[cze][eng] Cílem projektu Funkční NIVA bylo vyvinout ucelený metodický postup pro vyhodnocení kvality ekosystémových funkcí a služeb poskytovaných údolní či poříční nivou, jakožto územím podléhajícím určité formě ochrany přírodních a krajinných hodnot, vyplývající z existence institutu „významného krajinného prvku v české legislativě. Projekt svými výstupy cílí zejména na uživatele z řad zástupců orgánů ochrany přírody a krajiny, kteří se v praxi setkávají s problematikou antropogenní degradace niv a určování limitů využívání krajiny těchto ekosystémů. Dílčím cílem projektu byla, kromě vytvoření vlastního metodického postupu, také snaha nabídnout uživateli výsledků určitou datovou podporu, zahrnující podklady pro vyhodnocení některých ekosystémových funkcí a služeb (dále EFS), v dostatečném prostorovém rozlišení. K vyhodnocení kvality plnění ekostabilizační funkce údolní nivy, která již byla oficiálně vymezena (tj. existují veřejně dostupné datové podklady vymezující polohu hranic nivy) by tedy uživatel mohl vycházet z dat vytvořených v průběhu realizace tohoto projektu a dostupných na webové stránce provozované příjemcem projektu. Snahou řešitelského týmu projektu bylo zajistit, resp. vytvořit data pro kvantifikaci EFS na celorepublikové úrovni, tj. v rámci tzv. rámcového vymezení niv, uskutečněného v komplementárním projektu konsorcia partnerů, vedeného firmou Ekotoxa s. r. o. (již dokončený projekt SS01010213 TAČR „Praktické nástroje pro plánování a ochranu VKP údolní niva) a následně revidovaného pro území niv páteřních vodních toků řešitelským týmem tohoto projektu. Pro část navržených indikátorů byly připraveny podklady s celorepublikovým pokrytím, pro zbývající část indikátorů byla data extrapolována z experimentálních lokalit, zachycujících nejčastěji se vyskytující typy niv na území České republiky.\nVýstupy tohoto projektu by svým uživatelům měly poskytnout orientační informace o stavu plnění EFS niv na vybraném území (pravděpodobně na úrovni katastrálních území obcí), za předpokladu, že v daném území existuje rámcově vymezená niva. Takto získané informace mohou představovat důležitý podklad pro rozhodování v oblasti ochrany přírody a krajiny, přičemž zjištěné informace mohou být také zohledněny při plánování územního rozvoje obce.The aim of the Functional Floodplain project was to develop a comprehensive methodological procedure for evaluating the quality of ecosystem functions and services provided by valley or river floodplains, as areas subject to a certain form of protection of natural and landscape values, resulting from the existence of the institute of significant landscape element in Czech legislation. The project's outputs are aimed primarily at users from among representatives of nature and landscape protection authorities who encounter the issue of anthropogenic degradation of floodplains and determining the limits of landscape use of these ecosystems in practice. A partial objective of the project was, in addition to creating its own methodological procedure, also to try to offer the user of the results a certain data support, including data for the evaluation of certain ecosystem functions and services (hereinafter EFS), in sufficient spatial resolution. To evaluate the quality of the fulfillment of the ecostabilization function of the floodplain, which has already been officially defined (i.e. there are publicly available data bases defining the position of the floodplain boundaries), the user could therefore rely on the data created during the implementation of this project and available on the website operated by the project beneficiary. The project research team's effort was to ensure, or rather create, data for the quantification of the EFS at the national level, i.e. within the so-called framework definition of floodplains, carried out in a complementary project of a consortium of partners, led by Ekotoxa s. r. o. (already completed project SS01010213 TAČR Practical tools for planning and protection of floodplains of the backbone watercourses) and subsequently revised for the floodplain areas of the main watercourses by the research team of this project. For some of the proposed indicators, documents with nationwide coverage were prepared, for the remaining part of the indicators, data were extrapolated from experimental localities capturing the most frequently occurring types of floodplains in the Czech Republic.\nThe outputs of this project should provide its users with indicative information on the status of EFS floodplain fulfillment in a selected area (probably at the level of cadastral territories of municipalities), assuming that a broadly defined floodplain exists in the given area. The information obtained in this way can represent an important basis for decision-making in the field of nature and landscape protection, while the information obtained can also be taken into account in the planning of the territorial development of the municipality.
