a možnostem zapojení českého parlamentu do předsednictví ČR v EU.

Swedish presidencies of the Council of the European Union

This bachelor thesis compares two Swedish presidencies of the Council of the European Union. The first part focuses on the analysis of them. It mentions priorities, objectives and implemented measures. The next section evaluates the overall success of both presidencies from the perspective of authors, who were concerned with this topic and also explains the reasons behind the achievements or failures. The core of the thesis is the comparison of the analysed presidency periods. The attention is focused on the differences in the attitude to the institute of presidency, in priorities and in approach to them. Reasons of the differences are explained as well. At the same time, the thesis shows, which options a medium-sized Eurosceptic country in charge of the European Union has.
German presidency of the Council of the European Union

The Bachelor thesis deals with German presidency of the Council of the European Union after the end of the Cold War. The aim is to characterize the development of German European policy during this period and to determine the role of the institute of presidency for its largest member. The first chapter defines the EU from various theoretical approaches, especially from the perspective of realism and idealism. It also characterizes the formation, functions and objectives of the institute of presidency and discusses the issue of position of large and smaller states. The second chapter describes the objectives, progress and results of all three of the German presidencies (1994, 1999 and 2007), based on which is in the third chapter carried out their comparison and analysis of German European policy changes. In the last chapter, I evaluate and analyze the role of Germany in the EU Council and on that basis I propose some steps that Germany could take in the next presidency. The author concludes that a big state like Germany is able (unlike smaller states) to advance it's own interests also without the institute of EU presidency, but even so, this institution represents for this big state an important instrument for promoting various policies.

The aim of this bachelor thesis is to compare the Czech and Belgian Presidency of the European Union, especially the preparation, course and results, including factors which could have affected these two Presidencies. The first part of this thesis is theoretical and describes the basic institutional system of European Union, rotating presidency system and changes caused by Lisbon Treaty. This part also contains a chapter concerning initial situation of these countries (brief geographic characteristics, political system and position in the European Union). The second part deals directly with the Czech and Belgian Presidency. It mentions their preparation, course, results and assessment to analyse and compare their differences and common features. French written summary and French-Czech glossary are included.

The aim of this bachelor thesis is to compare the performance of the Czech Presidency and the Spanish Presidency. Furthermore, to evaluate the preparations, processes and results of both countries, while taking into account factors that could have affected the performance of this function by these two states. The thesis is divided into four parts; The first is more interpretative and describes the European institutions affecting the performance of the Presidency, the historical development of Presidency and it's general characteristics. The second and third sections comprise of the preparations and processes of the Spanish and Czech Presidency. The Fourth part contains comparisons and analysis where both states have been compared through a general aspect at first, then followed by comparisons in their processes and results. The work includes the résumé in Spanish as well as a Spanish-Czech glossary.

The Position of the Czech Republic in the European Union
