KURDISH MUNICIPALITIES IN TURKEY (1999-2013) Case Study of Sur Municipality Abstract This Master's thesis focuses on the institutionalization of the Kurdish movement through municipalities in the Kurdish region from the late 90s. The framework is a Kurdish municipality, Sur, in the city of Diyarbakır, where the Kurdish movement is well organized. My argument is by taking part in the legal political system, Kurdish activists accessed resources that allowed them to expand their repertoire of contention and to create a counter-power through institutions. Becoming a institutional power gives Kurdish activists the opportunity to impose thein standards and practices. However, having become a norm-making powers, Kurdish municipalities' pathes cross those of other normalizing powers. Beginning with the study of the Kurdish population and identity in Turkey, this master's thesis analyzes the state-society relations in the Kurdish region of Turkey. Afterwards, in the framework of our case study, the thesis then identifies the change of Kurdish movement through the Sur municipality and the new Kurdish institutions emerging in the Kurdish region. Elected representatives in municipal elections (case study of Kolín district)

Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. Issues in education of officials of territorial self-governing units in Ostrava

This diploma thesis deals with the education of officials of public administration on the level of territorial self-government. The aim of this diploma thesis is to evaluate a system of education of officials of territorial self-governing units on example of a particular town district authority in Ostrava, to identify problematic spheres and to propose the possibilities of their solution. After introductory determination of the problem in the beginning of the thesis there are theoretical solutions stated and there are contemporary trends of development in education of officials in Europe outlined. Afterwards there is an origin of contemporary system of education of officials of territorial self-governing units in the Czech Republic described in the context of reform of public administration which is followed by the determination of legislative framework, by organisation of education and by overview of participants engaged in this sphere. Diploma thesis deals with local polity, politics and policies in the Nordic countries. The main aim of this thesis is to study local polity, politics and policies in the Nordic countries and then identify what are the most important common features of these countries and the most significant differences between them. The first chapter deals with known theoretical approaches to distinctions between local government systems. This chapter presents some typologies of local government systems. Another four chapters are dedicated to local politics in the Nordic countries. The second chapter is focused on Sweden. The third chapter deals with Denmark. The fourth chapter is focused on Norway, while the fifth chapter on Iceland. The each of these four chapters is split into several subchapters, which are focused especially on competencies, tasks and duties of municipalities, structure and functioning of municipal institutions, forms of intermunicipal cooperation, number and size of municipalities, structure of municipal earnings and expenditures and other financing matters, electoral and party systems at local level, neighborhood councils, user democracy and free commune experiments. Municipal interest articulation in the Czech Republic. The case of Central Bohemian Region

This diploma thesis aims to provide an overview of strategies that are implemented by municipalities in the Central Bohemian region to articulate their interests. As a part of this work, a theoretical framework of interest articulation is covered, including models of direct form, indirect form and semi-direct form of interest articulation. Subject of the research is a sample of 14 municipalities in the Central Bohemian region. The results are based on semi- strucutred interveiws and provide with an overview of specific purposes and respective strategies of the municipalities according to a selected model (direct, indirect and semi-direct) of interest articulation.

Title: Sport as a Public Service: Equity and Efficiency of Local Sport Facilities In the Czech Republic, clubs traditionally played a key role in providing sport facilities. In recent years, the role of local authorities in sport has strengthened. Hence, there have been changes in the management of sport facilities in the context of new trends in public administration and sport participation. The thesis analyzes and evaluates current modes of provision of public sport facilities as the consequence of these changes. The examined issue is narrowed down to the two theoretical concepts - sport equity and efficiency of sport facilities. These are perceived as a part of the performance of sport facilities (see Liu et al., 2009 or Kung and Taylor, 2010). The first part of the thesis aims to test the effect of different forms of management of sports facilities on the sport equity score in the framework of institutional analysis (Houlihan, 2005). On the basis of the original instrument for measuring of sport equity, the survey is carried out. Appreciation in Municipal Property over Time

The aim of thesis "Appreciation in municipal property over time" is the selection of the most suitable variant of financing the investment project. The project solves the reconstruction of the existing unused House of Services at the Community House of Seniors. The theoretical part of the thesis deals with the functioning of public administration and territorial self-government, public and mixed goods. Municipal budget and revenues of territorial budgets. Furthermore, project funding, grant titles and project preparation and implementation are mentioned. The practical part deals with ways of financing an investment project using bank products, where the use of state subsidy is also used. The calculations take into account income from regulated and market rents. Variants are compared to find the most appropriate funding option for this project.

This diploma thesis deals with the Czech Pirate Party participation on the Czech political scene. It focuses on the formation of the party and its programme, achievements in the past elections and the preparations for the upcoming elections. It analyses the 2014 municipal council election, which happened to be the most successful election for the Czech Pirate Party in terms of elected representatives. It defines the municipal authorities in accordance with the relevant law. It focuses on the principle of the local election, its system, electoral method and the rules for the candidate parties. It introduces local coalition typology and also analyses the type of coalition in selected municipalities. It introduces the Czech Pirate Party 2014 municipal council election programme and party's candidate lists in selected municipalities. It analyses thoroughly the fulfilment of their campaign promises and the methods used for the realization of the Pirate politics. It compares Czech Pirate Party's coalition and opposition behaviour.
Spatial Pattern of Subsidies from the Structural Funds: The Case of Czech Municipalities

The thesis aims to uncover spatial patterns of subsidies from the European Union funds while focusing on the 2007-2013 programming period in the Czech Republic. We take into account demographic, economic and political charac- teristics of municipalities with the extended power to determine their relevance on the size of the obtained subsidy. Furthermore, subsidies may be clustered in the space due to some common regional characteristics that cannot be easily measured, or due to cooperation/competitiveness of the municipalities. Our results from the models estimated by the Ordinary Least Squares sug- gest that municipality's population, the number of businesses, the debt of pre- vious periods, and the mayor's affiliation to the political party are significant in explaining the size of the subsidy. Based on following tests, Moran's I and Lagrange Multiplier test, we incorporate the spatial models estimated by the Maximum Likelihood Estimator. We find that the subsidies managed by the regional council disperse across the given region, indicating a hidden common characteristic or regional council's endogenous interventions.
