Britská okupace Porýní v letech 1918-1929/30 je vzhledem k politice, již do té doby Londýn zastával, v řadě ohledů překvapivá. Odpovědí na otázku, proč Britové v této oblasti zůstávali tak dlouho, je skutečnost, že aktivní účastí v různých mezispojeneckých komisích chtěli dosáhnout změny Versailleského mírového systému. V očích Britů to byli především Francouzi, kteří způsobovali Němcům těžkosti tím, že ohrožovali jednotu Německa a bránili jeho hospodářské obnově. Podoba okupace se v průběhu první poloviny dvacátých let měnila. Od prosince 1918 až do evakuace Kolínské zóny na přelomu let 1925 a 1926 lze vysledovat čtyři důležité etapy. V období od obsazení Kolína nad Rýnem do ratifikace Versailleské mírové smlouvy se Porýní ocitlo pouze pod vojenskou správou. V praxi to znamenalo, že velitelé jednotlivých okupačních armád se ve svých zónách těšili velké míře nezávislosti. V lednu 1920 se nejvyšším reprezentantem okupačních sil stala civilní Mezispojenecká rýnská vysoká komise (Vysoká komise) se sídlem v Koblenci, jež měla především chránit vojáky, vydávat nařízení pro jejich bezpečí; v obsazených oblastech mohla také vetovat německé zákony. V lednu 1920 ale Kongres Spojených států amerických odmítl ratifikovat Versailleskou mírovou smlouvu, čímž "odsoudil" americké představitele v různých mezispojeneckých... The British occupation of the Rhineland in the period between 1918 and 1929/30 (Cologne Zone and Wiesbaden area) is in many aspects very surprising in comparison with the "traditional" British policy. The answer to the question why Great Britain stayed so long in this area was an effort to modify the Versailles peace system through a work in various inter-allied commissions. According to an opinion of British politicians and occupation authorities, the most important troubles were caused by the French who endangered the German unity, and obstructed its economic recovery. The form of the occupation had changed during the 1920s. Since December 1918 until the evacuation of the Cologne Zone at the turn of 1925 and 1926 we can ascertain four phases. In the period from the occupation of Cologne till the ratification of the Treaty of Versailles was the Rhineland placed under military administration. The military governors had in their zones of occupation practically absolute authority. In January 1920 became the highest representative of occupation forces civil body called Inter-Allied Rhineland Commission (High Commission) with its seat in Coblenz.
