Analysis of the influence of demographic development on employment and employment policy of elderly people in the Czech Republic

The thesis "Analysis of the influence of demographic development on employment and employment policy of elderly people in the Czech republic" focuses on the specific position of elderly people in the labour market. In the event of redundancy, they tend to be under threat of long- term unemployment more often and to a greater extent than other groups in the labour market. The thesis describes in detail the current state of employment of elderly people in the Czech Republic and the European Union with respect to demographic trends, which - in addition to other consequences - also have a strong impact on the labour market. The aim of the thesis is to determine the main obstacles preventing greater involvement of elderly people in the labour market in the Czech Republic, and the direction employment policy should take in order to achieve greater efficiency. The basic hypothesis of the thesis is the idea that the implementation of an active employment policy in the Czech Republic is not effective enough in solving the unemployment issues of the elderly. The Legislative Process of the Bill on the Children Group. A Case Study of the Intervention of the Participants.

This thesis deals with an implementation of a new public policy tool - child care in the children's group - particularly it examines its origin, evolution and the reasons for its implementation. As the "Children's Group Act" became a new form of the childcare (in the Czech Republic), my participation in the legislation process of the bill adoption served as a motivation for the topic selection of this thesis. The opening part introduces the topic, specifically it studies the past and the present childcare system within the current area of the Czech Republic. Further it acquaints us with tools and remedies allowing for a greater harmonization of a family and work life of parents of infants. In other words, there are discussed theoretical concepts of a private work life harmonization of parents and concepts of equal opportunities of women and men. Moreover, the thesis introduces participants who were entering the negotiation and the adoption processes of the bill in question, either directly or indirectly. The aim of the thesis is to present a case study that would characterize both, the adoption process of the bill and the participants' determination of the final form of the act.
Change of health insurance in the Czech Republic after 2009 - Institucional Analysis

This diploma thesis focuses on changes in the system of sickness insurance in the Czech Republic since 2009. Based on the analysis of the development of social security in the context of neoliberal capitalism and economic globalization, the aim of the thesis was to reflect the ideological and factual basis and the legitimacy of the institutional change in the sphere of sickness insurance in connection with adoption of Act No. 187/2006 Coll., On sickness insurance and the discovery of socio-economic consequences of these changes. The theoretical basis of this thesis has been the institutional change in the sphere of sickness and the (non) legitimacy of the policy in this sphere of public finance reforms. Other theories have included the relationship of economic and social policy that they have been closely related to the theory of social state. The social state has been the beginning of the subject of aging, globalization and the recession of economic development in the last decades. From standards of living to quality of life: changes in analyzing and measuring of development of society after the crisis of 2008 and their projections in political strategies of Western states.

In this dissertation thesis, I focus on changes in the assessment and measurement of quality of life and development after the crisis of 2008 and the reflection of these changes in the political strategies of Western countries. I follow up on the public debate and on many books and professional articles whose authors dealt with the causes of the crisis, with the reactions of governments and international institutions to its manifestations as well as with its effects on the quality of life of Western society. The thesis aims to find out whether the dramatic events of autumn 2008 led to a more significant change in Western society and its institutions, like many experts, politicians, and public figures expected at the beginning of the crisis. First, I focus in this context on the analysis of institutions, which is based primarily on the study of strategic documents, books, and proceedings published after the crisis as well as on articles published in the world media. Subsequently, I engage in the analysis of social preferences, for which I use data on subjective quality of life collected within the European Quality of Life Survey. The EU structural funds in the 10 new member states: How they were implemented in the 2004-06 period

The aim of this paper is to analyze the key characteristics of Structural Funds implementation in the 10 New Member States during the 2004-2006 period. The paper introduce the basic information about the Structural Funds, explore the Structural Funds implementation in the individual countries, and at the end it compares and summarizes findings. The main goal of this paper is to introduce Structural Funds and explore how the New Member States utilized them. What were their priority areas for the observed period? How much money individual countries were allocated? How much money they were able to absorb? The Structural Funds are important for the regional development. They fund investments, innovations, and support policies and measurements which should help countries to develop. And because the 10 New Member States were, at the time of accession, less developed than the other Member States, I decided to take a look what opportunities the NMS had in order to improve their situation.
The Czech Republic pension system - developments after 1989 and its reform

The present thesis focuses on the analysis of the Czech pension system reform. In order to understand the respective consequences, the analysis is put into the context of the development of the Czech pension system after 1989. In addition to the value aspect, attention is paid to the demographic, legislative, political, economic, social, institutional and international aspects of the pension system, its arrangement, financing and financial sustainability. The comparison of the pension reform implemented by the coalition government of Prime Minister Petr Nečas with the concept of pension reform of the opposition Czech Social Democratic Party by the criteria of budgetary responsibility, quality of life of pensioners, solidarity, social justice, equivalence and resilience of pension reform in time is also emphasised. Theoretical bases include the theory of path dependency, the theory of institutionalism, the welfare state theory, the theory of corporatism and the criterion anchoring of the reform. The present thesis applies the method of analysis of secondary data and the method of comparative analysis. To obtain secondary data, methods of document and data record searching are utilised.
Investing in Children - Sustainable fertility from the perspectives of generational accounting, social welfare, human capital creation and the free-rider problem, with policy recommendations for the Czech Republic

This paper seeks to clarify the causes and effects of low fertility in Europe with a special emphasis on the Czech Republic. Instruments to measure fertility and the efficiency of investments in children and human capital are defined. Generational accounting is used to show that low fertility has severe effects on the long-term sustainability of the Czech fiscal system. Social Welfare Stock (SWS) is developed as an alternative to the Gross Domestic Product (GDP). SWS-growth is forecasted to be weak unless fertility increases. The main cause of low fertility, are high opportunity costs of children due to Familism and gender regimes. The PAYG pension system is claimed to have abolished the old-age insurance motive for having children. Children bring economic dissatisfaction: "on the basis of a purely economic approach, the optimal number of children for a rational agent is zero" (Stanca 2009). A further cause of low fertility is an inefficient public administration due to corruption, lack of political incentives and budgetary constraints. Abstrakt Disertační práce prezentuje výsledky empirického šetření provedeného v roce 2009, jehož cílem byla identifikace stanovisek a perspektiv aktérů české drogové politiky týkajících se užívání nelegálních drog a souvisejících problémů. Práce vychází z teorie koalic aktérů, která je aplikována na drogovou politiku v České republice. Ta je spolu se stručnou analýzou rozsahu a závažnosti problému zasazena do kontextu vývoje drogových politik ve světě a EU a jsou popsány její prvky a aktéři. Empirické šetření aktérů bylo provedeno pomocí metody Q, která ve vzorku 24 účastníků identifikovala celkem tři nezávislé faktory reprezentující tři odlišné perspektivy. The Magnitude of Governance in Addressing HIV/AIDS Problems in Ethiopia

This case study seeks to understand the scope of governance in addressing HIV/AIDS issues in Ethiopia by making use of HIV/AIDS partnership forums that exist in the country. All individuals representing the government sector, the NGO sector, the for profit sector and HIV/AIDS Prevention and Control Office (HAPCO) both at the national level and in the three regions namely Oromia Region, Southern Nations, Nationalities, and Peoples' Region (SNNPR) and Addis Ababa have been interviewed. Additional data were gathered using a PARTNER tool survey and also relevant documents have been analyzed. The social capital and governance theories create a framework where actors enjoy partnerships and use the benefits in both policy making and implementation. With the help of a problem tree and thematic analysis the study describes the causal effect relationship of the factors affecting partnerships and their ultimate consequence in maximizing social capital and governance. Accordingly, the thesis identifies the specific effects of the 2009 law on partnership endeavors in particular and HIV/AIDS policy implementation in general. Moreover, the study points out the existence of insufficient partnership in both decision making and policy implementation.
