Daněk, Jan ; Vačkářová, Davina Elena (advisor) ; Mederly, Peter (referee) ; Schneider, Jiří (referee)
The ecosystem services (ES) framework enables a better understanding of the benefits of nature to people and society. Thus it can help to inform decision-making and promote a more sustainable use of nature and landscape. Although the number of scientific publications on ES is steadily increasing, the actual application of ES knowledge in policy, decision-making and practice by actors is still very limited. The dissertation examines through several sub-studies whether and how the ES framework is already implemented in policies and in the real decision-making practice of various actors in the Czech Republic, and what the possibilities are of using this framework. The methods used include policy content analysis, semi-structured interviews, participatory workshops, focus groups, questionnaire survey with participatory mapping and a systematic literature review. The individual studies are then embedded in a conceptual framework of impact assessment for policy and decision-making. The results show that although the ES framework is relatively abundant in key national environmental policies, its application in decision-making is minimal. The identified gap between the existing level of implementation in policies and the very limited use in decision-making and practice can be explained by a number of...

E-governemnt in the Czech Republic in comparison with the UK and Estonia
Schneider, Jiří ; Ochrana, František (advisor) ; Witz, Petr (referee)
E-government in the Czech Republic in comparison with the United Kingdom and Estonia Diploma thesis Jiří Schneider Abstract The present thesis examines the reasons the Czech Republic is not a leader in e- government. In a comparative analysis of public policies concerning e-government in the Czech Republic, the United Kingdom, and Estonia it investigates the causes of the differences in development and possible ways of changing policies so that the Czech Republic could achieve better results. Following an extensive review of theories about the relationship between information and communications technologies and government, it looks at the development of institutional structures of e-government, the related strategies and legislation as well as measures taken, projects implemented, and results achieved. The key finding of the analysis is that by contrast with the countries compared the Czech Republic has experienced a long-term lack of political will to support e-government resulting in inconsistent strategic governance in this area. Unless this primary prerequisite for successful e-government is met, the search for other possibilities for improvement in the differences among the countries compared is pointless.
Emerging Security Triangle in the Asia-Pacific Region? The United States and Australia-Japan Security Relations
Zaťková, Eva ; Karásek, Tomáš (advisor) ; Schneider, Jiří (referee)
This thesis concerns the development of trilateral strategic partnership between Australia, Japan and the United States and its implications for the security architecture of the Asia-Pacific region. For over half a century, the predominant means for organizing security cooperation in this region has been through the creation and maintenance of bilateral defence arrangements. In response to changing international conditions, including the rise of China and nontraditional security threats, US strategic thinking has begun to look beyond the traditional model of US-led bilateral alliances in the Asia-Pacific. The emerging Australia- Japan-US security cooperation in the form of Trilateral Security Dialogue, established in 2002 and elevated to a ministerial-level Strategic Dialogue in 2005, indicates that the three allies have strengthened their ties and expanded their cooperation to build a more integrated and cohesive trilateral response to joint regional concerns.

The processed overview is then supplemented in appropriate places by considerations de lege ferenda. The logical work is divided into five chapters, which form five parts. The first part is devoted to the historical development of public prosecution, the understanding of which is necessary due to the historical interconnectedness, which had a direct impact on the current form of the public prosecution body in the form of the public prosecutor's office system. The second part of the thesis provides an insight into the position of the public prosecutor's office in the Czech legal system, which is characterized by considerable legal fragmentation. Within this chapter, the shortcomings of the constitutional anchoring of the Public Prosecutor's Office under the executive branch were also pointed out, which has a direct negative impact on the independence of the Public Prosecutor's Office, the regulation of which is also...
