Diplomová práce analyzuje moderní trendy v řízení veřejné správy v rámci České republiky. Proměnu veřejné správy a její reformu podporuje v tomto smyslu zavádění nástrojů řízení a kvality. Tyto nástroje, nesoucí prvky podnikového řízení a některé principy soukromého tržního sektoru, si kladou za cíl zefektivnit a zkvalitnit poskytované veřejné služby a fungování veřejné správy. Můžeme se setkat se souhrnným názvem New Public Management (NPM), kterým jsou označovány nejen nástroje řízení a kvality veřejné správy, ale i také celá filozofie tohoto konceptu řízení. Konkrétně se jedná o principy procesního řízení, metodu Balanced Scorecard (BSC), benchmarking, sebehodnocení organizace podle CAF (The Common Assessment Framework), a další metody a nástroje vycházející z metodiky modelů TQM a EFQM. Na detailnější rozbor modelů řízení a kvality navazují v praktické části diplomové práce průzkumy a hodnocení využitelnosti výše uvedených modelů krajskými úřady a vybranými obecními úřady obcí III. stupně, vč. jejich přínosů a úskalí. The Thesis analyses modern trends in the management of Public Administration in Czech Republic. The reforms and changes in Public Administration are supported by the implementation of management tools and tools focused on quality of Administration. These tools, including elements of corporate governance and some principles of private sector market, aims to improve and make the Public Service more effective. New Public Management (NPM) can be considered as a general name for the tools and for the concept of the Management of Public Administration, in particular meaning the principles of Process Management, the Balanced Scorecard (BSC), Benchmarking, the Common Assessment Framework and other methods and tools based on the models of TQM and EFQM. The practical part of the thesis contains the surveys and evaluation of the efficiency of the above mentioned models by the Regional Authority and selected municipalities, including their strengthts and weaknesses.
